MINUTES OF THE TRANSPORTATION COMMISSION MEETING City of Chandler, Webex Meeting +1-415-655-0111 Access Code: 2591 910 1180 Wednesday, May 18, 2022 at 4:00 p.m. 1. SCHEDULED/UNSCHEDULED PUBLIC APPEARANCES None. 3. CONSENT AGENDA Approval of the Minutes of the Transportation Commission Regular Meeting of January 19, 2022. Transportation Commission Minutes, January 19, 2022 Page 2 of 5 Commissioner Hardin requested a motion for approval of the minutes for the January 19, 2022, Transportation Commission meeting. Commissioner Brennan requested the following changes to the minutes: Include Kimberly Moon, Capital Projects Manager, to the list of attendees on the Lyndsey Road Minutes; clarify that there will be no additional public meetings for the Lyndsey Road project; and a clarify on the January 19, 2022, minutes where the Title VI discrimination language is posted. Commissioner Heineking made the motion to approve the minutes of the January 19, 2022, with the above changes. Chair Henderson seconded the motion. The minutes were approved with the modifications, 6-0 by all Commission members present. 4. ACTION AGENDA Election of Officers Commissioner Hardin made the motion to nominate Chair Dan Henderson as the Chair for the next season. Commissioner Smith seconded the motion. Motion passed 6-0 by all Commission members present. Commissioner Smith made the motion to nominate Vice Chair Repar as the Vice Chair for the next season. Commissioner Enoch seconded the motion. Motion passed 6-0 by all Commission members present. 5. BRIEFING Kyrene Branch and Highline Canal Shared Use Path Study Update Ms. Sasha Pachito, Transportation Planning Coordinator, presented an update of the Kyrene Branch and Highline Canal Shared Use Path Study. Ms. Pachito shared that Kimley-Horn is providing the study. The Kyrene Branch project will include a 1-mile extension of the Regional Path, a 10-foot wide shared-use path, lighting, and two new crossings at Knox Road and Ray Road. The Highline project will include a 0.25-mile extension of the Regional Path, a 10-foot wide shared- use path, lighting, landscaping, and new bike lanes. Ms. Pachito indicated that the study should be finalized in the Summer of 2022. The federally funded design will be done in 2022-2023 and the federally funded construction in 2024- 2025. Transportation Commission Minutes, January 19, 2022 Page 3 of 5 Commissioner Brennan asked if the consulting firm worked for the City of Chandler and the City of Tempe? Ms. Pachito replied that the consultant, Kimley- Horn is working for the City of Chandler. Commissioner Brennan asked if there were any public meetings. Ms. Pachito replied that the consultant did reach out to the stakeholders for comments as well as established a public hotline. Commissioner Brennan asked if the project hotline had a notification list for public meetings? Ms. Pachito replied there was not a notification list for public meetings, but the hotline is a place to provide feedback. Mr. Crampton replied that there were not any public meetings yet but may be held in the future. Commissioner Brennan asked if once the study was complete if it would be brought back to the Commission for a recommendation. Mr. Crampton replied that formal action would not be required of the Commission but can be reviewed at an upcoming meeting. Commissioner Brennan asked from the standpoint of design elements, is this is establishing the basic guideline for design of streets or are landscaping details included? Ms. Pachito replied that landscaping details would be included. Mr. Crampton noted that this study provided 15% design plan, a very high level. Future designs will provide more details. Bus Routes 96 (Dobson Rd.), 156 (Chandler Blvd.) and Express Route 541 Service Changes Ms. Sasha Pachito shared proposed service changes as follows: Route 156 – Increase peak frequency to 15 min from 48th St to Gilbert Road Route 96 – Eliminate service south of Pecos Road Route 541 – Eliminate all stops in Mesa and streamline route to freeway, or eliminate route Commissioner Heineking asked who proposed the route changes? Mr. Crampton noted Route 156 and 96 service changes were proposed by the City of Chandler. Route 541 was proposed by the City of Mesa who is wanting to eliminate 541express route completely due to low ridership. Valley Metro is still conducting outreach on these service changes, and the City of Chandler will make a decision in a few months. Commissioner Heineking asked if 541 would stop at the Mesa Park and Ride? Mr. Crampton replied that it could be considered to allow City of Chandler to fund the stop in Mesa, however historically the express routes have been funded by the city in which it stops. Transportation Commission Minutes, January 19, 2022 Page 4 of 5 Commissioner Heineking noted he typically takes Route 541 to and from work and that deciding to reduce or eliminate express routes right after the pandemic as gas prices are going up, is not the right time. Chandler Flex Transit Mr. Crampton provided an update on the launch of the Chandler Flex Transit Program. The program is grant funded and launched to provide more transit to customers based on input from employers, schools, and underserved residents. The grant will be available through FY2023-24. Initial fare is free but will be evaluated later. Chairman Henderson asked if Chandler will co-market this program? Mr. Crampton stated that there is a very detailed plan that Chandler and Via will work on together to market the program. Commissioner Hardin asked about the fee structure stating that at times it is more difficult to implement a paid fare after the program has been free. Mr. Crampton explained that the messaging will be that it is a paid service however will be free during the trial period only. Commissioner Hardin asked about data collection. Mr. Crampton responded that data would be collected. Raw data and trend analysis will be provided. Discussion ensued. 6. INFORMATIONAL ITEMS Transportation Project Status Update Mr. Crampton shared that construction projects will be starting soon for Lindsey Road and Chandler Heights between Gilbert and Dobson. Shade canopies and electric vehicles have been installed at the Park and Ride. The Frye Road protected bike lane is entering the design phase. The Ashley Paseo Trail will begin the Study phase soon. Commissioner Brennan asked what the source of funding is for these projects. Mr. Crampton responded that he would update the funding information and have it available for a future meeting. Ms. Nancy Jackson, Transportation Planning Coordinator, responded that at this time there is no charge or time limit. Discussion ensued. 7. CALENDAR MEMBER COMMENTS/ANNOUNCEMENTS The next scheduled meeting will be held on Wednesday, July 20, 2022 8. MEMBER COMMENTS/ANNOUNCEMENTS Commissioner Brennan requested various topics to be discussed at future meetings. Commissioner Brennan mentioned the Title VI Civil Rights Act and the Non-Discriminatory National Program Implementation plan which references the Transportation Commission and would like to review the document prior to it being adopted for the next fiscal year. 9.
