MINUTES OF THE HOUSING AND HUMAN SERVICES COMMISSION YOUTH SUBCOMMITTEE Neighborhood Resources Department Virtually via Webex Phone: (415) 655-0001, Access Code: 2594-407-4114 Wednesday, February 23, 2022, at 5:30 p.m. CALL TO ORDER / ROLL CALL Subcommittee Chair Tony Alcala called the Youth Subcommittee to order at 5:36 p.m. Subcommittee Members present on Webex: Tony Alcala, Ryan Magel, Nikhil Dholakia, Arman Patra, and Heather Callis. Subcommittee Members absent: None. Staff present: Karin Bishop, Community Development & Resources Supervisor, Dylan Raymond, Community Resources Coordinator, and Monica Thompson, Community Development Coordinator. Public Present: None. DISCUSSION 1. Discussion of FY2022-2023 Youth proposals; determine if additional questions are necessary. Community Development and Resources Supervisor Karin Bishop provided an overview of the meeting. She explained to subcommittee members that they would have an opportunity to identify outstanding questions before finalizing their individual scores. If staff could not answer questions, additional information would be requested from the organization. Subcommittee Chair Alcala facilitated a discussion of each application to identify the need for additional information from agencies. The Youth Subcommittee requested additional information from the applicants listed below. Arizona Burn Foundation - Early Childhood Burn Prevention & Fire Safety Education Program 1. We are anticipating awarding pre-covid levels of funding (50% of previous two years) for FY 2022-2023. As such, it is important we understand how your proposed program will be impacted by a partial award. What is the minimum amount that your organization could accept to keep the program in operation, and describe how a partial award will impact operations and how the additional costs needed (ex/ positions, operating costs) will be offset?If a reduction in service levels would be necessary, please describe. Big Brothers Big Sisters of Central Arizona (BBBSAZ) - Chandler Mentoring Program 1. We are anticipating awarding pre-covid levels of funding (50% of previous two years) for FY 2022-2023. As such, it is important we understand how your proposed program will be impacted by a partial award. What is the minimum amount that your organization could accept to keep the program in operation, and describe how a partial award will impact operations and how the additional costs needed (ex/ positions, operating costs) will be offset?If a reduction in service levels would be necessary, please describe. 2. How does the organization engage youth that do not identify with a specific gender and ensure the programs meet their needs? 3. What COVID metrics are you reviewing to assess when the organization could return to fuller services? Boys & Girls Club of the Valley Inc. - Great Futures for Chandler Youth 1. We are anticipating awarding pre-covid levels of funding (50% of previous two years) for FY 2022-2023. As such, it is important we understand how your proposed program will be impacted by a partial award. In Question 11, it states that the geographic area to be served with the requested funds will be zip code 85248. Who within the 85248 will be served? 3. How will the organization ensure services are prioritized to those youth residing in 85224 and 85225? 4. What DEI policies do you have in place outside of your current DEI statement?When will policies be created and available for review? 5. How does the organization engage youth that do not identify with a specific gender and ensure the programs meet their needs? 6. How do you plan to further develop the relationship with the City of Chandler’s Public Housing Youth program to provide increased services to youth participating in that program? Chandler CARE Center Children's Medical and Dental Clinic - Chandler CARE Center Children's Medical Clinic 1. We are anticipating awarding pre-covid levels of funding (50% of previous two years) for FY 2022-2023. As such, it is important we understand how your proposed program will be impacted by a partial award. What is the minimum amount that your organization could accept to keep the program in operation, and describe how a partial award will impact operations and how the additional costs needed (ex/ positions, operating costs) will be offset?If a reduction in service levels would be necessary, please describe. 2. As such, it is important we understand how your proposed program will be impacted by a partial award. How does the Teen Workforce Ambassador fit into the successful delivery of this program in Chandler? East Valley JCC - Scholarships: Low Income Families and Single Parent Homes 1. We are anticipating awarding pre-covid levels of funding (50% of previous two years) for FY 2022-2023. As such, it is important we understand how your proposed program will be impacted by a partial award. What is the minimum amount that your organization could accept to keep the program in operation, and describe how a partial award will impact operations and how the additional costs needed (ex/ positions, operating costs) will be offset?If a reduction in service levels would be necessary, please describe. Community Resources Coordinator Dylan Raymond provided the subcommittee with an estimated amount available for allocation to the Youth Subcommittee for Fiscal Year 2022-2023. Mr. Raymond cautioned that this is an estimated amount, with a finalized amount to be provided at a later date. Ms. Bishop provided an overview of how to review and score the applications in ZoomGrants. The Subcommittee members should complete their scoring sheets, votes, and recommended amounts by April 7, 2022. MEMBERS COMMENTS / ANNOUNCEMENTS None. CALENDAR 2.
