Introduction and Tentative Adoption of Ordinance No. 5016, PLH21-0073 Veneto, Rezoning
from Agricultural District (AG-1) to Planned Area Development (PAD) for Medium Density
Residential, and Approval of Preliminary Development Plan, located on the northeast
corner of Pleasant Drive and Pecos Road, approximately ¼ mile east of the northeast corner
of Alma School and Pecos Roads
Rezoning
Move City Council introduce and tentatively adopt Ordinance No. 5016 approving PLH21-
0073, Rezoning from Agricultural District (AG-1) to Planned Area Development (PAD) for
medium density residential, subject to the conditions as recommended by Planning and
Zoning Commission.
Preliminary Development Plan
Move City Council approve Preliminary Development Plan PLH21-0073 Veneto, for site
layout and building architecture, subject to the conditions as recommended by Planning
and Zoning Commission.
RON KEMP, 850 W. Jeronimo St., Chandler, thanked the builder and the City for working together
to mitigate parking issues. Mr. Kemp shared a concern with the green area across the street on
Pleasant as he was unsure if pets would be allowed or not. If pets are allowed, the green area may
be used. The green area currently has signage that says Do Not Trespass but there is no way of
stopping people.
COUNCILMEMBER ORLANDO asked if the applicant could address this issue.
TAYLOR EARL, 3101 N. Central Ave, mentioned the developer’s familiarity with the concern for the
green space. There is a space on the east side of the project with a grass area where people could
take their pets. They offered stipulations which were not added, but have a letter submitted to be
part of the zoning file, requiring that part of the lease the residents would be aware they do not
have the right to use that area. In addition, if the HOA would allow, a sign could be installed
clarifying that the green space is for HOA residents only. The park is offsite, and not part of the
subject of the case, so the stipulations were not included. However, their intention with the
commitments in the letter is to mitigate that concern.

COUNCILMEMBER ELLIS thanked Mr. Earl and the builder for working together. Their efforts in
working through these promises would ensure that residents would be satisfied.
COUNCILMEMBER HARRIS thanked the applicant for the time spent in conversation with him and
said that they would be a good partner to the City of Chandler. Councilmember Harris said he
hoped the constituents would feel comfortable with what was shared today.
COUNCILMEMBER LOPEZ shared that the outreach and open dialogue with the neighbors is how
it should be done. This is an exhibition of what a good partner and good community does.
VICE MAYOR ROE thanked Mr. Earl and Mr. Kemp for addressing the Council.

Introduction of Ordinance No. 5017, PLH21-0097 House for the Moore Family, Rezoning
from Multi-family Residential District (MF-2) to Planned Area Development (PAD) for Single-
Family Residential, located south of the southwest corner of California and Chicago Streets,
more generally located west of the northwest corner of Arizona Avenue and Frye Road
Rezoning
Move City Council introduce and tentatively adopt Ordinance No. 5017 approving PLH21-
0097 House for the Moore Family, Rezoning from Multifamily Residential District (MF-2) to
Planned Area Development (PAD) for Single-Family Residential, subject to the conditions as
recommended by Planning and Zoning Commission.

Move City Council approve Preliminary Development Plan PLH21-0081 Andretti Indoor
Karting and Games for site layout and building architecture for an indoor kart racing and
entertainment facility, subject to the conditions as recommended by Planning and Zoning
Commission.

Move City Council approve the purchase of painting and related services, from Ghaster
Painting & Coatings, Inc., utilizing the City of Mesa Contract No. 2018165, in an amount not
to exceed $100,000.

Move City Council award Agreement No. BF2-910-4417 to Allied Universal Janitorial
Services, for janitorial services, in an amount not to exceed $454,900, for a period of one
year, beginning June 15, 2022, through June 14, 2023.

Agreement No. LW7-953-3735, Amendment No. 1 with Arthur J. Gallagher Risk Management
Services, Inc. for Insurance Broker Services.
Move City Council approve Amended Agreement No. 1 with Arthur J. Gallagher Risk
Management Services, Inc. for Insurance Broker Services in an amount not to exceed
$27,000 for a period of one year, beginning July 1, 2022 through June 30, 2023.

Agreement No. LW7-953-3735, Amendment No. 1 with Oliver Wyman Actuarial Consulting,
Inc. for Actuarial Services
Move City Council approve Amended Agreement No. 1 with Oliver Wyman Actuarial
Consulting, Inc. for Actuarial Services in an amount not to exceed $11,592.74 for a period
of one year, beginning July 1, 2022 through June 30, 2023.

Final Adoption of Ordinance No. 5007 Amending Chapter 50, Sections 50-11, 50-12, and 50-
15, and Chapter 44, sections 44-4, 44-5, 44-6, and 44-7, of the Code of the City of Chandler
to Change Certain Water, Wastewater, Reclaimed Water, and Solid Waste Fees Effective July
1, 2022
Move City Council adopt Ordinance No. 5007 amending Chapter 50, sections 50-11, 50-12,
and 50-15, and Chapter 44, sections 44-4, 44-5, 44-6, and 44-7, of the Code of the City of
Chandler to change certain Water, Wastewater, Reclaimed Water, and Solid Waste Fees
effective July 1, 2022.

Move for recommendation to the State Department of Liquor Licenses and Control for
approval of the State Liquor Job No. 192907, a Series 12, Restaurant Liquor License, for
Jeffrey Craig Miller, Agent, Trustup International, LLC, DBA Sushi Green, located at 2990 E.
Germann Road, Suite 5, and approval of the City of Chandler, Series 12, Restaurant Liquor

Move City Council approve Construction Contract No. WA2008.401, Change Order No. 2, to

Move City Council award Professional Services Agreement No. WW2209.201 to Project
Engineering Consultants, Ltd., for the Manhole Assessments 2022 Design Services, in an
amount not to exceed $333,486.
Consent Agenda Motion and Vote
Councilmember Harris moved to approve the Consent Agenda of the May 12, 2022, Regular City
Council Meeting; Seconded by Councilmember Ellis.
Motion carried unanimously (7-0), with the exception of Consent Agenda Item No. 11, which
passed by majority (6-1), Councilmember Orlando dissenting.

Public Hearing for Resolution No. 5581 Approving the Fiscal Year 2022-2023 Annual
Assessment for the City of Chandler, Arizona, Downtown Chandler Enhanced Municipal
Services
Open Public Hearing
VICE MAYOR ROE opened the public hearing.
Staff Presentation
JOHN OWENS, Downtown Redevelopment Specialist, presented the following presentation.
• Enhanced Municipal Services District (EMSD) Overview
o Created in 2005 – 17th Year
o Covers 61.4 Acres and Over 1 million square feet of commercial space
o Formed to provide public services over and above typical public services elsewhere in the
City
o Services are provided by the Downtown Chandler Community Partnership (DCCP)
through an annual contract with the City

Council Discussion
COUNCILMEMBER ORLANDO asked how many properties were added this year.
MR. OWENS said he did not have that answer but could provide it later. The number does not
change a lot year to year. This year there were some additions through the conversion of buildings
like where ImprovMania is going.
COUNCILMEMBER ORLANDO said the growth was organic.
MR. OWENS said yes.
COUNCILMEMBER ORLANDO asked about the exact amount of the assessment value.
MR. OWENS answered that the assessment for the private parcels was $191,829, and the City
voluntary contributions was $118,804 annually, for a total assessment value of $310,766.
COUNCILMEMBER ORLANDO asked what the percentage of growth was compared to last year.
MR. OWENS said he did not have the exact number, but it was around 3-4%.

COUNCILMEMBER ELLIS said the last five years have been a blessing for people who visit Chandler
as Downtown Chandler has become a destination. The amount asked for in the budget balanced
with the work that has been done in this area shows they are fiscally responsible but also deliver
a quality result.
COUNCILMEMBER HARRIS thanked staff for their work to make sure the Downtown thrives.
Councilmember Harris said he looked forward to seeing other partnerships like this develop.

Councilmember Orlando moved to approve Item No. 17 of the May 12, 2022, Regular Meeting;
Seconded by Councilmember Ellis.

VICE MAYOR ROE mentioned on behalf of Mayor Hartke, that Mayor Hartke has been in
Washington, D.C. all week advocating for Chandler’s and the region’s infrastructure, quality of life,
and economic interests with the Greater Phoenix Economic Council. Mayor Hartke would be
attending the National Law Enforcement Fallen Officers Candlelight Vigil with officers from
Chandler Police Department.
Council's Announcements
VICE MAYOR ROE thanked public safety members for their hard work and service, as well as Team
Chandler.
COUNCILMEMBER HARRIS said he had the opportunity to volunteer at AZCEND with the Boy
Scouts and Girl Scouts as a service project and recognized Chandler’s future leaders.
COUNCILMEMBER LOPEZ said this month is Asian American and Pacific Islander Heritage month,
so libraries would be celebrating with several AAPI story times this month. Chandler Downtown
Library would host the Asian Heritage Cultural Showcase at 11:00 a.m. on May 21.
COUNCILMEMBER LOPEZ said that the previous week, the City hosted its inaugural Asian
American Community Conference with great turnout and open discussion. Councilmember Lopez
thanked attendees and looked forward to feedback from the conference and more information
could be found online.
COUNCILMEMBER ELLIS said that this week is Nurses’ Week, and thanked Chandler’s nurses for
their contribution and sacrifices that these heroes make. Councilmember Ellis has worked in the
nursing field for many years and shared that the profession is all about service for others.
