MINUTES OF THE CHANDLER ARTS COMMISSION MEETING TUESDAY, May 17, 2022 5:00 PM Commissioners Present: Michelle Hirsch, Tim Wiant, José Benavides, Shachi Kale, Farhana Ahmed, Julie Ray, Caitlin Penny Commissioners absent: None Staff Present: Peter Bugg, Caroline Hudson-Naef, Michelle Mac Lennan, Kim Moyers CALL TO ORDER: The meeting was called to order at 5:03 PM by Michelle Hirsch virtually via Webex. UNSCHEDULED / SCHEDULED PUBLIC APPEARANCES / CALL TO PUBLIC - None APPROVAL OF MINUTES FROM THE APRIL 19 MEETING: a) Peter said that the statement he had made about $10,000 being the threshold for directly selecting an artist was incorrect. Caroline will strike this from the minutes. Tim made a motion to approve the minutes as amended. Farhana seconded the motion. The motion passed unanimously. ACTION AGENDA a) The Arts Commission discussed selecting chair and vice-chair for the 2022- 2023 fiscal year. José nominated Michelle Hirsch for chair. Both Caitlin and Julie nominated themselves for vice-chair. Peter suggested to that Julie might be a better fit because she has more experience on the commission. José made a motion to select Michelle Hirsch for chair and Julie for vice-chair. Farhana seconded the motion. The motion passed unanimously. b) The commissioners discussed selecting representatives for the second round of proposal reviews for the Fire Department project. Peter suggested that Shachi attend again and asked if Michelle Hirsch would be willing, and both agreed. Tim made a motion to select Shachi and Michelle Hirsch to represent the Arts Commission at the Fire Department proposal review. Julie seconded the motion. The motion passed unanimously. c) The commissioners discussed who would represent the Arts Commission in the Pueblo Alto project committee meetings. Michelle and José both volunteered. Michelle made a motion to approve José as the Arts Commission representative for this project. Tim seconded the motion. The motion passed unanimously. d) Peter shared the call to artists for the library artwork project and said that it has already been approved by the library. He also mentioned that the licensing agreement for this project would not include items featuring the artwork for sale, which would need to be addressed in a second agreement and an additional artist fee. Julie requested an edit to the call that would clarify whether the artwork could be 3-D, which Peter will add. Tim made a motion to approve the call as amended. Julie seconded the motion. The motion passed unanimously. e) The commissioners reviewed artworks available for purchase for Chandler’s Portable Public Works collection. The commissioners discussed the merits of Edgar Cardenas’ Jason de Leon portrait, but expressed concerns that viewers may not be able to access the powerful backstory of the portrait. Peter agreed that it would need to be displayed with appropriate lighting and an information card. Both Michelle Hirsch and Shachi also liked Frank Ybarra’s Backyard Pachanga, but not more than Jason de Leon. Julie made a motion to approve the purchase of Jason de Leon by Edgar Cardenas. José seconded the motion. The motion passed unanimously. f) Peter had shared the Zora Folley mural submissions prior to the meeting and requested that all stakeholders, including the owners of FLO Yoga and Cycle and members of the Zora Folley family, choose their top 5 artists. After the tally, Peter shared that the front runners for all stakeholders are Jerome Fleming and Giovanni Viles, Miguel Godoy, Gina Ribaudo, and Lucretia Torva. The arts commissioners had also selected Diego Perez, and the others had chosen Francisco Garcia. The commissioners discussed the two and brought up some issues with Diego’s application. Farhana made a motion to approve Fleming and Giovanni Viles, Miguel Godoy, Gina Ribaudo, and Lucretia Torva, and Francisco Garcia as finalists for the Zora Folley Mural project. Michelle Hirsch seconded the motion. The motion passed unanimously. g) Peter stated that he would like to table the selection of Arts Commission representatives to the Zora Folley Mural meeting until the next meeting in June. BRIEFING ITEMS a) Councilmember Orlando budget amendment a. Peter shared that Councilmember Orlando is proposing a budget amendment of $15,000 for an art project involving children to be conducted by the Arts Commission. He noted that City Council is taking note of the work that the commission is doing and finding more money for art in the city. Michelle Hirsch wanted to ensure that this project will involve all chandler students, not only those who attend CUSD schools or Vision Kids programs. Peter noted this request. b) Ongoing public art projects a. Peter shared that everything has been approved for Lily Reeves’ INFLUX project. b. Peter shared that Nicholas Rascona’s Police memorial project has been fabricated and will be installed next week. c. Caroline, Michelle Hirsh, and José gave a recap of the meeting held at Espo’s in early May for the Pueblo Alto public art project, stating that about 30 people in a multi-generation age range attended. Community members seemed very receptive to the project and had a lot of creative ideas for the project. Caroline shared that she is in the process of putting together the project committee for their first meeting in early June. c) Maintenance Projects a. Peter shared that some of the permanent tile benches along Arizona Avenue are damaged. Peter is working with Ted Wolter and Kathleen Escobedo to repair them, and they have provided an estimate that the work will cost about $1,000. b. In a previous meeting, Peter had shared that there were lights that were out in the bus stations that are public artworks in Downtown Chandler. He said that he has since come to find out that he is incorrect. He shared that we now have nice photos of the stations on the public art website. d) Discuss public art component for Spring 2023 exhibitions a. Peter shared that this project is on hold while he communicates with interior City personnel about signage regulations. MEMBERS COMMENTS/ANNOUNCEMENTS - José is showing art around town in several venues. - Shachi shared about her residency at the Tempe Center for the Arts, and that she will be working in the gallery in some afternoons and invited the commissioners to stop by. - Caroline shared that she enjoyed serving on the jury panel for the Tempe Center for the Arts exhibition Shachi mentioned. - Farhana shared about an experience she had recently where she met a young man at an event that was very excited about the work the Arts Commission is doing. She suggested that the commission do a project with the Southside neighborhood, and Peter agreed that Southside was a strong contender for the next Neighborhood Public Art project. CALENDAR a.
