MINUTES OF THE HOUSING AND HUMAN SERVICES COMMISSION SPECIAL POPULATIONS SUBCOMMITTEE Neighborhood Resources Department Virtually via Webex Phone: (415) 655-0001, Access Code: 2599-760-5778 Tuesday, February 22, 2022, at 6:00 p.m. CALL TO ORDER / ROLL CALL Subcommittee Chair Steve Tepper called the Special Populations Subcommittee to order at 6:03 p.m. Subcommittee Members present on Webex: Vanessa Dearmon, Steve Tepper, David Gonzalez, Megha Dholakia, Iliamari Vazquez Houston (logged on at 6:10 p.m.), and Kathryn Kruithoff. Subcommittee Members absent: None. Staff present: Karin Bishop, Community Development & Resources Supervisor, Dylan Raymond, Community Resources Coordinator, and Monica Thompson, Community Development Coordinator. Public Present: None. DISCUSSION 1. Discussion of FY2022-2023 Special Populations proposals; determine if additional questions are necessary. Community Development and Resources Supervisor Karin Bishop provided an overview of the meeting and process for reviewing applications. She explained to subcommittee members that they would have an opportunity to identify outstanding questions before finalizing individual scores. If staff could not answer questions, additional information would be requested from the organization. Community Resources Coordinator Dylan Raymond demonstrated in ZoomGrants for the subcommittee how to locate and utilize staff technical reviews, financial statements uploaded by the agency, budget narratives, and other documents for each application. Subcommittee Chair Tepper asked if staff knew the amount of funding available for allocation to the Special Populations Subcommittee. Mr. Raymond provided an estimated amount for allocation to the Special Populations Subcommittee for the Fiscal Year 2022-2023. Mr. Raymond explained that this is an estimated amount, and a finalized amount will be provided before subcommittee members begin scoring applications. Subcommittee Chair Tepper facilitated a discussion of each application to identify the need for additional information from agencies. The Special Populations Subcommittee requested additional information from the below applicants. About Care, Inc. - Empowering Independent Living 1. We are anticipating awarding pre-covid levels of funding (50% of previous two years) for FY 2022-2023. As such, it is important we understand how your proposed program will be impacted by a partial award. What is the minimum amount that your organization could accept to keep the program in operation, and describe how a partial award will impact operations and how the additional costs needed (ex/ positions, operating costs) will be offset?If a reduction in service levels would be necessary, please describe. 2. Please provide a budget narrative. 3. How does your organization define a minor home repair? Please provide examples of what minor home repairs are performed. AZCEND - Senior Nutrition Program 1. We are anticipating awarding pre-covid levels of funding (50% of previous two years) for FY 2022-2023. As such, it is important we understand how your proposed program will be impacted by a partial award. What is the minimum amount that your organization could accept to keep the program in operation, and describe how a partial award will impact operations and how the additional costs needed (ex/ positions, operating costs) will be offset?If a reduction in service levels would be necessary, please describe. 2. What COVID metrics are currently being reviewed to assess when the organization could return to fuller services? Chandler Gilbert Arc - Employment Program 1. We are anticipating awarding pre-covid levels of funding (50% of previous two years) for FY 2022-2023. In Question 22, DES/Vocational Rehabilitation (VR) is listed as a current funding partner, along with several other fund sources, for sustainability of the employment program. Please provide an updated program budget and program narrative to reflect those fund sources that have been secured since the application was submitted and any fund sources that remain pending. Please provide an updated budget and narrative that reflects the entire employment services program. City Help Inc. - DBA East Valley Dream Center 1. We are anticipating awarding pre-covid levels of funding (50% of previous two years) for FY 2022-2023. As such, it is important we understand how your proposed program will be impacted by a partial award. Please prioritize the funding requested. East Valley JCC - JBox Seniors in Need 1. We are anticipating awarding pre-covid levels of funding (50% of previous two years) for FY 2022-2023. In Question 11, it states that the geographic area to be served with the requested funds will be “All of Chandler, limited in Mesa, Gilbert, Apache Junction and Tempe.” These funds must be used exclusively for Chandler residents. What will you do to ensure that these funds are only used to support Chandler residents? Ms. Bishop provided an overview of how to review and score the applications in ZoomGrants. Mr. Raymond asked Subcommittee Members to complete their scoring sheets, votes, and recommended amounts by March 24, 2022. MEMBERS COMMENTS / ANNOUNCEMENTS None. CALENDAR 2.
