RESOLUTION NO. 5640 
 
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHANDLER, 
ARIZONA, APPROVING THE DEVELOPMENT AGREEMENT BETWEEN 
THE CITY OF CHANDLER AND GORMAN & COMPANY, LLC, RELATING 
TO REAL PROPERTY LOCATED SOUTH OF THE SOUTHEAST CORNER 
OF MCQUEEN ROAD AND CHANDLER BOULEVARD; DIRECTING THE 
CITY MANAGER TO GIVE SPECIFIC CONSIDERATION TO VILLAS ON 
MCQUEEN APPLICANTS BELONGING TO SPECIAL POPULATIONS SUCH 
AS SENIORS, PERSONS WITH DISABILITIES AND VETERANS; AND 
DIRECTING THE CITY MANAGER TO PURSUE THE HIGHEST AND BEST 
USE OF CHANDLER PUBLIC HOUSING SITES, INCLUDING SITE 3 
(LOCATED AT 73 S. HAMILTON ST.), WITH SPECIFIC CONSIDERATION 
FOR SPECIAL POPULATIONS SUCH AS SENIORS, PERSONS WITH 
DISABILITIES AND VETERANS. 
 
WHEREAS, the City owns certain real property, specifically approximately 4.54 acres located 
south of the southeast corner of McQueen Road  and Chandler Boulevard that has been generally 
referred to as Trails End; and 
 
WHEREAS, the City desires to develop that certain real property in Chandler, Arizona into 
multifamily housing; and  
 
WHEREAS, the City has determined that Gorman & Company, LLC (“Gorman”) is qualified and 
capable of acting as the co-developer for the new multifamily housing project, currently being 
called “Villas on McQueen,” in a manner that will facilitate the creation of affordable housing and 
provide public benefits for the City and the citizens of Chandler, Arizona; and 
 
WHEREAS, the City and Gorman wish to enter into a development agreement to address certain 
matters related to the development of the subject property; and  
 
WHEREAS, the City wishes to evaluate other properties in its Public Housing portfolio for 
suitability for redevelopment with specific consideration for special populations such as seniors, 
persons with disabilities and veterans.  
  
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Chandler, Maricopa 
County, Arizona, as follows: 
 
Section 1. 
Approves the City of Chandler entering into a Development Agreement with 
Gorman & Company, LLC in substantially the form attached hereto as Exhibit “A” 
and incorporated herein by this reference. 
 
Section 2. 
Authorizes the Mayor of the City of Chandler to execute the Development 
Agreement and execution of related documents for and on behalf of the City of 
Chandler.

Section 3. 
Directs the City Manager, where not otherwise prohibited by law or regulation, to 
give specific consideration to Villas on McQueen applicants belonging to special 
populations such as seniors, persons with disabilities and veterans. 
 
Section 4. 
Directs the City Manager to pursue the highest and best use for redevelopment of 
Public Housing sites, including Site 3 (located at 73 S. Hamilton St.), with specific 
consideration, where not otherwise prohibited by law or regulation, for special 
populations such as seniors, persons with disabilities and veterans.
