Project Description and Narrative: 
 
The City of Chandler Fire Station #282 Reconstruction Project comprises the complete construction of a new 12,980 
square foot fire station with four apparatus bays and living quarters. The Project requires construction of the new 
building to occur while keeping the existing fire station fully operational, with building demolition of the existing 
buildings to occur once the new building is complete.  Additionally, the retention basin located to the south of the 
new building will be completely regraded for additional storm drain water volume.  Traffic signal rework will 
comprise the off-site portion of the Project work.

The Basis of GMP is a written explanation clarifying the scope, assumptions and exclusions used in establishing the 
GMP#2 dated July 21, 2022, for the Phase 2; Remaining portion of Work. 
 
All costs are based on CORE’s incorporation of the scope shown on the 6/6/22 95% Construction Document Set of 
construction documents (as per Exhibit D.2.8 – Enumeration of Documents) and the scope clarifications below.   
 
ASSUMPTIONS, CLARIFICATIONS, & EXCLUSIONS 
 
Schedule:

As per Exhibit D.2.6 – Baseline Project Schedule. 
 
Contingency: 
 
• 
Construction Contingency – NO Construction Contingency is included in this GMP#2.  
• 
Design Contingency – NO Design Contingency is included in this GMP#2.  
• 
Escalation Contingency – NO Escalation Contingency is included in this GMP#2. CORE assumes all escalation of 
materials will be covered by the Owner’s allowance with proper documentation of cost increases from the 
subcontractor and approval from the Owner.  
 
Allowances: 
• 
“Allowances” are considered to be an allotted sum of money included for a particular system or scope of work 
for which sufficient detail is not available to determine a definitive cost.  A reasonable estimate for an assumed 
Owner’s Allowance – An Owner’s Allowance of $749,962 – is included in this GMP#2 below the line for use by 
the Owner at the Owner’s discretion.  This allowance is “below the line” and not marked up with General 
Conditions Costs, CMAR Fee, bonds, insurance, or taxes.  
• 
An Alerting System Allowance of $125,000 is included in this GMP#2 below the line for use by the Owner at the 
Owner’s discretion to purchase the Fire Station Alerting System from the City of Phoenix. This allowance is 
“below the line” and not marked up with General Conditions Costs, CMAR Fee, bonds, insurance, or taxes. 
• 
An Art Allowance of $15,000 is included in this GMP#2 below the line for use by the Owner at the Owner’s 
discretion for the purchase and installation of the foundation for the art piece to be located in front of the fire 
station. This allowance is “below the line” and not marked up with General Conditions Costs, CMAR Fee, bonds, 
insurance, or taxes. 
 
General Assumptions: 
• 
The Notice-To-Proceed with the construction phase Work shall not require CMAR to commence prior to fifteen 
(15) days from CMAR’s receipt of the fully executed Construction Contract, and Issuance of Site Permit, Building 
Permit, and any other permits required to commence the Work. 
• 
This GMP#2 is valid through August 18, 2022.

Any cost savings from approved value engineering after executed GMP#2 will be added to the CMAR’s 
Construction Contingency. 
• 
CORE has not included any costs for a building permit, mechanical/electrical/plumbing permits.  We have 
included a Dust permit and NESHAP for the demo. 
• 
We assume normal working hours.  
• 
This GMP#2 includes all costs related to warranty as required in the contract. 
• 
This GMP#2 is considered a Lump Sum, not line-item GMP#2. 
• 
We acknowledge the following Geotechnical Report issued by RAMM:  
o 
Geotechnical Report G27743 dated November 18, 2021  
• 
There are no Addenda issued for this project. 
• 
Normal shrinkage cracking of the slab is expected and shall not be exceed tolerances as established by the 
American Concrete Institute (ACI).  If concrete is within ACI’s published tolerances, then preplacement of 
structurally sound slabs is not required.  
• 
CORE does not recommend or endorse any specific topical vapor moisture barrier as they have proven to 
promote Alkaline Silica Reaction (ASR).  In addition, CORE does not recommend installation of an under-slab 
vapor barrier at areas where polished or sealed concrete will be the finished product.  It is our experience that 
using an under-slab vapor barrier will contribute to slab curling which will affect the final appearance on 
concrete grinding, especially for “salt-and-pepper” light aggregate exposure finish. 
• 
CORE has included slab-on-grade concrete with a higher Water/Cement (W/C) ratio and omitted vapor barrier 
wherever floor coverings are not included.  All W/C ratios for non-structural slab-on-grades will be reviewed, 
evaluated, and subject to modification by CORE, and reviewed and approved by Engineer of Record.  This would 
include all polished and sealed concrete areas. 
• 
The following agreed to hourly rates will be used to determine and define “Actual Costs”.  The Actual Costs for 
each of the agreed to rates includes all normal and customary payroll paid by the Contractor plus all fringe 
benefits, taxes and insurances.
