RESOLUTION NO. 5633 
 
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHANDLER, 
ARIZONA, APPROVING A SUBRECIPIENT AGREEMENT WITH THE 
ARIZONA DEPARTMENT OF HOMELAND SECURITY FOR A GRANT IN 
THE AMOUNT OF $85,000 TO THE CHANDLER FIRE DEPARTMENT FOR 
THE RAPID RESPONSE FIRE TEAM; AND AUTHORIZING THE FIRE CHIEF 
OF THE CHANDLER FIRE DEPARTMENT TO SIGN THE SUBRECIPIENT 
AGREEMENT. 
 
WHEREAS, the Arizona Department of Homeland Security (AZDOHS) through the 2022 State 
Homeland Security Grant Program provides financial assistance directly to fire departments to 
ensure they are prepared and equipped to respond to large scale emergencies, terrorist events, and 
natural and/or man-made disasters; and  
 
WHEREAS, the Chandler Fire Department (CFD) established a Rapid Response Team and 
Terrorism Liaison Officer program in 2003 with federal funding from the AZDOHS, and past grant 
funds from AZDOHS have provided for CFD’s Rapid Response Fire Team training; and  
 
WHEREAS, the CFD submitted a grant application to the AZDOHS to request grant funding for 
equipment and training for CFD’s Rapid Response Fire Team, as more specifically described in 
the application materials prepared by CFD, which application materials are incorporated herein by 
reference; and 
 
WHEREAS, CFD received written confirmation from the AZDOHS of award approval in the 
amount of $85,000 under the 2022 Urban Area Security Initiative Grant Program, with no 
matching requirement; and 
 
WHEREAS, the AZDOHS requests that the City of Chandler enter into a subrecipient agreement 
to govern the terms of the grant, and CFD has determined that it can comply with the terms of the 
agreement. 
 
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Chandler, Arizona 
as follows:           
 
 
Section 1. 
Approving the Subrecipient Agreement with the AZDOHS and authorizing the 
acceptance of grant funds from the AZDOHS in the amount of $85,000 under the 
2022 Urban Area Security Initiative Grant Program. 
 
Section 2. 
Authorizing the Fire Chief, or his designee, to sign the Subrecipient Agreement and 
take such actions necessary to implement its provisions and perform all acts 
necessary to give effect to this Resolution.
