MINUTES OF THE TRANSPORTATION COMMISSION MEETING

Chairman Dan Henderson called the meeting to order at approximately 4:05 p.m.

2. APPROVAL OF MINUTES
a. Minutes of Wednesday, November 17, 2021
A motion was made by Commissioner Brennan, seconded by Commissioner Heineking
to approve the minutes of November 17, 2021, as presented. The motion passed
unanimously (6-0).
3. SCHEDULED/UNSCHEDULED PUBLIC APPEARANCES/CALL TO PUBLIC
None
4. ACTION AGENDA
a. ST2001 Lindsay Road Improvements (Ocotillo Road to Hunt Highway) Roadway
Alignment and the Acquisition of Necessary Right-of-Way for a Four-Lane Roadway with
Median
CHRIS WOOLERY, Project Manager, Kimley-Horn and Associates presented an overview
of the project. He highlighted key aspects of the project and reviewed the projected
project timeline.
In response to questions from COMMISSIONER SMITH, Mr. Woolery stated that
relocations were not anticipated as part of the project, only strips right-of-way were to
be obtained.
COMMISSIONER BRENNAN asked for background information regarding Title VI as it
related to the project. He questioned what would be considered a discriminatory practice
in relation to this particular project, as outlined in Title VI.
JASON CRAMPTON, Transportation Planning Supervisor explained that many elements
were considered to prevent discriminatory practices. He noted several examples,
including the review of demographics along the route to ensure that any reductions of
service were done equally and not just in areas with higher minority population; that bus
shelters were equally being provided in areas; and that equal amount of public outreach
was done in areas with higher minority population.
A motion was made by COMMISSIONER SMITH, seconded by COMMISSIONER HARDIN,
to recommend approval of the alignment and acquisition of right-of-way for a four-lane
roadway with median on Lindsay Road (Ocotillo Road to Hunt Highway). The motion
passed unanimously (6-0).

b. Title VI Implementation Plan for Transit Services 2021 Update
Transportation Planning Coordinator SASHA PACHITO presented an update to the
commission regarding the Title VI Implementation Plan for Transit Services.
COMMISSIONER BRENNAN asked for clarification as to how an individual would know
they were being discriminated against.
MS. PACHITO responded that it would be up to the individual to file a complaint, if they
felt they were being discriminated against. She stated that the department had received
complaints in the past. Complainants are provided contact information for Valley Metro,
to file the complaint. She stated that complaints were investigated by Valley Metro and
the City of Phoenix.
COMMISSIONER HEINEKING added that the Valley Metro buses had postings on them
that provided information regarding Title VI and how to file a complaint.
JASON CRAMPTON, Transportation Planning Supervisor concurred. He further
explained that information regarding Title VI and how to file complaints was posted at
the different park and ride stations, transit centers, and Chandler City Hall.
A motion was made by COMMISSIONER BRENNAN, seconded by COMMISSIONER SMITH,
to recommend approval of the Title VI Implementation Plan for Transit Services 2021
Update. The motion passed unanimously (6-0).
5. BRIEFING
a. ADOT Freeway Projects Update:
Staff coordinators from the Arizona Department of Transportation (ADOT) provided
project overview presentations to the commission on the following ADOT freeway
projects: Loop 202 Val Vista to Price 101; I-10 from Loop 202 to SR387; and the I-10
Construction Project at the Broadway Curve.
Loop 202 Val Vista to Price 101
KRISTIN HUSTON, ADOT Project Manager and RON SZWIEC, AZTEC Engineering Group,
Inc., provided an overview of the project.
Mr. Szwiec noted the following project highlights:
Additional two General Purpose Lanes (GPLs) in each direction from SR101 to

Widening exit ramps to two lanes
Adding one GPLs in each direction from Gilbert Road to Val Vista Drive
SR101 to Gilbert Road – 1 HOV Lane, 5 GPLs, 1 Aux Lane in both directions
Gilbert Road to Val Vista Drive – 4 GPLs and 1 Aux Lane in both directions
Price Road – adding WB exit lane
Dobson Road – Exit lane
Alma School Road – adding two exit lanes
Arizona Avenue – adding eastbound exit lane and widening westbound exit lane
over Union Pacific Railroad
Arizona Avenue – overpass to be widened
McQueen Road – adding exit lanes
Cooper Road – adding exit lanes
Gilbert Road – adding exit lanes
ADA Improvements – ADA inventory done at every crossroad/ramp terminals.
various improvements taking place, including, reconstruction of sidewalks, curb
ramps, gutters, replacing pedestrian push buttons, installation detectable
warning strips.
New sound barriers
Lighting upgrades to LED
City of Chandler may fund aesthetic accents varying from ADOT sound walls
Mr. Szwiec concluded his presentation by stating that construction start is anticipated in
Fiscal Year 2025 at a programmed cost of $180 million.
COMMISSIONER HARDIN asked if new noise barriers were part of the project.
MR. SZWIEC responded that noise barriers were part of the project. He stated that a noise
study concluded that certain noise barriers be added to what is existing in the area. He
stated that some complaints had been received from the new residential development
in the area but that noise barrier walls would remedy the issue.
COMMISSIONER BRENNAN inquired if HOV lanes would be part of the project.
MR. SZWIEC responded that HOV lanes would not be added east of Gilbert Road.
I-10 from Loop 202 to SR387
Carlos Lopez, ADOT presented an overview of the project. He noted the following:
Bridge replacement layout to determine environmental footprint
Geotechnical investigation complete and lab work underway
I-10 – median widening
Proposed Interchange Improvements
o Wild Horse Pass Boulevard

o SR347/Queen Creek Road
o Riggs Road
Mr. Lopez stated that construction funding for Fiscal Year 2023 would be $83 million
dollars. He noted next steps for the study and affirmed continued culture coordination
with the Gila River Indian Community.
In response from a question from COMMISSIONER HARDIN, Mr. Lopez explained that the
interchange improvements included would include Divergent Diamond Interchanges to
improve safety. He stated that they were preferred from a safety and engineering
standpoint. He added that the next goal was to identify funding for the interchanges
along the corridor.
In response to a question from COMMISSIONER BRENNAN, Mr. Lopez stated that ADOT
would be looking into improving some of the striping within the area of the Wild Horse
Pass entry to I-10 and the San Tan 202 connection.

AMY RITZ, ADOT provided an overview presentation of the project to the commission.
MS. RITZ provided the following project highlights:
2 HOV Lanes + 6 General purpose Lanes + Auxiliary Lanes
New Collection-Distributor Roads
o (EB SR143 to Baseline Road and WB Baseline Road to SR143 and 40th St)
New Lanes on SR143 and US 60 (to connect to I-10 Improvements)
New Pedestrian Bridges
Ms. Ritz stated that the project was currently in design and construction phase with the
project anticipated to be completed by the end of 2024.
COMMISSIONER SMITH asked if any noise barriers were being instituted in the area.
MS. RITZ replied that there were some additional noise barriers as part of the project
with additional information regarding the noise barriers available on the project website.
CHAIR HENDERSON and COMMISSIONER HARDIN thanked the presenters for their
overview presentations and information.
6. OTHER ITEMS

b. Next Meeting Date:
The next meeting date was tentatively announced for March 1, 2022. Mr. Crampton
noted that the meeting was planned to be a joint meeting with the Parks and
Recreation Board and that it would focus on pedestrian related projects.
7. ADJOURNMENT
With there being no further business before the commission, Chairman Henderson
adjourned the meeting at approximately 5:25 p.m.
