MINUTES OF THE CHANDLER ARTS COMMISSION MEETING TUESDAY, AUGUST 16, 2022 5:00 PM Commissioners Present: Michelle Hirsch, José Benavides, Shachi Kale, Caitlin Penny, Julie Ray Commissioners absent: Tim Wiant, Farhana Ahmed Staff Present: Peter Bugg, Caroline Hudson-Naef, Kim Moyers CALL TO ORDER: The meeting was called to order at 5:10 PM by Michelle Hirsch via Webex. UNSCHEDULED / SCHEDULED PUBLIC APPEARANCES / CALL TO PUBLIC - None APPROVAL OF MINUTES FROM THE JULY 19 MEETING: a) Shachi made a motion to approve the minutes as written. Julie seconded the motion. The motion passed unanimously. ACTION AGENDA a) Peter shared the library project finalist proposals from Diego Perez, Jason Chakravarty and Jennifer Caldwell, and Troy Neiman with the commissioners. Julie shared a recap of the selection meeting with Library staff, stating that the group favored Troy’s work because of concerns about the neon in the Chakravarty/Caldwell proposal and Perez’ focus on content for kids in an all- ages space. Peter stated that Troy’s sketch of a book in the desert landscape was favored by the library staff because it was immediately recognizable to library patrons. After some discussion, José made a motion to approve Troy Neiman as the artist for the Library Artwork project. Shachi seconded the motion. The motion passed unanimously. b) Peter shared the submissions for the Downtown Benches project. He reminded the commissioners that the overall budget is $29,000 and that the funding is provided by Downtown Redevelopment and City Council. Shachi asked if the artists are supposed to fabricate the benches or just paint them, and Peter clarified that the former is correct. Shachi stated that she would recommend selecting an artist that does installation or other 3D work because they already have the skills needed. Peter said that if the project were funded by the Chandler Arts Commission that they could select a 2D artist and work with them through any hurdles, but in this instance we need to provide the best product for the project stakeholders. José and Michelle Hirsch expressed agreement. The commissioners voted on their top three artists, and after some discussion, Julie made a motion to approve Bobby Zokaites, John Randall Nelson, and Eli Richard as the finalists for the Downtown Benches project. Caitlin seconded the motion. The motion passed unanimously. c) Peter reminded the Commission about the project to commission the creation of a piece of art to be displayed above the Patron Services desk at the Chandler Center for the Arts. He said that the Commission had approved a $20,000 budget in February. Shachi asked for clarification on details of this project and how the budget was set. Peter shared that the budget was put together based on the square footage of the display space. Michelle Hirsh made a motion to approve the $20,000 budget for this project. José seconded the motion. The motion passed unanimously. d) Peter reminded the Commission about the details of the proposed signage project with Gerald Clarke. Shachi asked if the artworks would be permanent, and Peter answered in the affirmative. Julie asked if there will be information available for viewers about the signs, and Peter said that is something staff can work on. Julie made a motion to approve the selection of Gerald Clarke for this commission and the budget of $10,000. Shachi seconded the motion. The motion passed unanimously. BRIEFING ITEMS a) Ongoing public art projects a. Peter shared that he is still working with Jerome Fleming and Giovannie Dixon on the Zora Folley mural design. b. Peter shared that Lily Reeves has finished the signs for her INFLUX project but is having issues with the solar cells. He said that new parts should arrive at the end of the month and that she should install in September. c. Caroline shared that Edgar Fernandez has been contacted about the Pueblo Alto mural project and is on board. She shared that a community meeting with Edgar and neighborhood residents will take place on Sunday, August 28 to discuss the mural components and location. d. Peter shared that he is working with Jason Crampton in Transportation and John Owens in Downtown Redevelopment to discuss bike lane barriers on Frye that will have an artist component. This is not a Chandler Arts Commission project. b) Maintenance Projects a. Peter shared that he is awaiting a report on the maintenance needed for Infinite Wave at Chandler Museum, but said that we are still moving forward on fixing the damage caused this by windstorms over the summer. MEMBERS COMMENTS/ANNOUNCEMENTS - José is going to Burning Man at the end of the month and is bringing two sculptures to be exhibited. CALENDAR a.
