1 Lauren Schumann From: David Ott <ott@cs.unc.edu> Sent: Wednesday, July 27, 2022 6:11 PM To: Lauren Schumann Subject: PLH22-0014 Crossroads Sports Field Hi Ms. Schumann, I'm a resident of Chandler and received a "Notice of Public Hearings PLH22-0014 Crossroads Nazarene Church Sports Field" because my residence is within 600 feet. I was unable to attend the Planning and Zoning Commission meeting on July 20, 2022 and am unlikely to be able to attend the City Council Meeting on August 18, 2022 due to travel and time conflicts. But I was hoping that I could voice my concerns on the PDP as described in the Ethos Engineering memo (July 9, 2022) and the Chandler Planning and Zoning Commission Memo 22-030 (July 20, 2022). First, I think I share the broader sentiment with my neighbors that Crossroads Nazarene Church looks to be a nice organization serving our community in sincere and thoughtful ways. We wish them well, and I can appreciate that the sports field development project is intended to embellish their programs by providing facilities for youth. It's also thoughtful that Crossroads offers Phase 1 development as a "community space open to the neighborhood to enjoy". Concerns over what seems to be a well-intentioned plan simply follow from the physical closeness of the proposed development to the surrounding residential neighborhood. As a nearby resident, my concerns (after giving things a little thought) are as follows: Phase 1 concerns: (1) Parking on Mission Park. Will game participants or attendees park on Mission Park for convenience? If the church has a policy against this, what recourse will nearby residents have if people don't follow it? Will community members (unaware of the policy) still park on Mission Park? (2) Scope of usage. While the scope of usage, today described as "Junior Leagues on Saturdays", become more extensive in the future -- perhaps serving multiple churches or community leagues and more days of the week? Will the amount of people traffic increase over time? How will practices be regulated? (3) Lateness of activities. Nice that Crossroads has mentioned lights out at 9:00 pm and no event noise after 8:00 pm, but could things change in the future? How will the guidelines be enforced? What will residents do if field users hang around and make noise later than intended? Phase 2 concerns: (4) Music and special events. It's mentioned that there will be "a pad for live music to occur between the hours of 8:00 am and 8:00 pm for special events". Yikes, so there could be event microphones and music close to where we live? I'm very concerned about this! Volume, duration, event frequency, who enforces, and so on. (5) Nighttime lighting. While the proposal mentions that lighting is to be turned off by 9:00 pm, it also mentions the planned installation of 70-foot sports lighting poles. Yikes! How will the light be contained to the field only? Who will enforce the 9:00 pm rule? (6) Seating plans. What does future "seating areas with benches" mean? Will there be audience stands that will encourage the expansion of scope and people traffic? Or are we just talking about benches for the teams? 2 (7) Gymnasium. What does this mean, "Gymnasium in lieu of larger worship center to be reviewed administratively"? Overall, Phase 2 seems significantly more concerning than Phase 1. Could Phase 2 plans be considered for approval at a separate and later date? Thanks for hearing my list of concerns. City Council Chambers July 31, 2002 88 E. Chicago St Chandler, AZ To Whom It May Concern; We the residents at the property located at 2860 W. Park Ave Chandler, AZ 85224 do not want the construction of a multi use sport field/stadium next to our property. Since construction will spread harmful dust, noises, pollution and possible scorpions infestation and it will be extreme disturbance after all is finished. This stadium will bring more people, noises and cars. We urge the City of Chandler Counsel Chambers to stop this and do not approve any development of sports fields next to our house. We oppose this. It is way too close of a distance to our property 600 or less foot radius and we do not authorize this kind of development. Please we are asking you to immediately stop this planing of construction at our house area where people including small children, and senior citizens are living. Also I spoke to other residents/homeowners on my street and they are all opposing this. We are the taxpayers and we paid for our house to have a safe and peaceful environment to live and not loud evens, crowds, lights and possible crime. We are NOT approving this.
