Chandler Air Service, Inc. It was Seconded by VICE CHAIRMAN MCCORKLE.

Briefing
4. Monthly Noise Report
MR. RINKENBERGER gave an overview of the monthly noise report for June 2022.
In June 2022, one (1) household made five (5) reports, all of which were noise reports. Staff
confirmed aircraft reported were at or above normal approach and departure altitudes as
verified through flight tracking software and air traffic control. Zero (0) households were first-
time contacts.
MR. RINKENBERGER gave an overview of the monthly noise report for July 2022.
In July 2022, four (4) households made four (4) reports, and all were for excessive noise. One
noise complaint was combined with a report of two low-flying aircraft flying next to each other.
Staff confirmed aircraft reported were at or above normal approach and departure altitudes as
verified through flight tracking software and air traffic control. Two (2) households were first-
time reports.

MR. REEVES gave an overview of the Monthly Operations Report for the month of June 2022 with
18,827 operations for the month and stated that operations were down by 2,500 as compared to
last year. This is a trend that he cannot explain and will need more data to understand. June 2021
had a total of 19,848 operations. The total 12-month operations for June 2021 were 219,482 while
for June 2022, the total number of operations are 210,646.
MR. REEVES gave an overview of the Monthly Operations Report for the month of July 2022 with
17,110 operations for the month and stated that operations are down by 2,500 this month as
compared to last year. July 2021 had a total of 19,685 operations. CHD is currently ranked as 45th
in the nation and 12th in the GA rankings. The total 12-month operations for July 2021 were
223,918 while for July 2022, the total number of operations are 208,702.
6. Monthly Origins and Destinations Report
The data provided documents the “Top 20” filed IFR Flightplans for corporate operators into and
from the Chandler Municipal Airport in June 2022. These flights represent business travel utilizing
CHD; 219 such flights took place in June 2022. There was one repositioning flight of note,
representing 1,889 gallons of fuel. All flights to and from CHD represent 37,152 gallons of fuel
burn enroute.
CHAIRMAN HAWLEY stated that it seemed that most of the repositioning flights go to Scottsdale
and why would they not go to Mesa-Gateway which is 10 miles away.
MR. REEVES responded that as a dispatcher when you are sending an aircraft to a departure point,
one factor about the evaluation is how long do they taxi and similar traffic. Nine (9) times out of
ten (10) they will be going to Scottsdale because it is a faster service turn.
CHAIRMAN HAWLEY stated that he did not see very many Cessna 172s, but he assumed there
were a few of them coming in.
MR. REEVES responded that every month he removes training flights from the data.
The data provided documents the “Top 20” filed IFR Flightplans for corporate operators into and

CHD; 202 such flights took place in July 2022. There were two repositioning flights, representing
2,039 gallons of fuel. All flights to and from CHD represent 31,406 gallons of fuel burn enroute.
VICE CHAIRMAN MCCORKLE asked what the price difference between Scottsdale and CHD was.
MR. SMITH responded that he did not check today for fuel prices, but it is usually much higher
there.
VICE CHAIRMAN MCCORKLE stated that CHD is more economical if the aircraft can get off the
runway.

MR. REEVES stated that Chandler Air Service is at $6.65 for self-service and $6.95 for full service.
By comparison on avgas, for full service, Scottsdale is between $8.77 and $8.80.
CHAIRMAN HAWLEY stated that CHD seems to get a lot of traffic from Carlsbad, CA.
MR. REEVES responded that there is a tenant who works in California and does not want to live
there, as he wishes to reside in Chandler. This is a good representation of how broad one tenant
can affect the Airport.
7. Monthly Construction Report
MR. ANDRES gave an overview of the Construction Report.
Capital Projects- Design Phase:
The Wildlife Hazard Perimeter Fence: City comments received for 30% plans. ADOT environmental
clearance received on August 1, 2022. This is 100% ADOT funding at $1,107,500.
Arizona Pavement Management System: The grant was approved by City Council on April 28th. This
is a 90% ADOT-funded project at $617,574 with a City match of $61,758. ADOT is handling the
contractor procurement.
Capital Projects- Construction Phase:
Terminal Plumbing: This project has been completed.
Heliport Lighting Replacement: Limited Notice to Proceed for long lead items issued. Construction
kickoff meeting TBD in next two weeks. City funding at $277,771 for construction.
Maintenance Projects:
Fence Repair: Selective tensioning along perimeter fence.
Landscaping – West Side of Airport Blvd: Awaiting delivery of decomposed granite.
Ramp/Apron Painting: Transient parking repainting with new, dedicated lead-in lines.
Flight Planning Room/Pilot Lounge Repairs: Updated wall planning maps/charts. Additional
furniture.
Terminal: Touch-up painting.

MR. REEVES introduced Scott Rinkenberger, the new Airport Operations Administrator. MR.
REEVES also spoke about the new point of sale machine for the self-service fuel station and hope
to have someone available to install it as soon as possible.
MR. REEVES also spoke about the Airport’s new Virtower tracking system. This will help track
airport operations, take-offs, landings, touch and go’s, parking, taxiway, etc. with finite data within
a 10-foot area.
MR. REEVES also shared that staff is working on their annual drill with the Fire Department in
which they simulate an issue with an aircraft. Chandler Aviation donated a Cessna 310 for the fire
department to use during their drill. The drill is scheduled for early to mid-October. The actual
drill will be on the field.
MR. REEVES also shared that Will Hodge, the Airport Operations tech that was hired about 4
months ago, completed all certifications including his CDL. There is now Airport staff on site daily.
