Dignity Health 
Move City Council pass and adopt Resolution No. 5564, approving an Emergency 
Cooperation Agreement with Dignity Health, authorizing the City Manager to execute the 
Agreement, and authorizing the Fire Chief to implement the provisions of the Agreement.

Resolution No. 5600, approving a First Amendment to the Educational Affiliation Agreement 
between Phoenix Children's Hospital, Inc., and the City of Chandler, through the Chandler 
Fire Department, for Paramedic Student Clinical Training and Education  
Move City Council pass and adopt Resolution No. 5600 authorizing the Chandler Fire 
Department (CFD) to extend the term of the agreement with Phoenix Children's Hospital, 
Inc. (PCH), to allow clinical training and education for paramedic students to aid in meeting 
paramedic program requirements.

Move City Council approve the sole source purchase of extractors, from Coin & 
Professional Equipment Co., in the amount of $147,952.

Move the City Council approve the purchase of SolarWinds software annual maintenance, 
from SHI International, utilizing the Omnia Partners Contract No. 2018011-02, in the

Move for recommendation to the State Department of Liquor Licenses and Control for

Phoung Lam, Agent, Hi 5 Sushi, LLC, DBA Hi 5 Sushi, located at 225 W. Warner Road, Suite 
3, and approval of the City of Chandler, Series 12, Restaurant Liquor License No. 303584. 
 
Neighborhood Resources

Resolution No. 5604 Approving to Submit a Rental Assistance Demonstration (RAD) 
Application to HUD to Implement the Redevelopment of Chandler Public Housing Portfolio 
Move City Council pass and adopt Resolution No. 5604, authorizing the City Manager or his 
Designee to submit an application to U.S. Department of Housing and Urban Development 
(HUD) for HUD's Rental Assistance Demonstration (RAD) program and to implement the 
redevelopment of the Chandler Public Housing Portfolio with the City of Chandler Housing 
and Redevelopment Division as Developer/Co-Developer, and authorizing the City Manager 
to take all action necessary to implement and operate all phases of the redevelopment and 
disburse public housing and/or affordable housing funds for related projects. 
 
LESLIE MINKUS, 3372 E. Gemini Ct, Chandler, stated that he has been a resident of Chandler for 
11 years, a Military Veteran and an active member of the Citizens Police Academy Association of 
Chandler for the past 5 years.  He expressed his admiration for the city in doing something to help 
people experiencing homelessness but is against the city applying for or accepting funds from the 
federal government or state agencies for homeless programs that may require the housing of or 
care of any individual that may be categorized as an illegal alien, foreign or domestic terrorist or 
convicted felon.  There are petitions being circulated to notify citizens of the potential for the 
funding that could have provisions that could apply to those categories of people.  Citizens should 
have the right and opportunity to decide how tax dollars are spent and studies should be

conducted and reported to the public to determine impact that the homeless programs have on 
the health and safety of the city. He said the city is experiencing staffing shortage, increase in 
crime, and neglected neighborhoods.  Programs for the homeless may not enhance the health 
and safety of the community but rather do the opposite.  Chandler residents want city officials to 
be transparent and responsive to the public on these issues. He stated that accepting funding 
from federal and state agencies come with specific rules and requirements in which the city 
adheres.  He stated that President Joe Biden and Homeland Secretary, Alejandro Mayorkas are 
drafting plans to send busloads of migrants to U.S. towns hours away from the border. 
 
RUTH JONES, 2734 E. Birchwood Pl, Chandler, stated that she spoke about this issue at the Study 
Session Monday and was back to plead that the City Council change their mind on the issue.  She 
presented a video showing photos of waste, encampments, graffiti, and abandoned cars in various 
locations throughout the city.  She said that we needed to help those in need but first need to help 
the citizens who live here and consider all options.  The people that live in Chandler pay taxes, 
work, and want a good place to live.  She said the city has been doing programs with the federal 
government for a long time and instead of helping the homeless, it has done the opposite.  This 
year the homeless population in Chandler has risen by 76% which is more than double than any 
other city in the state of Arizona.  She explained that taking federal dollars will not have the impact 
that is hoped for and will not fix the problem.  She declared that entering into an agreement with 
HUD without any limits or identifying markers would not help the city.  She stated that 
Councilmember Stewart said it best on Monday night, “We need to untangle with the federal 
government”.  It important to think about the impact not only on the people we are helping but 
the people who live here.  She stated that there are residents of Chandler that have homes that 
are more than 50 years old that need repair and assistance.  She urged the Council to explore 
other options so that all the citizens of the City of Chandler are cared for. 
 
MAYOR HARTKE asked Mrs. Jones to follow up with the Community Services Department to ensure 
that the locations pictured in her presentation get cleaned up. 
 
COUNCILMEMBER STEWART thanked Mr. Minkus for his presentation.  He stated that he spoke 
with Leah Powell, Neighborhood Services Director regarding undocumented migrants utilizing the 
services and she confirmed that were not any of those cases.  He asked staff for an update. 
 
COUNCILMEMBER STEWART thanked Mrs. Jones for her presentation.  He clarified his comment 
at the Study Session regarding the federal government and stated that he was referring to the 
printing of money and not entanglement.

Mayor's Announcements 
MAYOR HARTKE reminded the public that early voting was underway and that July 22, 2022, is the 
last day to request an early ballot by mail and August 1, 2022, is the last day to vote early in person 
and referred the public to chandleraz.gov/elections for more information.  He announced that he, 
Councilmember Ellis, Councilmember Harris, Vice Mayor Roe, had the opportunity to meet with 
YMCA students from across the valley regarding a project on how to resolve homelessness.  He 
gave a shout out to the Basha company for their work on the world’s largest donut mosaic  
consisting of 14,400 donuts.  
 
Council's Announcements 
COUNCILMEMBER HARRIS expressed the importance of mental health and reminded the public 
that Mental Health resources are available.  He stated that Brittany Griner is being detained in 
Russia and announced that the government needs to do all they can to get her back home. 
 
VICE MAYOR ROE mentioned the Flex Chandler Ribbon Cutting and how it was another example 
of how Chandler is stepping ahead of other cities. 
 
COUNCILMEMBER STEWART stated the importance of voting and referred the public to the City 
Clerk’s website.  He specified the significance of Proposition 470 as it dictates how the city funds 
are spent. 
 
COUNCILMEMBER ELLIS announced Chandler Flex ride share launched this week and encouraged 
the public to utilize the service.  Councilmember Ellis shared that Operation Back to School would 
be taking place on Saturday, July 16 at Chandler High School from 8:00 am to 10:00 a.m.
