2. Proclamation – Building Safety Month 
VICE MAYOR ROE read the proclamation and invited the Building Safety team to accept.   
 
SHICHENG TAO, Building Official, thanked Council for their support. Mr. Tao recognized the 
importance of building safety and building codes as well as the building safety professional for 
their commitment, dedication, and hard work.

3. Proclamation – Water Safety Month 
COUNCILMEMBER STEWART read the proclamation and invited Keith Hargis, Assistant Fire Chief, 
Jessica Chamberlain, Recreation Coordinator, and Noah Dueker, Police Officer, to accept.   
 
ASSISTANT CHIEF HARGIS thanked Council and said staff recently held the water safety walk in 
May where 130 volunteers were able to reach 3,000 homes to get the word out about water safety. 
Chief Hargis shared tips for water safety to always have a supervisor, have barriers, and enroll 
children in swimming classes.  
 
4. Recognition – Valley Christian Basketball and Volleyball Championships 
VICE MAYOR ROE recognized Greg Haagsma, Athletic Director, and Bob Davies, Volunteer Coach, 
and the Valley Christian girls’ volleyball and boys’ basketball teams.

Move City Council approve the Council Meeting minutes of the Work Session of April 25, 
2022; Study Session of April 25, 2022; Work Session of April 28, 2022; and Regular Meeting 
of April 28, 2022.

Board and Commission Appointments 
Move City Council approve the Board and Commission appointments as recommended.  
 
COUNCILMEMBER LOPEZ thanked the new board members joining boards and commissions for 
getting involved.

Move City Council approve the purchase of video camera equipment, from BKW 
Incorporated, in an amount not to exceed $59,991.

Introduction and Tentative Adoption of Ordinance No. 5016, PLH21-0073 Veneto, Rezoning 
from Agricultural District (AG-1) to Planned Area Development (PAD) for Medium Density 
Residential, and Approval of Preliminary Development Plan, located on the northeast 
corner of Pleasant Drive and Pecos Road, approximately ¼ mile east of the northeast corner 
of Alma School and Pecos Roads

Move City Council introduce and tentatively adopt Ordinance No. 5016 approving PLH21-
0073, Rezoning from Agricultural District (AG-1) to Planned Area Development (PAD) for 
medium density residential, subject to the conditions as recommended by Planning and

Preliminary Development Plan 
Move City Council approve Preliminary Development Plan PLH21-0073 Veneto, for site 
layout and building architecture, subject to the conditions as recommended by Planning 
and Zoning Commission.

Introduction of Ordinance No. 5017, PLH21-0097 House for the Moore Family, Rezoning 
from Multi-family Residential District (MF-2) to Planned Area Development (PAD) for Single-
Family Residential, located south of the southwest corner of California and Chicago Streets, 
more generally located west of the northwest corner of Arizona Avenue and Frye Road

$27,000 for a period of one year, beginning July 1, 2022 through June 30, 2023.

Move City Council approve Amended Agreement No. 1 with Oliver Wyman Actuarial 
Consulting, Inc. for Actuarial Services in an amount not to exceed $11,592.74 for a period 
of one year, beginning July 1, 2022 through June 30, 2023.

Final Adoption of Ordinance No. 5007 Amending Chapter 50, Sections 50-11, 50-12, and 50-
15, and Chapter 44, sections 44-4, 44-5, 44-6, and 44-7, of the Code of the City of Chandler 
to Change Certain Water, Wastewater, Reclaimed Water, and Solid Waste Fees Effective July 
1, 2022  
Move City Council adopt Ordinance No. 5007 amending Chapter 50, sections 50-11, 50-12, 
and 50-15, and Chapter 44, sections 44-4, 44-5, 44-6, and 44-7, of the Code of the City of 
Chandler to change certain Water, Wastewater, Reclaimed Water, and Solid Waste Fees 
effective July 1, 2022.

Move for recommendation to the State Department of Liquor Licenses and Control for 
approval of the State Liquor Job No. 192907, a Series 12, Restaurant Liquor License, for 
Jeffrey Craig Miller, Agent, Trustup International, LLC, DBA Sushi Green, located at 2990 E. 
Germann Road, Suite 5, and approval of the City of Chandler, Series 12, Restaurant Liquor 
License No. 303171.  
 
Public Works and Utilities

Agreement No. SW2-100-4480, with Sierra Container Group, LLC, for Refuse and Recycling 
Containers 
Move City Council approve Agreement No. SW2-100-4480, with Sierra Container Group, LLC, 
for refuse and recycling containers, in an amount not to exceed $325,000, for the period of 
one year, May 15, 2022, through May 14, 2023.

Construction Contract No. WA2008.401, Change Order No. 2, with Achen-Gardner 
Construction, LLC, for the Loop 101 and 202 Freeway Waterline Rehabilitation 
Move City Council approve Construction Contract No. WA2008.401, Change Order No. 2, to 
Achen-Gardner Construction, LLC, in the amount of $800,000, for a revised contract amount 
not to exceed of $7,411,575.10. 
 
COUNCILMEMBER STEWART said this is a change order for a much larger water project at the 101 
and 202 freeways. A few years ago, a pipe burst, and there were some anomalies in the project. 
The water leak was fixed but it was costly. We worked closely with the state because it was a state 
project and were reimbursed for the cost. This will provide the money up front, which will be paid 
back by the state. Councilmember Stewart thanked Governor Ducey, President Fann, Speaker 
Bowers, Senator Mesnard, Senator Bowie, Representative Whitaker, Representative Cobb, 
Representative Jermaine, Representative Pollock and Representative Epstein their support in 
getting that funding.

Move City Council award Professional Services Agreement No. WW2209.201 to Project 
Engineering Consultants, Ltd., for the Manhole Assessments 2022 Design Services, in an 
amount not to exceed $333,486.
