REGULAR MEETING MINUTES
MARCH 8, 2022
1. CALL TO ORDER/ROLL CALL
Chair Dalpe called the meeting to order on Tuesday, March 8, 2022, at 5:01 p.m.

2. APPROVAL OF MINUTES
Chair Dalpe requested approval of the minutes for the March 8, 2022, Military and
Veterans Affairs Commission meeting. Commissioner Farabee made the motion to
approve the minutes of the January 11, 2022, minutes. Commissioner Waltzer
seconded the motion.
The minutes were approved 6-0 by all Boardmembers present.
3. ACTION AGENDA

Adoption of the Rules of Procedure
Vice-Chair Facciponti asked why certain language in Article IV- Meetings, Section 3-
Study Sessions, Item B on the document was removed. Rosemary Rosales, Sr.
Assistant City Attorney, explained that the last part of the sentenced ‘at the
discretion of the Chair’ was removed because either the public is allowed to speak or
not. It is not at the discretion of the Chair.
Chair Dalpe requested adoption of the Rules of Procedure for the Military and
Veterans Affairs Commission meeting with the following modifications:
1. Replace by-laws with Rules of Procedure wherever noted.
2. Article IV- Meetings, Section 3-Study Sessions, Item B: The last sentence in the
paragraph was changed to read; ‘When a matter is set for a study session,
public testimony may be barred.’
3. Article 5- Orders of Business, Section 3- Recommendation to Council: The last
sentence of the paragraph was changed to read; ‘The Commission shall
forward a recommendation to City Council of its findings and/or actions in
writing annually or as needed.’
Commissioner Farabee made the motion to adopt the Rules of Procedure for the
Military
and
Veterans
Affairs
Commission
meeting
with
modifications.
Commissioner Waltzer seconded the motion.
The Rules of Procedure with modifications was adopted 6-0 by all Boardmembers
present.
4. DISCUSSION
a. Military and Veterans Affairs Commission Workshop, April 2022:
The Commission discussed having a workshop to identify proposed projects on
April 29 from 1-5 p.m. A staff member will be moderating. Discussion ensued.
b. Projects under consideration:
Commissioner Facciponti suggested using the 2019 City of Chandler Needs
Assessment when reviewing projects. Commissioner Facciponti will email a
copy of the report to Sandy Popovich, Recording Secretary, to distribute to the
Commission prior to the next meeting on April 12, 2022. Ms. Popovich will see if

the author of the report is available to present at the next meeting on April 12,
2022. Discussion ensued.

6. MEMBER COMMENTS/ANNOUNCEMENTS
a. Chair
Dalpe
informed
the
Commission
that
Commissioner
Nicolas
Magallanes submitted his resignation. A new Commissioner will be appointed.
b. Commissioner Waltzer asked how the Commission can share upcoming veteran
events without violating the open meeting law. An item will be added to the April
12, 2022, agenda on how to share event information with the public. Discussion
ensued.
c. Vice-Chair Facciponti shared an upcoming event, Ride 2 Save22, April 16, 2022.
7. CALENDAR ITEMS
a. VetNetAZ will meet virtually, March 28, 2022, from 10:00 a.m. – 11:30 a.m.
b. Next meeting will be Tuesday, April 12, 2022, at 5:00 p.m.
8. ADJOURNMENT
With no further items, Chair Dalpe requested a motion to adjourn the meeting at
5:38 p.m. Commissioner Waltzer made the motion to adjourn the meeting. Vice-
Chair Facciponti seconded the motion.
The adjournment was approved 6-0 by all Commissioners present.
