for Narrative

A. Purpose of Grant
1. Describe the proposed program or project (collectively, the “Project”). This
description should identify the needs/issues the project will address.

The City of Chandler Fire Department is respectfully requesting a $222,114.44 grant from the
Ak-Chin Indian Community to support the Chandler Fire Department's response capabilities by
purchasing specialized battery-operated extrication tools. These extrication tools will replace
existing department equipment which has reached the end of its functional lifespan and is
experiencing a decrease in effectiveness and safety during its operation.

The City of Chandler, Arizona, Fire Department is a progressive, internationally accredited
organization with an ISO Class 1 rating and a distinguished history of service to the community.
On June 22, 1937, the first meeting of the Chandler Fire Department (CFD) was held. Initially
staffed by volunteers, CFD's first paid Fire Chief was hired in 1953. In 1975, CFD added
advanced emergency medical care by training three firefighters as paramedics. Since that time,
CFD has evolved into an internationally accredited agency that operates 11 fire stations, a
regional training facility, a fire administration building, and a mechanical maintenance facility.
Presently, CFD provides fire, emergency medical, hazardous material, and technical rescue
services to its residents and neighboring cities (under automatic and mutual aid agreements).
CFD responded to 26,677 emergency incidents in FY 20‐21, 75% of which were medical.
Currently, there are 238 sworn and civilian employees within the organization. All station
personnel are EMT certified, and 124 of them are paramedics. Additional certifications held by
Chandler firefighters include Hazmat, technical rescue, wildland firefighting, child passenger
safety technician, and bilingual specializations.

The Department's mission statement reads as follows:

Needs/Issues: This grant would fund the purchase of advanced, battery-powered vehicle
extrication equipment for Chandler Fire Ladder Apparatus. Ladder Apparatus are dispatched to
a specific variety of emergency incidents. These vehicles carry unique tools, and the firefighters
assigned to these units receive unique and specialized training. One of these emergency types
is vehicle collisions that require involved vehicles to be cut, spread, lifted, and secured to
facilitate the medical care and removal of injured persons. This operation requires specialized
extrication tools. This funding would purchase state‐of‐the‐art battery-powered tools to
accomplish these life‐saving actions, replacing current tools nearing the end of their useful life.
Battery-powered extrication tools are easier to deploy, lighter weight, more robust, and
represent the most technologically advanced option available to firefighters. As a part of the
regional automatic and mutual aid response system, these new tools will improve the
mechanical extrication of incidents in Chandler and surrounding communities. Implementation
will happen immediately upon delivery. The Chandler Fire Training staff will facilitate this
process.

Chandler Fire Department (CFD) serves a community of 270,000 residents as well as those in
neighboring communities and individuals commuting through the city. CFD responded to 1,522
motor vehicle collisions in 2021, all of which have the potential to need mechanical extrication.
The number of incidents requiring mechanical extrication varies from year to year; however,
these events can occur regularly.

2. Identify the target population that will be served by the project. (Who will
benefit? How many will be served? Is there a targeted geographic location? Etc.)
and explain how the project will benefit the general public.

The target population that this project will serve is the 273,000 citizens of the City of Chandler
and the citizens of its automatic/mutual aid partners. These partners include the cities of
Apache Junction, Avondale, Buckeye, Chandler, Daisy Mountain, El Mirage, Gilbert, Glendale,
Goodyear, Guadalupe, Maricopa, Mesa, Paradise Valley, Peoria, Phoenix, Scottsdale, Sun City,
Sun City West, Sun Lakes, Surprise, Tempe, and Tolleson. The equipment will be equipped on
Chandler Ladder units to respond to calls in each of these jurisdictions.

3. Describe the project goals and objectives, and your plan to meet them.

The goals and objectives of the Project are:

• Purchase and procure the following equipment: (4) Battey Operated Electric
Cutters, (4) Battery Operated Electric Spreaders, and (8) Battery Operated
Electric Rams.
• Receive the extrication equipment and then test/evaluate it.
• Deploy the equipment onto the Department’s Ladder units.

4. Provide a timetable for the implementation of the Project.

All grant funds would be used within a one-year period (in calendar year 2023). Quotes have
been received from vendors, so the extrication equipment will be able to be purchased and
deployed quickly.

B. Resources
1. Identify current funding sources for the Project and characterize each funding
listed as either one-time-only or long-term funding source.

The Department’s current extrication equipment was purchased with one-time grant funding
received from the Gila River Indian Community in 2017. The Chandler Fire Department has a
limited amount of ongoing funds allocated in its budget for the repair and maintenance of this
equipment, but no additional funding is available for the procurement of new replacement
equipment.

2. Identify other organizations or partners that are participating in or contributing
to the project, but which are not funding sources, and describe their roles or
contributions.

No other organizations or partners are participating that are not funding sources. While the
requested equipment is utilized in other jurisdictions when Chandler Fire responds to calls, it is
exclusively based on Chandler Fire Ladder units. All training and maintenance on the equipment
is also completed solely by the Department.

3. Define the Project as a new or continuing project. If the Project is awarded a
grant, how would the Project continue after its grant funding is expended? If the
Grant from the Community will replace other funding lost due to the economy,
how will the Project be continued after the grant from the Community is
exhausted?

This extrication project is a continuing project. Previously, the Chandler Fire Department has
utilized one-time grant funding to purchase extrication equipment for its engines and ladders.
Should this Project receive new grant funding, it would utilize them to replace its aging
extrication equipment. The Department will use its current limited ongoing maintenance and
repair funds to keep the equipment operating at maximum effectiveness. At the end of its
useful life, the Department will look to secure additional grant funding to purchase new sets of
extrication equipment.

4. If you have requested any other funding from another Arizona tribe, please list:
a. Unsuccessful requests made within the last eighteen (18) months,
including tribe to which the request was made and the project for which
a grant was requested.

purchase of a new Low Acuity Vehicle – Unsuccessful Application
• 2022 Gila River Indian Community Grant - $222,114.44 for the purchase of new
Department extrication equipment – Unsuccessful Application

C. Reports – How will you account for and manage the funding if you are selected?
Describe your plan to document Project progress and results. Interim and final reports
will be required for each grant awarded.

The City of Chandler utilizes a robust grant tracking system in its Oracle accounting platform.
This platform allows for the tracking of grant awards, and the allocation and tracking of specific
purchases to individual grant projects. All required reports will be submitted according to the
format and timetable specified by the Ak-Chin Indian Community at the time of the award. CFD
will keep physical and digital copies of all relevant grant documents as required in accordance
with City, State and Federal guidelines. All purchases made with grant funding will be tracked
separately in the City of Chandler accounting system to ensure an accurate and complete
recording of expenditures. Results would be captured through feedback from crews and
training evolutions with the new tools. The Department expects that these new tools will be
substantially faster and stronger than the existing equipment. This should increase
effectiveness and ultimately result in faster access to the patient.

D. Budget – Provide a detailed budget of how the funding will be used. Provide and
estimated timeline for when funds will be expended.

Comments: Partial funding can be accepted in 25% increments (1 Cutter, 1 Spreader, 2 Rams).
Each 25% increment will allow one Chandler Fire ladder unit to fully replace their extrication
equipment.
