HOUSING AND HUMAN SERVICES COMMISSION

Wednesday, September 14, 2022, 6:00 p.m. 
 
CALL TO ORDER / ROLL CALL   
Chair Tony Alcala called the meeting to order at 6:00 p.m. 
 
Commissioners present: Tony Alcala, Cecilia Hermosillo, Cynthia Hardy, Greg Rodriquez, Jeff Reynolds, 
Karen Tepper, Lisa Loring, and Ryan Magel.  
 
Commissioners absent: Heather Mattisson (excused), Julie Martin (excused), and David Gonzalez 
(unexcused). 
 
Staff present: Riann Balch, Community Resources Manager, Karin Bishop, Community Development & 
Resources Supervisor, Dylan Raymond, Community Resources Coordinator, Dawn Gingerich, Assistant 
City Attorney, and Monica Thompson, Community Development Coordinator.  
 
Public present: None.

Members of the audience may address any item not on the agenda. State Statute prohibits the Board 
or Commission from discussing an item that is not on the agenda, but the Board or Commission does 
listen to your concerns and has staff follow up on any questions you raise.

CONSENT AGENDA 
Items listed on the Consent Agenda may be enacted by one motion and one vote.  If a discussion is 
required by members of the Board or Commission, the item will be removed from the Consent Agenda 
for discussion and determination will be made if the item will be considered separately. 
 
1. Minutes of the August 10, 2022, HHSC Meeting Minutes. 
 
Motion: Commissioner Jeff Reynolds made a motion to approve the August 10, 2022, HHSC Meeting 
Minutes. Commissioner Ryan Magel seconded the motion.  
 
Discussion: None. 
 
Results: The motion was approved 8-0. 
 
PUBLIC HEARING 
2. Program Year (PY) 2021-2022 Consolidated Annual Performance and Evaluation Report (CAPER). 
 
Chair Alcala opened the public hearing for Program Year 2021-2022 Consolidated Annual 
Performance and Evaluation Report at 6:06 p.m.  Chair Alcala called on Community Development

and Resources Supervisor Karin Bishop to provide an overview of the Program Year (PY) 2021-
2022 Consolidated Annual Performance and Evaluation Report (CAPER).   
 
Ms. Bishop reported that each year the City of Chandler is required to evaluate the programs 
funded by the United States Department of Housing and Urban Development (HUD) and publish 
the results in a CAPER regarding its performance. She explained that the purpose of the report 
is to measure the City of Chandler’s success in meeting the priority needs, goals, and strategies 
described in the City’s 2020-2025 Five-Year Consolidated Plan. Ms. Bishop advised that the City 
of Chandler is required to conduct a 15-day public comment period and one public hearing as 
part of the process for creating and submitting the CAPER to HUD.   
 
Ms. Bishop reminded Commissioners that the City of Chandler also receives federal HOME 
Investment Partnerships (HOME) Program funding that is administered by HUD through the 
Maricopa HOME Consortium. Accomplishments for the HOME Program are included in the 
Maricopa HOME Consortium’s CAPER.  Ms. Bishop explained that the City provides information 
about its performance in expending HOME funds to Maricopa County, which then reports these 
HOME performance measurements to HUD in their CAPER.   
 
Ms. Bishop provided an update on the progress and outcomes achieved with the federal 
Community Development Block Grant (CDBG), Community Development Block Grant-
Coronavirus (CDBG-CV), and HOME Investment Partnerships Program funds.   
• 
Housing Stability  
Ms. Bishop reported that CDBG and HOME funds were utilized to provide housing stability 
with the following programs: 
o 31 homeowners received assistance through the Housing Rehabilitation Program 
o 1 unit was acquired and rehabilitated by the Affordable Rental Movement (A.R.M.) 
of Save the Family for affordable rental housing in Chandler 
o 36 households who were previously experiencing homelessness received Tenant-
Based Rental Assistance (TBRA) and supportive services 
       Ms. Bishop also reported on the income level of households served by these programs: 
o Housing Rehabilitation Program (CDBG)

Extremely Low-Income: 10 
▪ 
Low-Income: 7 
▪ 
Moderate-Income: 14 
o TBRA and A.R.M. of Save the Family (HOME) 
▪

• 
Family Self-Sufficiency and Homeownership 
Ms. Bishop reported that the City’s Public Housing Authority offers the Family Self-
Sufficiency (FSS) program.  
o FSS program participants (11 Public Housing and 15 Housing Choice Voucher 
recipients) saved for a future home purchase 
• 
Public Services 
Ms. Bishop reported that CDBG funds were utilized to support the following direct 
services: 
o 238 youth residing in public housing participated in youth programs

o 36 residents participated in fair housing training or called the hotline 
o 16 individuals experiencing homelessness received emergency shelter and 
transitional housing services 
o 334 individuals experiencing homelessness connected with shelter and support 
services 
 
Ms. Bishop reported that CDBG-CV funds were also utilized to support direct services 
assisting Chandler residents in need and those impacted by the Coronavirus.  
o 219 individuals experiencing homelessness and at higher risk of contracting 
coronavirus connected with shelter and support services 
o 31 individuals impacted by the coronavirus pandemic and at-risk of homelessness 
received rent and utility assistance 
 
Commissioner Reynolds asked if the 250 individuals reported to be served with CDBG-CV funds 
were directly impacted by Coronavirus.  Community Resources Manager Riann Balch explained 
that both persons who were negatively impacted and persons at-risk of being negatively 
impacted by the Coronavirus were eligible for services.  
 
Commissioner Karen Tepper asked how much CDBG-CV funding was awarded to the City. Ms. 
Balch reported that the City received CDBG-CV funding in two tranches; in the first tranche, the 
City received $849,415, and in the third tranche, it received $1,568,885. 
 
Ms. Bishop continued the presentation. CDBG funding also supported the following activities. 
• 
Capital Projects 
o Provided renovations to meet recommended ADA compliance improvements at 
Vida (previously East Mini) Park, benefitting 8,240 individuals 
o Rehabilitation of three Community Living Homes, which support 12 individuals 
with intellectual and developmental disabilities (IDD). Improved the accessibility of 
the kitchens to better meet the needs of the individuals living in the home and 
allow them to participate in meal preparation. 
• 
Neighborhood Revitalization 
o Improved neighborhood conditions through code enforcement activities in CDBG-
eligible areas including over:

46,622 property inspections 
▪ 
2,208 violations  
▪ 
1,457 notices issued 
 
Ms. Bishop stated that the comment period began on Monday, August 29, 2022, and concludes on 
Thursday, September 15, 2022.  She said public comments received at tonight's public hearing and 
during the comment period via mail, phone, or email at community.development@chandleraz.gov 
will be included in the CAPER and submitted to HUD on or before September 28, 2022.  She stated 
that the CAPER must be submitted to HUD within 90 days of the completion of each program year. 
Ms. Bishop advised that the draft of the CAPER can be found on the City of Chandler website and 
that a hardcopy of the report is available for review at the Neighborhood Resources office.

Ms. Bishop stated that on September 22, 2022, staff will request the Mayor and Council’s approval 
of the CAPER and seek authorization to submit the report to HUD on or before the due date of 
September 28, 2022. 
 
There were no comments from the public.  Chair Alcala closed the Public Hearing at 6:31 p.m.

3. Program Year (PY) 2021-2022 Consolidated Annual Performance and Evaluation Report (CAPER). 
 
Motion: Commissioner Reynolds made a motion to approve Program Year (PY) 2021-2022 
Consolidated Annual Performance and Evaluation Report (CAPER).  Commissioner Cecilia 
Hermosillo seconded the motion.  
 
Discussion: None.   
 
Results: Motion passed 8-0. 
 
 
DISCUSSION 
 
4. Commission Photos. 
 
Chair Alcala reminded Commissioners that this item was tabled from the last Housing and Human 
Services Commission meeting.  Ms. Bishop explained that staff would like to capture photos of the 
Commission that would include individual and group photos.  Chair Alcala asked staff to book the 
City photographer for the November 9th Housing and Human Services Commission meeting. 
 
5. Agency Tours. 
 
Community Resources Coordinator Dylan Raymond provided an update on the Fiscal Year 2022-23 
agency tours.  Twenty-five agency tours will be held in person from October through December.   
Commissioner Cynthia Hardy asked if Commissioners could attend all of the scheduled tours.  Ms. 
Balch explained that each scheduled tour is limited to only five Commissioners and one staff 
member, in an effort to not disrupt the services provided by the agency. Mr. Raymond explained 
that agency tours are an opportunity to build relationships with funded organizations.  He informed 
the Commission that he would provide dates and times for the agency tours at a later date. 
MEMBERS COMMENTS / ANNOUNCEMENTS 
 
Chair Alcala congratulated Commissioner Tepper for being recognized as one of the Most Influential 
Women in Arizona Business for 2022.  He explained that Commissioner Tepper was selected among 
more than 1,500 women considered for this recognition.  
 
Commissioner Reynolds announced the upcoming For Our City Day event to be held on Saturday, 
October 22, 2022. He reported that there are 51 community service projects identified to support

the Pepperwood neighborhood. He encouraged Commissioners to participate in the event and to 
register as a volunteer at ForOurCityChandler.org. 
 
Ms. Balch also shared with the Commission that the City of Chandler partnered with other 
municipalities in submitting a grant for an additional 10 million dollars to support the City’s housing 
stability services.
