Meeting Minutes Public Safety Police Personnel Retirement Board Regular Meeting June 29, 2022, | 9:00 a.m. City Hall, 2nd Floor, Large Law Conference Room 175 S. May 4, 2022, Chandler Local Police Public Safety Personnel Retirement Board Minutes Page 2 of 7 Consent Agenda Motion and Vote Police Member Elect Shellum moved to approve the Consent Agenda of the June 29, 2022, Regular Public Safety Police Personnel Retirement Board Meeting; Seconded by Police Member Elect Kieffer. Motion carried unanimously (5-0). Executive Session - Pursuant to A.R.S. Section 38-431.03 (A), the Chandler Local Police Public Safety Personnel Retirement Board may vote to convene in executive session to discuss or consider confidential records exempt by law from public inspection, and/or to consult with the Board’s attorney for legal advice and to consider the Board’s position and to instruct the Board’s attorney regarding its position on items 2-7 and 9. The Board will take action on those items in open session. Action Agenda Item No. 2 and Discussion 2. Modify Declared Pre-existing Conditions Consideration, Discussion, and Appropriate action for declared pre-existing conditions for abnormal labs for the following new members: Brayan Barba-Gutierrez, Jesse Gutierrez III, Zachary Henderson, Alyssa Loomis, Tanner Hall, Joseph Youcupicio, and Andrew Mann. Executive Session – Chairperson Turner asked for a motion to end the Open Session and to move into Executive Session for legal advice. Citizen Member Crawford made a motion to end the Open Session and to move into Executive Session for legal advice in matter Action Agenda Items No. 2-7. Police Member Elect Kieffer seconded the motion, and the vote was unanimous to end the Open Session and move into Executive Session at 9:45 a.m. Open Session – Chairperson Turner asked for a motion to end the Executive Session and move into Open Session. Police Member Elect Shellum made the motion to end the Executive Session and to move into Open Session; Police Member Elect Kieffer seconded the motion, and the vote was unanimous to end the Executive Session and move into Open Session at 10:19 a.m. Action Agenda Item No. 2 Motion and Vote Police Member Elect Shellum moved to approve the Action Agenda Item No. 2 of the June 29, 2022, Regular Public Safety Police Personnel Retirement Board Meeting to remove declared pre-existing existing conditions for abnormal labs for the following new members: Brayan Barba-Gutierrez, Jesse Gutierrez III, Zachary Henderson, Alyssa Loomis, Tanner Hall, Joseph Youcupicio, and Andrew Mann. This motion is not intended to affect declared pre-existing conditions, for any Member, for issues other than abnormal lab results.; Seconded by Citizen Member Crawford. Pre-Existing Conditions Davisson and Swanson Consideration, Discussion, and appropriate Action for Pre-Existing Conditions on a New Membership for Hunter Davisson and Cale Swanson. Action Agenda Item No. 3 Motion and Vote Police Member Elect Shellum moved to approve Agenda Item No. 3 of the June 29, 2022, Regular Public Safety Police Personnel Retirement Board the declaration of 3 pre-existing conditions, 2 on the cover sheet and 1 on the AZPOST form for Hunter Davisson.; Seconded by Citizen Member Crawford. Motion carried unanimously (5-0). Police Member Elect Shellum moved to declare 2 conditions on the cover sheet for Cale Swanson.; Seconded by Citizen Member Crawford. Motion carried unanimously (5-0). Action Agenda Item No. 4 and Discussion 4. New Membership for Rahn Consideration, Discussion, and appropriate Action for New Membership for Raymond Rahn with a hire date of March 14, 2022. Action Agenda Item No. 4 Motion and Vote Police Member Elect Shellum moved to approve Agenda Item No. 4 of the June 29, 2022, Regular Public Safety Police Personnel Retirement Board that Raymond Rahn (Police Officer Recruit) met the applicable PSPRS membership definitions for service with the City of Chandler Police Department with a hire date of March 14, 2022, and effective Tier 3 service date of June 12, 2022.; Seconded by Police Member Elect Kieffer. Motion carried unanimously (5-0). Police Member Elect Shellum moved to approve 1 preexisting condition listed in the cover sheet for Raymond Rahn.; Seconded by Police Member Elect Kieffer. New Membership for Altmayer Consideration, Discussion, and appropriate Action for New Membership for Kaitlyn Altmayer with a hire date of April 24, 2022. Action Agenda Item No. 5 Motion and Vote Police Member Elect Shellum moved to approve Agenda Item No. 5 of the June 29, 2022, Regular Public Safety Police Personnel Retirement Board that Kaitlyn Altmayer (Police Officer Recruit) met the applicable PSPRS membership definitions for service with the City of Chandler Police Department with a hire date of April 24, 2022, and effective Tier 3 service date of July 23, 2022.; Seconded by Police Member Elect Kieffer. Motion carried unanimously (5-0). Police Member Elect Shellum moved to approve 1 preexisting condition listed in the cover sheet for Raymond Rahn.; Seconded by Police Member Elect Kieffer. Motion carried unanimously (5-0). Action Agenda Item No. 6 and Discussion 6. New Membership for Livingston and Guardado Consideration, Discussion, and appropriate Action for New Membership for David Livingston and Emanuel Guardado with a hire date of April 26, 2022. Action Agenda Item No. 6 Motion and Vote Police Member Elect Shellum moved to approve Agenda Item No. 6 of the June 29, 2022, Regular Public Safety Police Personnel Retirement Board that David Livingston and Emanuel Guardado (Police Officer Recruits) met the applicable PSPRS membership definitions for service with the City of Chandler Police Department with a hire date of April 26, 2022, and effective Tier 3 service date of July 25, 2022.; Seconded by Citizen Member Remington. Motion carried unanimously (5-0). Police Member Elect Shellum moved to declare no preexisting conditions David Livingston.; Seconded by Citizen Member Remington. Motion carried unanimously (5-0). Police Member Elect Shellum moved to approve 1 preexisting condition listed in the cover sheet for Emanuel Guardado.; Seconded by Citizen Member Remington. Action Agenda Item No. 7 Motion and Vote Police Member Elect Shellum moved to approve Agenda Item No. 7 of the June 29, 2022, Regular Public Safety Police Personnel Retirement Board that Michael White (Police Officer Lateral – Not Certified) met the applicable PSPRS membership definitions for service with the City of Chandler Police Department with a hire date of May 17, 2022, and effective Tier 3 service date of July 23, 2022.; Seconded by Police Member Elect Kieffer. Motion carried unanimously (5-0). Police Member Elect Shellum moved to declare 1 preexisting condition for Michael White listed in the cover sheet.; Seconded by Police Member Elect Kieffer. Motion carried unanimously (5-0). Member Comments/Announcements Calendar 8. Next Meeting The next regular meeting will be held on Wednesday, August 3, 2022, at 9:00 a.m. at City Hall, 2nd Floor, Training Room B, 175 S Arizona Avenue, Chandler AZ Informational Items 9. Update regarding pending litigation, Carpenter vs City of Chandler PSPRS Local Police Board Executive Session – Chairperson Turner asked for a motion to end the Open Session and to move into Executive Session for legal advice Police Member Elect Shellum made a motion to end the Open Session and to move into Executive Session for legal advice in matter Informational Item 9. Citizen Member Crawford seconded the motion, and the vote was unanimous to end the Open Session and move into Executive Session at 10:29 a.m. Open Session – Chairperson Turner asked for a motion to end the Executive Session and move into Open Session. Police Member Elect Shellum made the motion to end the Page 7 of 7 Executive Session and to move into Open Session; Citizen Member Crawford seconded the motion, and the vote was unanimous to end the Executive Session and move into Open Session at 10:42 a.m. 10.
