CALL TO ORDER / ROLL CALL
Subcommittee Chair Cynthia Hardy called the Basic Needs Subcommittee to order at 
5:35 p.m.
Subcommittee Members present: Greg Rodriquez, Cynthia Hardy, Heather Mattisson, Jo-el 
Miller, and Cecilia Hermosillo.
Subcommittee Members absent: None.
Staff present: Karin Bishop, Community Development & Resources Supervisor, Dylan 
Raymond, Community Resources Coordinator, Riann Balch, Community Resources 
Manager, and Monica Thompson, Community Development Coordinator.
Public Present: None.
DISCUSSION
1. Discussion of FY2022-2023 Basic Needs proposals; determine if additional questions are 
necessary.
Community Development and Resources Supervisor Karin Bishop provided an overview of 
the meeting.  She explained to subcommittee members that they would have an 
opportunity to identify outstanding questions before finalizing individual scores. If staff
could not answer questions, additional information would be requested from the 
organization.  
Community Resources Coordinator Dylan Raymond provided the subcommittee with an
estimated amount available for allocation to the Basic Needs Subcommittee for Fiscal 
Year 2022-2023. Mr. Raymond cautioned that this is an estimated amount, with a finalized
amount to be provided at a later date.
Subcommittee Chair Hardy facilitated a discussion of each application to identify the need 
for additional information from agencies. The Basic Needs Subcommittee requested 
additional information from the below applicants.


A New Leaf - East Valley Men's Center
1. We are anticipating awarding pre-covid levels of funding (50% of previous 
two years) for FY 2022-2023. As such, it is important we understand how your 
proposed program will be impacted by a partial award.  What is the 
minimum amount that your organization could accept to keep the program 
in operation, and describe how a partial award will impact operations and 
how the additional costs needed (ex/ positions, operating costs) will be 
offset?If a reduction in service levels would be necessary, please describe.

A New Leaf - La Mesita Family Shelter
1. We are anticipating awarding pre-covid levels of funding (50% of previous 
two years) for FY 2022-2023. As such, it is important we understand how your
proposed program will be impacted by a partial award. What is the minimum 
amount that your organization could accept to keep the program in 
operation, and describe how a partial award will impact operations and how 
the additional costs needed (ex/ positions, operating costs) will be offset? If a 
reduction in service levels would be necessary, please describe.

A New Leaf - SafeDVS/DVSTOP
1. We are anticipating awarding pre-covid levels of funding (50% of previous 
two years) for FY 2022-2023. As such, it is important we understand how your 
proposed program will be impacted by a partial award.  What is the 
minimum amount that your organization could accept to keep the program 
in operation, and describe how a partial award will impact operations and 
how the additional costs needed (ex/ positions, operating costs) will be 
offset?If a reduction in service levels would be necessary, please describe.
2. What adjustments is the organization making programmatically in order to 
reach your service goals in the current fiscal year?

AZCEND - Community Action Program
1. We are anticipating awarding pre-covid levels of funding (50% of previous 
two years) for FY 2022-2023. As such, it is important we understand how your 
proposed program will be impacted by a partial award. What is the minimum 
amount that your organization could accept to keep the program in 
operation, and describe how a partial award will impact operations and how 
the additional costs needed (ex/ positions, operating costs) will be offset? If a 
reduction in service levels would be necessary, please describe.

AZCEND - Chandler Food Bank Basic Needs Program
1. We are anticipating awarding pre-covid levels of funding (50% of previous 
two years) for FY 2022-2023. As such, it is important we understand how your

proposed program will be impacted by a partial award. What is the minimum 
amount that your organization could accept to keep the program in 
operation, and describe how a partial award will impact operations and how 
the additional costs needed (ex/ positions, operating costs) will be offset? If a 
reduction in service levels would be necessary, please describe.

AZCEND - Housing and Stability Specialist
1. We are anticipating awarding pre-covid levels of funding (50% of previous 
two years) for FY 2022-2023. As such, it is important we understand how your 
proposed program will be impacted by a partial award.  What is the 
minimum amount that your organization could accept to keep the program 
in operation, and describe how a partial award will impact operations and 
how the additional costs needed (ex/ positions, operating costs) will be 
offset?If a reduction in service levels would be necessary, please describe.
2. Please provide clarification on how services are delivered and reported for 
the number of individuals served in the mid-term report. 

AZCEND - Interfaith Homeless Emergency Lodging Program (I-HELP)
1. We are anticipating awarding pre-covid levels of funding (50% of previous 
two years) for FY 2022-2023. As such, it is important we understand how your 
proposed program will be impacted by a partial award.  What is the 
minimum amount that your organization could accept to keep the program 
in operation, and describe how a partial award will impact operations and 
how the additional costs needed (ex/ positions, operating costs) will be 
offset?If a reduction in service levels would be necessary, please describe.
2. What COVID metrics are currently being reviewed to assess when the 
organization could return to fuller services? 

Catholic Charities Community Services, Inc. - My Sisters' Place Domestic Violence 
Shelter
1. We are anticipating awarding pre-covid levels of funding (50% of previous 
two years) for FY 2022-2023. As such, it is important we understand how your 
proposed program will be impacted by a partial award.  What is the 
minimum amount that your organization could accept to keep the program 
in operation, and describe how a partial award will impact operations and 
how the additional costs needed (ex/ positions, operating costs) will be 
offset?If a reduction in service levels would be necessary, please describe.
2. What is the average length of stay? Has the organization experienced any
changes in that average length of stay?If so, please explain.


CeCe's Hope Center - Housing and Services for Survivors of Human Trafficking
1. We are anticipating awarding pre-covid levels of funding (50% of previous 
two years) for FY 2022-2023. As such, it is important we understand how your 
proposed program will be impacted by a partial award.  What is the 
minimum amount that your organization could accept to keep the program 
in operation, and describe how a partial award will impact operations and 
how the additional costs needed (ex/ positions, operating costs) will be 
offset?If a reduction in service levels would be necessary, please describe.
2. How do you plan to resolve the organization’s current challenges with 
meeting the City’s insurance requirements for contractual agreements? 

Community Bridges, Inc. - CBI Chandler Mobile Community Outreach and Crisis 
Stabilization
1. We are anticipating awarding pre-covid levels of funding (50% of previous 
two years) for FY 2022-2023. As such, it is important we understand how your 
proposed program will be impacted by a partial award. What is the minimum 
amount that your organization could accept to keep the program in
operation, and describe how a partial award will impact operations and how 
the additional costs needed (ex/ positions, operating costs) will be offset? If a 
reduction in service levels would be necessary, please describe.

Dsquared Homes for the Homeless Outreach - The GAP Program
1. We are anticipating awarding pre-covid levels of funding (50% of previous 
two years) for FY 2022-2023. As such, it is important we understand how your 
proposed program will be impacted by a partial award.  What is the 
minimum amount that your organization could accept to keep the program 
in operation, and describe how a partial award will impact operations and 
how the additional costs needed (ex/ positions, operating costs) will be 
offset?If a reduction in service levels would be necessary, please describe.
2. Please provide a detailed budget narrative.
3. Please provide an update of other fund sources that have been secured to 
support the GAP Program since the submission of your application.
4. Please provide further explanation for the amount of requested funds and
how these funds will address the identified need in the Chandler community. 

FANS Across America Charitable Foundation - The Locker Room for Those in Need
1. We are anticipating awarding pre-covid levels of funding (50% of previous 
two years) for FY 2022-2023. As such, it is important we understand how your 
proposed program will be impacted by a partial award.  What is the 
minimum amount that your organization could accept to keep the program

in operation, and describe how a partial award will impact operations and 
how the additional costs needed (ex/ positions, operating costs) will be 
offset?If a reduction in service levels would be necessary, please describe.
2. Please provide a mid-term report for the current fiscal year. 
Mr. Raymond reminded Subcommittee Members to complete their scoring sheets, votes, 
and recommended amounts by April 7, 2022.
