CALL TO ORDER / ROLL CALL 
 
Subcommittee Chair Tony Alcala called the Youth Subcommittee to order at 5:32 p.m. 
 
Subcommittee Members present: Tony Alcala, Ryan Magel, Nikhil Dholakia, and Heather 
Callis. 
 
Subcommittee Members absent: Arman Patra (excused). 
 
Staff present: Riann Balch, Community Resources Manager, Karin Bishop, Community 
Development & Resources Supervisor, Dylan Raymond, Community Resources 
Coordinator, Tawn Kao, Assistant City Attorney, Monica Thompson, Community 
Development Coordinator, and Leah Powell, Neighborhood Resources Director. 
 
Public Present: None. 
 
ACTION AGENDA 
1. Evaluation, discussion, and development of recommendations for funding for FY 2022-
2023 General Fund Youth proposals. 
 
Community Resources Manager Riann Balch provided an overview of the 
recommendation process, funds available for allocation, and need to develop 
contingencies. She also reminded the Subcommittee that the minimum award amount 
is $10,000. 
 
Subcommittee Chair Alcala facilitated a discussion of each of the following FY 2022-
2023 General Fund Youth proposals.  Subcommittee members made initial funding 
recommendations, including a contingency plan, to be presented to the Housing and 
Human Services Commission at the next special meeting scheduled for Wednesday, 
April 27, 2022, at 6:00 p.m. 
 
• Arizona Burn Foundation - Early Childhood Burn Prevention & Fire Safety Education 
Program 
o Recommendation: $10,000 
• Big Brothers Big Sisters of Central Arizona (BBBSAZ) - Chandler Mentoring Program 
o Recommendation: $10,000

• Boys & Girls Club of the Valley Inc. - Great Futures for Chandler Youth 
o Recommendation: $20,600 
• Chandler CARE Center Children's Medical and Dental Clinic - Chandler CARE Center 
Children's Medical Clinic 
o Recommendation: $90,009.84 
• Chandler Cultural Foundation - Chandler Center for the Arts - Connecting Chandler 
Kids 
o Recommendation: $10,000 
• Child Crisis Arizona - Caring for Homeless Children 
o Recommendation: $14,000 
• City Help Inc. - DBA East Valley Dream Center 
o Recommendation: $10,000 
• Desert Sounds Performing Arts, Inc. - Chandler Mariachi and Jeremy Project 
o Recommendation: $0 
• Dignity Health Foundation East Valley - Chandler Children's Dental Clinic 
o Recommendation: $105,000 
• Dress for Success Phoenix - Workforce Development and Job Training for Chandler 
Youth 
o Recommendation: $0 
• East Valley JCC - Scholarships: Low Income Families and Single Parent Homes 
o Recommendation: $20,000 
• East Valley JCC - Youth in Crisis 
o Recommendation: $10,000 
• FANS Across America Charitable Foundation - Diaper Bank for Families in Need 
o Recommendation: $15,000 
• ICAN: Positive Programs for Youth - Youth Development Program 
o Recommendation: $60,000 
• Junior Achievement of Arizona - Providing JA BizTown and JA BizTown Adventures to 
Low-Income City of Chandler Students 
o Recommendation: $10,000 
• notMYkid, Inc. - Youth Mental Health Collective 
o Recommendation: $15,000 
• Read on Chandler - Kith and Kin Project 
o Recommendation: $10,000 
• Si Se Puede Foundation - Si Se Puede Foundation STEM Center 
o Recommendation: $20,000 
• Valley of the Sun YMCA - Chandler Family YMCA I-Learn Program 
o Recommendation: $10,000 
 
Subcommittee Chair Alcala facilitated a discussion in developing a contingency plan for 
a potential increase or decrease in funding. Dollar figures represent total allocations.

Contingency Plan for Youth Proposals: 
A. If there is an increase in funds available for allocation, funds will be awarded in the 
following categories as prioritized below: 
1) Funds not accepted by agencies in the Youth category will be reallocated equally 
to healthcare services as follows: 
a. Chandler CARE Center Children's Medical and Dental Clinic - Chandler CARE 
Center Children's Medical Clinic 
b. Dignity Health Foundation East Valley - Chandler Children's Dental Clinic 
 
2) Additional funding up to the amount requested (noted in parenthesis), 
distributed proportionally if needed: 
a. Chandler CARE Center Children’s Medical and Dental Clinic – Chandler CARE 
Center Children’s Medical Clinic ($112,255)  
b. Dignity Health Foundation East Valley – Chandler Children’s Dental Clinic 
($162,119) 
 
3) Additional funding up to the amount requested (noted in parenthesis), 
distributed proportionally if needed, by high score as listed below: 
a. East Valley JCC - Youth in Crisis ($25,000) 
b. East Valley JCC - Scholarships: Low Income Families and Single Parent 
Homes ($85,000) 
c. Child Crisis Arizona - Caring for Homeless Children ($53,000) 
d. notMYkid, Inc. - Youth Mental Health Collective ($30,000 
e. Arizona Burn Foundation - Early Childhood Burn Prevention & Fire Safety 
Education Program ($20,000) 
f. Si Se Puede Foundation - Si Se Puede Foundation STEM Center ($50,000) 
g. Desert Sounds Performing Arts, Inc. - Chandler Mariachi and Jeremy

4) No additional contingency funding is recommended for the following applicants: 
a. Boys & Girls Club of the Valley Inc. - Great Futures for Chandler Youth 
b. City Help Inc. - DBA East Valley Dream Center 
 
B. If there is a decrease in funds available for allocation:  
1) Apply the reduction across all program applicants recommended for funding 
using an equal percentage stopping at the minimum of $10,000. 
 
Motion: Subcommittee member Heather Callis made a motion to approve the initial 
funding recommendations, including the contingency plan, for FY 2022-2023 General 
Fund Youth proposals.  Subcommittee member Ryan Magel seconded the motion. 
 
Discussion:  None.  
 
Results: Motion passed 4-0.
