Action Agenda and Discussion

Resolution No. 5590, Adopting the Annual Budget in the Amount of $1,352,658,536; Setting 
Forth the Receipts and Expenditures; and the Amounts Proposed to be Raised by Direct 
Property Taxation for the Various Purposes for Fiscal Year (FY) 2022-23, and Adopting the 
2023-2032 Capital Improvement Program (CIP) in the Amount of $1,664,735,200 
Move City Council pass and adopt Resolution No. 5590, adopting the Annual Budget in the 
amount of $1,352,658,536; setting forth the receipts and expenditures; and the amounts 
proposed to be raised by direct property taxation for the various purposes for FY 2022-23, 
and adopting the 2023-2032 CIP in the amount of $1,664,735,200, as presented or amended 
after the close of the public hearing. 
 
COUNCILMEMBER STEWART commented that previous budgets from 2020 and 2021 paused 
capital improvement projects and hiring due to COVID. Most of the increase in spending in this 
year’s budget goes towards capital improvement projects. Despite increased costs due to inflation, 
that spending is going towards increasing pay for public safety and providing hiring incentives,

which will continue into next fiscal year. Chandler delivers transparent, effective, and efficient 
service. The $20 billion investment from Intel will go towards improving Chandler. Councilmember 
Stewart thanked staff for their work on this budget.  
 
COUNCILMEMBER ORLANDO remarked that last year we spent $31 million on streets, lighting, 
parking lots, equipment, and intersections. This year, we are spending $82 million dollars on 
streets, as feedback from residents highlighted its importance. Feedback from residents also 
emphasized the importance of parks and recreation, which increased infrastructure and activity 
allocations. We are moving forward with maintaining as well as enhancing infrastructure.  
 
COUNCILMEMBER ELLIS said that this budget is unique and forward-thinking. Each council 
member had an opportunity to discuss with staff what they wanted to achieve for Chandler with 
the budget. Councilmember Ellis thanked Dawn Lang for her work with the budget, Mayor Hartke 
for his leadership, and the rest of Council for their teamwork.  
 
COUNCILMEMBER HARRIS said that we listen to our residents’ requests to get things done. 
Councilmember Harris shared pride in our streets and clean buildings, which comes from clear 
communication from residents. This budget represents the voices of Chandler. Councilmember 
Harris thanked the budget staff for their work putting it together.  
 
COUNCILMEMBER LOPEZ added that priority-based budgeting is the starting point for the budget 
every year, which is shaped by Mayor and Council and staff direction. Every year, efficient and 
effective budgets maintain and expand the level of services provided. We are accomplishing more 
without having to raise taxes to do it. Councilmember Lopez thanked staff and residents for their 
involvement in the budget. We are in a good place to resume pre-pandemic levels of activity with 
regards to hiring and capital improvement projects to provide a good quality of life for Chandler. 
 
VICE MAYOR ROE commented that Chandler is blessed, no matter what you value. This is a large 
budget because of new expansions like Intel, and demand for spending due to previous restraint. 
We need to continue to do as well as we can to give back to the people of Chandler.  
 
MAYOR HARTKE said he is glad we are accomplishing better fields in parks and recreation through 
increased staffing. Additionally, $50 million is going to pay down PSPRS, and Mayor Hartke looked 
forward to continuing to bring that number down to a manageable number.  Using one-time funds 
to invest in our community and turn them into ongoing dollars is the goal. Mayor Hartke thanked 
Council and staff for their direction with the budget. We are in a very good place today, with ample 
reserves.  
 
Action Agenda Motion and Vote 
Councilmember Ellis moved to approve the Action Agenda Item No. 1 of the June 9, 2022, Special 
Meeting; Seconded by Councilmember Orlando.

Current Events 
Mayor's Announcements 
MAYOR HARTKE wished a happy belated birthday to Councilmember Lopez and Joshua Wright. 
 
MAYOR HARTKE announced that on Tuesday, June 14, we will be celebrating Flag Day.  
 
MAYOR HARTKE reminded everyone of the ABC’s of pool safety: adult supervision, barriers around 
pools, and taking classes. Chandler City pools all have lifeguards, and all will be open and classes 
for children will be open.  
 
Council's Announcements 
COUNCILMEMBER HARRIS announced Chandler’s Freedom Week to commemorate Juneteenth on 
Sunday, June 19, starting with the Freedom Week Kickoff Event at Chandler-Gilbert Community 
College on Thursday, June 16 at 6:30 p.m. The Miss Juneteenth Pageant will be Friday, June 17 at 
6:00 p.m. at the Chandler Center for the Arts. The Culture Music in the Park event will be Saturday, 
June 18 at 7 p.m. at Dr. A.J. Chandler Park West. Chandler Men of Action are hosting their 4th 
Annual Mixer Founding Father’s Kitchen on Sunday, June 19 at 2:00 p.m. 
 
COUNCILMEMBER STEWART mentioned he attended Princeton University’s Smart Car 
Autonomous Vehicle Summit to represent Chandler. The City of Chandler came up in many 
discussions in autonomous driving. We were able to share our story with many cities and towns 
around the world. 
 
COUNCILMEMBER ELLIS mentioned the Monday Study Session Juneteenth proclamation. 
Councilmember Ellis recognized those who attended and accepted the proclamation. 
 
COUNCILMEMBER ELLIS announced another round of Diversity Mini-Grants will open July 1, 
teachers, schools, nonprofits, and community groups are encouraged to apply. Councilmember 
Ellis thanked Mayor and Council for increasing the Diversity Mini-Grant funding, and Niki Tapia for 
her involvement in community DEI initiatives. 
 
City Manager's Announcements 
JOSH WRIGHT, City Manager, thanked Mayor and Council for their support during the budget 
process. Mr. Wright recognized the budget staff, Dawn Lang, and Matt Dunbar.
