Gila River Indian Community Grant Application Grant Cycle 2022 2 Narrative Please structure your proposal to provide the following information in the order indicated. Provide the narrative in paragraph form in the text field provided. Please be thorough but strive for brevity. 1. Briefly describe your organization’s history, mission and goals. The City of Chandler, Arizona, Fire Department is a progressive, internationally accredited organization with an ISO Class 1 rating and a distinguished history of service to the community. On June 22, 1937, the first meeting of the Chandler Fire Department (CFD) was held. Initially staffed by volunteers, CFD's first paid Fire Chief was hired in 1953. In 1975, CFD added advanced emergency medical care by training three firefighters as paramedics. Since that time, CFD has evolved into an internationally accredited agency that operates 11 fire stations, a regional training facility, a fire administration building, and a mechanical maintenance facility. Presently, CFD provides fire, emergency medical, hazardous material, and technical rescue services to its residents and those of neighboring cities (under automatic and mutual aid agreements). In total, CFD responded to 26,677 emergency incidents in FY 20‐21, 75% of which were medical in nature. Currently, there are 238 sworn and civilian employees within the organization. All station personnel are EMT certified, and 124 of them are paramedics. Additional certifications held by Chandler firefighters include Hazmat, technical rescue, wildland firefighting, child passenger safety technician, and bilingual specializations. Not applicable Gila River Indian Community Grant Application Grant Cycle 2022 3 3. Describe the proposed project, objectives, and your plan to implement. This grant would fund the purchase of advanced, battery powered, vehicle extrication equipment for Chandler Fire Ladder Apparatus. Ladder Apparatus are dispatched to a specific variety of emergency incidents. These vehicle carry unique tools, and the firefighters assigned to these units receive unique and specialized training. One of these emergency types is vehicle collisions that require involved vehicles to be cut, spread, lifted, and secured to facilitate the medical care and removal of injured persons. This operation requires specialized extrication tools. This funding would purchase state‐of‐the‐art battery powered tools to accomplish these life‐saving actions, replacing current tools that are nearing end of life. Battery powered extrication tools are easier to deploy, lighter weight, stronger, and represent the most technologically advanced option available to firefighters. As a part of the regional automatic and mutual aid response system, these new tools will improve mechanical extrication of incidents in Chandler and surrounding communities. Implementation will happen immediately upon delivery. This process will be facilitated by the Chandler Fire Training staff. 4. Describe how the proposed project satisfies one or more of the priority funding areas identified by the Gila River Indian Community. This grant would support the priority area of public safety by enhancing the ability of the Chandler Fire Department to safely and efficiently perform vehicle extrication actions during emergency events. 5. Identify the needs/problems to be addressed, target population and number of people to be served by the project. Chandler Fire Department (CFD) serves a community of 270,000 residents as well as those in neighboring communities and individuals commuting through the city. One of our neighboring communities, and mutual aid partners, is the Gila River Indian Community. CFD responded to 1,522 motor vehicle collision in 2021, all of which have the potential to need mechanical extrication.. The number of incidents which required mechanical extrication varies year to year; however, these events can and do occur regularly. 6. Define the project as a new or continuing program. Has GRIC previously funded this project? Gila River Indian Community Grant Application Grant Cycle 2022 4 This is a new program. 7. Provide a brief timeline including start and finish dates. Indicate if the timeline is flexible. CFD would initiate the purchase process immediately after funding and anticipates the delivery time of approximately 90 days after order. 8. Identify other organizations, partners or funders participating in the project and their roles. The Chandler Fire Department will provide the funding to cover the annual repair, maintenance, and replacement costs of the tools. 9. Would you be able to implement the proposed plan if your organization received partial funding for this project? CFD would encounter challenges implementing with partial funding. CFD operates three Ladder Apparatus, consistency in tool is paramount to the success and expertise of the assigned firefighters. CFD is requesting a complete set of tools for all three vehicles and one additional spare/training set. The Department could implement these tools without a training set if necessary. 10. Describe your plan for project financial sustainability beyond the grant period. If this is a program/project previously funded by the Gila River Indian Community describe efforts made towards the previously described sustainability plan. CFD would work though the standard City of Chandler budget process to plan appropriate replacement of these tools, repair would be funded through the Department’s existing budget. 11. Describe your plan to document progress and results. All required reports will be submitted according to the format and timetable specified by the Gila River Indian Community at the time of the award. CFD will keep physical and digital copies of all relevant grant documents through the grant period. All purchases made with grant funding will be tracked separately in the City of Chandler accounting system to ensure an accurate and complete recording of expenditures. Results would be captured through feedback from crews and training evolutions with the new tools. This should increase effectiveness and ultimately result in faster access to the patient. 12.
