Proposed Motion: Staff recommends the Housing and Human Services Commission
approve the Fiscal Year 2022-2023 Annual Action Plan including Community Development
Block Grant (CDBG) Funding Recommendations and Contingency Plan.

Background: Each year, the City of Chandler receives federal CDBG funding, administered
by the United States Department of Housing and Urban Development (HUD), to develop
viable urban communities by providing decent housing and a suitable living environment,
and by expanding economic opportunities, principally for persons with low- and moderate-
income. Funds support a wide range of community development activities directed toward
revitalizing neighborhoods, economic development, and providing improved community
facilities and services.

As a prerequisite for receiving CDBG funding, the City of Chandler is required to prepare
and submit an Annual Action Plan that serves as the formal application for the use of
entitlement funds that are received by the City of Chandler. The Annual Action Plan defines
the one-year activities in relationship to the five-year goals and objectives of the 2020-2025
Consolidated Plan approved by City Council on June 25, 2020.

In compliance with HUD regulations and the Citizen Participation Plan, the City held a 30-
day public comment period regarding the draft Fiscal Year 2022-2023 Annual Action Plan,
which includes the Housing and Human Services Commission's initial funding
recommendations and contingency plans for CDBG that will be applied once HUD releases

its annual allocations for Fiscal Year 2022-2023. The public comment period began Monday,
March 28, 2022, and ended Friday, April 29, 2022. In addition, two public hearings were
held on February 9, 2022, and on April 6, 2022, to ensure muitiple opportunities for input
from the community regarding the draft Fiscal Year 2022-2023 Annual Action Plan.
Attached are the public comments that were received during the public comment period
and will be included in the finalized report submitted to HUD. The draft Fiscal Year 2022-
2023 Annual Action Plan is available for review on the City's website at:
https://www.chandleraz.gov/residents/neighborhood-resources/community-
development/plans-and-reports. A hardcopy of the report is also available for review at the
Neighborhood Resources Department.

Discussion: To date, HUD has not released the Fiscal Year 2022-2023 CDBG annual
allocation. The HHSC funding recommendations for CDBG in Fiscal Year 2022-2023 are
based on the prior year award of $1,468,384.

PROGRAM DESCRIPTIONS AND FUNDING RECOMMENDATIONS

CDBG Public Services and Fair Housing:

City of Chandler Community Development and Resources Division - Client Services

Funding Request: $115,000
Recommendation: $115,000

Funding is requested to provide community navigation and client services to individuals
experiencing unsheltered homelessness in Chandler. This funding supports .5 FTE Client
Services Specialist and 1 FTE Community Navigator who will identify and establish
relationships; coordinate care and communications with appropriate service providers;
facilitate access to housing; and provide support and advocacy necessary to maintain housing.

City of Chandler Housing and Redevelopment Division - Public Housing Youth Program
Funding Request: $81,329
Recommendation: $76,300

Funding is requested to provide after school and intersession programming to youth, ages 6-
18, who reside in Chandler's four Public Housing family sites. Activities include academic
support; mentoring; youth development; arts; books and reading services; and sports and
recreation. Programming is offered Monday through Friday on regular school days at each
public housing site. During intersession, youth from all four sites come together to participate
in regular programming and special events. In the summer months, activities are offered in
the morning for younger children, in the afternoon for all ages, and in the evening for teens.

Save the Family - Case Coordination and Homeless Housing
Funding Request: $28,000
Recommendation: $22,500

Funding is requested to assist Chandler families experiencing homelessness in obtaining and
maintaining permanent housing through long-term shelter, rapid rehousing, and case
coordination. Save the Family is unique in its provision of a scattered-site long-term shelter
model, which allows families to stay integrated in their community near their natural support
systems while they are in transition to permanency, Scattered-site shelter is provided in the
cities of Mesa and Tempe. Scattered-site rapid rehousing services are provided throughout
Maricopa County, but primarily in the East Valley cities of Chandler, Mesa, Tempe, Scottsdale,
and Gilbert.

CDBG Capital Projects, Housing, and Neighborhood Revitalization:

City of Chandler Neighborhood Preservation Division - Code Enforcement in Low-Mod
Neighborhoods

Funding Request: $167,370

Recommendation: $150,000

Funding is requested to continue the systematic, proactive inspection program in CDBG
eligible areas, with an emphasis on north Chandler. The program supports 1.5 full-time Code
Inspectors and .3 full-time Neighborhood Preservation Technician specifically assigned to
initiate code enforcement inspections and take necessary enforcement actions to remediate
neighborhood degradation. Residents receive an advisory notice providing information about
common code violations for self-evaluation and correction prior to inspection.

City of Chandler Housing and Redevelopment Division - Relocation Assistance
Funding Request: $421,000
Recommendation: $260,908

Funding is requested to provide relocation assistance to households with low and moderate
income that may be impacted by a future Rental Assistance Demonstration (RAD) project.

City of Chandler Housing and Redevelopment Division - Professional Services
Funding Request: $200,000
Recommendation: $5,000

Funding is requested to support pre-development costs associated with a future Rental
Assistance Demonstration (RAD) new construction project. Pre-development costs may
include a land survey, HUD NEPA environmental assessment, Phase | environmental study,
remediation studies, appraisal, and legal fees.

City of Chandler Community Development and Resources Division - Homeowner
Rehabilitation Operations

Funding Request: $200,000

Recommendation: $150,000

Funding is requested to identify, assess, and prepare single-family Chandler homeowners with
low- and moderate-income that have significant housing rehabilitation needs to receive
assistance. The Homeowner Rehabilitation program works in tandem with FSL Home
Improvements programs to assist homeowners in accessing services for both Emergency
Home Repair, Exterior Improvements and Home Modifications for People with Disabilities.

FSL Home Improvements - Chandler Emergency and Rehab Program

Funding Request: $500,000
Recommendation: $395,000

Funding is requested for emergency repairs, minor repairs, ADA modifications and exterior
improvements for eligible Chandler residents with low and moderate income who own and
occupy a single-family home. The Exterior Improvement Loan Program (EILP) offers up to
$20,000 for exterior improvements to address blighted conditions and revitalize the property
and surrounding neighborhood in the form of zero percent interest loans, which are
forgivable over five years. The Americans with Disabilities Act (ADA) program offers up to
$10,000 for persons with disabilities to modify their homes so they can continue to live safely
and comfortably. This program is a continuation of the current partnership with the City of
Chandler Neighborhood Resources Department. The City will continue to process client
applications directly through the Homeowner Rehabilitation Operations grant. FSL's role will
include home inspections, scope of work creation, contractor procurement, construction
oversight, and billing/reporting.

her concerns regarding the programs serving the homeless and low-income. She stated
that the City should do its due diligence to assure residents are protected from the
negative impacts these programs bring to neighborhoods, especially in zip codes 85224
and 85225. Ms. Sawyer said examples include peopie wandering in neighborhoods,
people urinating, and discarded methadone syringes. She asked the City to be
considerate of neighborhoods, their residents, and constituents.

April 6, 2022

1) In an unscheduled appearance, Chandler resident, Linda Sawyer, 1158 W. Linda Lane,
Chandler, AZ 85224, asked that the Commission consider the effects the approved
programs have on traditional neighborhoods not supported by an HOA. She shared her
concerns with the traffic these programs bring into the neighborhoods, individuals
rummaging through the trash, and sleeping in the alleys. Ms. Sawyer asked the
Commission to do their due diligence to ensure that neighborhoods are protected,
especially with the police department's staffing shortages and inability to provide extra
patrol.

Chandler resident, Linda Sawyer voiced her concerns regarding the increase of crime in
her neighborhood. She stated that the police department is understaffed and not able
to immediately respond, She shared an incident where police were not able to respond
until the next day and had asked for video of the incident. Ms. Sawyer stated that people
in the programs being discussed are not being treated and are simply being dropped off
in neighborhoods. She also shared her discontent with being given only 3 minutes to
speak regarding her concerns with the funding being allocated. She said as a constituent
she was concerned with the lack of Code Enforcement in neighborhoods. Ms. Sawyer
asked where she could receive answers since she took the time to be at tonight's meeting.

Chief Executive Officer Jacki Taylor from Save the Family thanked the Commission and
expressed her appreciation for the City’s partnership. Ms. Taylor explained the CDBG
funding that her organization receives supports the Case Management program. The
Case Management program works with families to secure jobs and provide other support
services. She shared that her organization is seeing unprecedented numbers of
individuals experiencing homelessness. She indicated that at the time the organization
submitted its application for funding, there were approximately 26 affordable housing
units for every 100 households. Now, the number of affordable housing units has
dropped to 18 for every 100 households. Ms. Taylor explained that her organization is
committed to helping families find housing stability and that ft is more important now
than ever before.

Chief Executive Officer Jacki Taylor from ARM of Save the Family shared that for the last
30 years, the organization's mission has been to develop and maintain affordable
housing. Ms. Taylor explained that a single mother with children cannot afford a place
to live in the current market and has an increased chance of experiencing homelessness.
She shared that ARM of Save the Family currently has 15 units in Chandler and conducts
monthly inspections and follows federal standards.

Chandler resident, Monica Henry, 1330 N. Brentwood Place, Chandler, AZ 85224,
commented that she attended the meeting to observe the process. She asked if there
was a forum where residents can ask questions and have their questions addressed.
Community Resources Manager, Riann Balch explained that staff can respond at the
Chair's request. if the information was not readily available, the Chair can request staff
to follow-up.

3) Resident Linda Sawyer thanked Ms. Henry for her question. Ms. Sawyer expressed
concern about only being able to speak at certain times. She said she should have the
opportunity to speak to every slide of the presentations. Ms. Sawyer asked if staff
members are directed to respond directly to residents, how will other members of the
public access those answers. She further explained that these programs do not address
the impact they have on the community.
