RESOLUTION NO. 5610

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CHANDLER, ARIZONA, AMENDING PERSONNEL RULE 16, SECTION
10 A. TO ADD JUNETEENTH AS A CITY HOLIDAY

WHEREAS, on January 1, 1863, President Abraham Lincoln issued the Emancipation
Proclamation declaring all enslaved persons within the United States to be free; and

WHEREAS, news of the end of slavery did not reach the frontier areas of the United States, in
particular the State of Texas and other southwestern states, until months after the end of the Civil
War and more than two and a half years after the Emancipation Proclamation was issued; and

WHEREAS, on June 19, 1865, Union soldiers arrived in Galveston, Texas with news that the Civil
War had ended and the enslaved were free; and

WHEREAS, the date of June 19 came to be known and celebrated as “Juneteenth,” a day to
commemorate the end of slavery in the United States and reflect on the principle and ideal of
freedom for all Americans; and

WHEREAS, an amendment to the Personnel Rules adding Juneteenth as a holiday for City of
Chandler employees has been reviewed by the City Manager and referred for action;

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Chandler, Arizona,
as follows:

Section 1. The City of Chandler recognizes the historical significance of the Juneteenth
holiday and the opportunity it presents to learn about our past and reflect on the

importance of freedom for all.

Section 2. The amendment of Personnel Rule 16, Section 10 A. to add Juneteenth as a holiday
for City employees, attached hereto as Exhibit A, is approved and adopted.

Section 3. All other Personnel Rules not amended hereby shall remain unchanged.

PASSED AND ADOPTED by the Mayor and City Council of the City of Chandler, Arizona, this
day of August, 2022.

RULE 16 -WORK PERIOD, OVERTIME, COMPENSATORY TIME, AND HOLIDAY PAY
Section 10. Holidays

A. When possible, without decreasing the effectiveness of the various municipal
services, all employees, except temporary employees and regular part-time
employees scheduled to work less than 1040 hours per year, shall be allowed ten-{40)
ELEVEN (11) observed paid holidays and one (1) personal holiday. The observed
holidays shall be provided as follows:

HOLIDAY TIME MUST BE USED ON THE OBSERVED HOLIDAY IF THE OPERATION IS
CLOSED UNLESS OTHERWISE APPROVED BY THE DEPARTMENT DIRECTOR. EMPLOYEES
REQUIRED TO WORK BASED ON OPERATIONAL NEED WILL HAVE THE ABILITY TO USE
THE HOLIDAY WITHIN THE TAX CALENDAR YEAR. THIS HOLIDAY WILL NOT BE PAID OUT
AND MAY NOT BE ROLLED OVER FROM YEAR TO YEAR.

*Administrative offices will be closed to observe Juneteenth. Juneteenth holiday time must
be used on the observed holiday if the operation is closed unless otherwise approved by the
Department Director. Employees required to work based on operational need will have the
ability to use the holiday within the tax calendar year. This holiday will not be paid out and
may not be rolled over from year to year.
