Meeting Minutes Public Safety Police Personnel Retirement Board Regular Meeting August 3, 2022, | 9:00 a.m. City Hall, 2nd Floor, Training Room B 175 S. June 29, 2022, Chandler Local Police Public Safety Personnel Retirement Board Minutes Consent Agenda Motion and Vote Page 2 of 5 Police Member Elect Shellum moved to approve the Consent Agenda of the August 3, 2022, Regular Public Safety Police Personnel Retirement Board Meeting; Seconded by Police Member Elect Kieffer. Motion carried unanimously (4-0). Executive Session - Pursuant to A.R.S. Section 38-431.03 (A), the Chandler Local Police Public Safety Personnel Retirement Board may vote to convene in executive session to discuss or consider confidential records exempt by law from public inspection, and/or to consult with the Board’s attorney for legal advice and to consider the Board’s position and to instruct the Board’s attorney regarding its position on item 3. The Board will take action on those items in open session. Action Agenda Item No. 2 and Discussion 2. Transfer and Promotion Retiree, Williams Consideration, Discussion and appropriate Action for the transfer and promotion of former City of Chandler Police Officer retiree, Daniel Scott Williams, as a Civilian Range Instructor. Action Agenda Item No. 2 Motion and Vote Staff Member Nichole Bombard informed the Board that this was an external recruitment for the position consisted of 7 applicants 3 of which were interviewed. Police Member Elect Shellum moved to approve the transfer and promotion of Daniel Scott Williams for the City of Chandler as a Civilian Range Instructor, effective July 17, 2022, after having retired from the City of Chandler as a Police Officer on June 4, 2021. Based on the information provided about the two positions and the hiring process, the Board finds: (1) Mr. Williams IS eligible to continue to receive a PSPRS pension because it has been more than sixty days from the date of retirement. (2) The Board has reviewed both job descriptions and finds that the position he is being hired for, Civilian Range Instructor, is not the same as Police Officer, from which he retired. (3) The Board has reviewed information about the hiring process for the Civilian Range Instructor position, and finds that it was an open competitive process, and there was no evidence of an advance agreement to hire Mr. Williams into that job before he retired. Page 3 of 5 (4) And the position is not a Public Safety eligible position, therefore the City of Chandler IS NOT responsible for paying the PSPRS alternate contribution rate.; Seconded by Police Member Elect Kieffer. Motion carried unanimously (4-0). Action Agenda Item No. 3 and Discussion 3. Pre-Existing Medical Consideration, Discussion, and appropriate Action for Pre-Existing Medical for Jay Clark, Jose Coronado, Austin King, Jesse Land, Colten Lockwood, Jacob Mosbach, Michael Rietz, Cody Triggs, and Christopher Williams Executive Session – Chairperson Turner asked for a motion to end the Open Session and to move into Executive Session for legal advice. Police Member Elect Shellum made a motion to end the Open Session and to move into Executive Session for legal advice in matter Action Agenda Items No. 3. Police Member Elect Kieffer seconded the motion, and the vote was unanimous to end the Open Session and move into Executive Session at 9:09 a.m. Open Session – Chairperson Turner asked for a motion to end the Executive Session and move into Open Session. Police Member Elect Shellum made the motion to end the Executive Session and to move into Open Session; Police Member Elect Kieffer seconded the motion, and the vote was unanimous to end the Executive Session and move into Open Session at 9:36 a.m. Action Agenda Item No. 3 Motion and Vote Police Member Elect Shellum moved to amend the pre-existing conditions for Jay Clark to declare no pre-existing conditions.; Seconded by Police Member Elect Kieffer. Motion carried unanimously (4-0). Police Member Elect Shellum moved to declare 1 pre-existing condition on the cover sheet for Jose Coronado.; Seconded by Police Member Elect Kieffer. Motion carried unanimously (4-0). Police Member Elect Shellum moved to declare no pre-existing conditions for Austin King.; Seconded by Police Member Elect Kieffer. Motion carried unanimously (4-0). Police Member Elect Shellum moved to declare 1 pre-existing condition on the cover sheet for Colten Lockwood.; Seconded by Police Member Elect Kieffer. Motion carried unanimously (4-0). Chairperson Turner moved to declare 1 pre-existing condition on the cover sheet for Jacob Mosbach.; Seconded by Police Member Elect Kieffer. Motion carried unanimously (4-0). Chairperson Turner moved to declare 2 pre-existing conditions on the cover sheet for Michael Rietz.; Seconded by Police Member Elect Kieffer. Motion carried unanimously (4-0). Police Member Elect Kieffer moved to declare no pre-existing conditions on the cover sheet Cody Triggs.; Seconded by Citizen Member Remington. Motion carried unanimously (4-0). Police Member Elect Shellum moved to declare no pre-existing conditions for Christopher Williams.; Seconded by Police Member Elect Kieffer. Motion carried unanimously (4-0).
