15. Purpose of Grant: This is a unique camera that allows for both searching and capturing of evidence. This camera
uses high intensity multi-spectral illumination to search a crime scene for evidence and then photograph the
evidence. This is an improvement on our current capabilities in that it offers a greater searching capacity and a more
efficient means to photograph evidence.

Narrative

1. Briefly describe your organization’s history, mission and goals.
The City of Chandler was founded in 1912 as an agricultural town. Since that time, the City has evolved into a
high-tech industrial hub with a diverse population of over 281,996 residents. The City boundary spans an
incorporated area of approximately 64.9 square miles. As of March 2022, there are 110,748 housing units
within the city limits. There are 880 total miles of roadway within the City of Chandler, consisting of 860
miles of local roads and 20 miles of highway. The City is bordered by the Gila River Indian Community to the
south, the City of Phoenix to the west, the Cities of Tempe and Mesa to the north, and the Town of Gilbert to
the east. The City of Chandler serves as a vital part of the Phoenix metropolitan area, linked together by
Interstate 10/17, State Route 202, State Route 101, and State Route 87.
The Chandler Police Department, also established in 1912, is a highly successful, community service-oriented,
proactive agency, represented by 507 dedicated sworn and civilian staff. The mission of the organization is
to provide a safe community where people can live, work, and thrive. We are committed to being a leader in
law enforcement and will pursue and engage the best trained, equipped, and committed professionals who
demonstrate the highest performance standards and best policing practices in partnership with the
community.

3. Describe the proposed project, objectives, and your plan to implement.
The Chandler Police Forensic Services Section (FSS) is requesting grant funds to purchase a Crime-lite Auto which
is an Ultraviolet – Visible - Infrared (UV-Vis-IR) camera, it can be used to search for evidence not visible to the
naked eye and capture that evidence either by video or in a still photograph. The FSS if provided grant funds will

purchase two Crime-lite Auto cameras, train Crime Scene Technicians (CST) to use them and implement its use
at crime scenes to both search and capture images of evidence.
4. Describe how the proposed project satisfies one or more of the priority funding areas identified by the Gila River
Indian Community.
The project supports the Public Safety priority by the efforts of the Chandler Police Department. The Crime-lite
Auto is a system that integrates a camera along with filters and lighting in a single unit that allows a Crime Scene
Technician to detect, examine, and capture evidence at a crime scene in real-time. The Crime-Lite Auto can
quickly reveal evidence including blood, body fluids, fingerprints, gunshot residue, fragments of bone and teeth,
and physical evidence such as glass, fiber, and hair. This process currently requires the use of a light source and
camera used in complete darkness to first locate evidence and then document it through photography. This is a
time-consuming process that can require a Crime Scene Technician on scene for hours which leaves the officers
and our community waiting for other crime scenes to be processed. Not only will the efficiency of process a
crime scene be enhanced by the Crime-lite Auto, but it will also improve our ability to find evidence. The Crime-
lite Auto can utilize 55 waveband combinations of multi spectral illumination, which far exceeds our current
capabilities, thus enhancing our ability to detect, document, and collect evidence.
5. Identify the needs/problems to be addressed, target population and number of people to be served by the
project.
Crime scenes can be time consuming tedious work to process. When a crime scene needs to be processed for
evidence that is not easily visualized in room light such as blood that has been cleaned from the scene, either
chemicals or a forensic light source (FLS) is needed to visualize the evidence. This type of processing requires
specialized chemicals, equipment, safety glasses and a need for near total darkness to see the evidence.
Chemical processing is often used to enhance and or identify blood stains that have been washed out, wiped off,
or are invisible to the naked eye. Each time a chemical is applied to a suspected stain it can dilute the stain, and
possibly the DNA.
The Crime-lite Auto would greatly improve efficiency and the quality of processing these crime scenes. The time
to process a scene will be dramatically reduced and it will lessen the effort needed to operate the forensic light
source while taking pictures. Currently, the Crime Scene Technician must utilize the forensic light source in
complete darkness to search. Safety goggles must also be worn with the selected wavelength to be able to see
and search for suspected stains. When a stain is located, the camera is set up on a tripod to photograph the
stain. A filter must be put on the camera to match the wavelength for the camera to photograph the stain. The
Crime-Lite Auto does not need complete darkness to search and capture evidence items. The filters and
wavelengths are built into the camera and the camera has an automatic feature to select filter needed to best
view the evidence. Additionally, the Crime-lite Auto may eliminate the need to use chemicals to visualize blood
stains that have been cleaned and thus enhance the possibility of collecting DNA from these stains.

This technology will ultimately serve the citizens of Chandler and the Justice System. Perhaps most importantly,
this project will benefit the victims of crimes. The Forensic Services Section will be able to both increase the
efficiency and ability to detect evidence. The advanced technology of the Crime-Lite Auto provides access to 55
different combinations of wavelengths which is integrated with the necessary filters and camera to improve our
current ability to find evidence and photograph it. Increasing our ability to find evidence will provide more
information to police officers working to solve crimes which benefits the entire community.
6. Define the project as a new or continuing program. Has GRIC previously funded this project?
The funding of the Crime-lite Auto is a new program to the Chandler Police Department and CPD does not
currently have any Crime-lite Auto. GRIC has not previously funded this project.
7. Provide a brief timeline including start and finish dates. Indicate if the timeline is flexible.
Upon approval of this project the order for the Crime-lite Autos will be made within 30 days of notification.
Once the Crime-lit Autos have been received the goal of the FSS will be to train all CSTs to use the device within
60 days. After each CSTs have been trained and demonstrated proficiency with the Crime-lite Auto it then can
be used at crime scenes. The timeline for this project is flexible and can be extended if needed.
8. Identify other organizations, partners or funders participating in the project and their roles.
This is a Chandler Police Department Project. There are no other organizations, partners or funders identified
for this project.
9. Would you be able to implement the proposed plan if your organization received partial funding for this project?
Yes, partial funding would allow the Chandler Police Department to fund a portion of the Crime-lite Autos
requested. Full project funding is preferred; however, CPD would gratefully accept any level of funding for this
project.
This request is for two Crime-lite Autos. It is the goal of the Forensic Science Section to purchase two devices so
there is redundancy in the equipment which increases the likelihood that the equipment is always available
when needed. If there is only funding to purchase one camera, it may cause delays on scenes, needing the use
of the Crime-lite Autos.

10. Describe your plan for project financial sustainability beyond the grant period. If this is a program/project
previously funded by the Gila River Indian Community describe efforts made towards the previously described
sustainability plan.
There is no on-going costs for the Crime-lite Autos, CPD would fund the repair costs, if needed.
11. Describe your plan to document progress and results.
During the grant period, progress and/or annual reports addressing the implementation status will be
provided as required by the Gila River Indian Community.
The progress documentation would consist of tracking the procurement process, training of Crime Scene
Technicians, and deployment of the cameras. All purchases made with grant funding will be tracked
separately in the City of Chandler accounting system to ensure an accurate and complete recording of
expenditures. Upon receipt of funding, CPD will purchase two Crime-lite Autos.
12. Indicate any application to and/or awards made by a tribe other than the Gila River Indian Community for state
shared revenues for this and any other project for the past five (5) years. If this information is included in a
separate attachment, please indicate that here.
The Chandler Police Department has not applied to or received any awards from any other tribe.
