The meeting was called to order by Chairperson Turner at 9:25 a.m.

Police Member Elect Shellum moved to approve the Consent Agenda of the September 7, 2022, 
Regular Public Safety Police Personnel Retirement Board Meeting; Seconded by Citizen Member 
Crawford. 
 
Motion carried unanimously (3-0). 
 
Executive Session - Pursuant to A.R.S. Section 38-431.03 (A), the Chandler Local Police Public 
Safety Personnel Retirement Board may vote to convene in executive session to discuss or 
consider confidential records exempt by law from public inspection, and/or to consult with the 
Board’s attorney for legal advice and to consider the Board’s position and to instruct the Board’s 
attorney regarding its position on item 3. The Board will take action on those items in open 
session. 
 
Action Agenda Item No. 2 and Discussion 
2.  
New Membership for Evans, Lerma, Magana and McGuire 
Consideration, Discussion, and appropriate Action for New Membership for Jared Evans, 
Matthew Lerma, Carlos Magana, and Taylor McGuire. 
 
Executive Session – Chairperson Turner asked for a motion to end the Open Session and to 
move into Executive Session for legal advice. Citizen Member Crawford made a motion to 
end the Open Session and to move into Executive Session for legal advice in matter Action 
Agenda Item No. 2. Police Member Elect Shellum seconded the motion, and the vote was 
unanimous to end the Open Session and move into Executive Session at 9:26 a.m. 
 
Open Session – Chairperson Turner asked for a motion to end the Executive Session and 
move into Open Session. Citizen Member Crawford made the motion to end the Executive 
Session and to move into Open Session; Police Member Elect Shellum seconded the motion, 
and the vote was unanimous to end the Executive Session and move into Open Session at 
9:45 a.m. 
 
Action Agenda Item No. 2 Motion and Vote 
Police Member Elect Shellum moved to approve that the following employees met the applicable 
PSPRS membership definitions for service with the City of Chandler Police Department; Jared 
Evans (Police Officer Lateral – Certified) date of hire July 12, 2022, Matthew Lerma (Police Officer 
Lateral – Certified) date of hire August 16, 2022, Carlos Magana (Police Officer Recruit) date of hire 
August 14, 2022, and Tier 3 service date of November 12, 2022, and Taylor McGuire (Police Officer 
Recruit) date of hire August 9, 2022, and Tier 3 service date of November 7, 2022; Agenda Item 
No. 2 of the August 3, 2022, Regular Public Safety Police Personnel Retirement Board; Seconded 
by Citizen Member Crawford.

Motion carried unanimously (3-0). 
 
Police Member Elect Shellum moved to declare no pre-existing conditions for Jared Evans.; 
Seconded by Citizen Member Crawford.  
 
Motion carried unanimously (3-0). 
 
Police Member Elect Shellum moved to declare no pre-existing conditions for Matthew Lerma.; 
Seconded by Citizen Member Crawford.  
 
Motion carried unanimously (3-0). 
 
Police Member Elect Shellum moved to declare 3 pre-existing conditions on the pre-existing cover 
sheet for Carlos Magana.; Seconded by Citizen Member Crawford.  
 
Motion carried unanimously (3-0). 
 
Chairperson Turner moved to declare no pre-existing conditions for Taylor McGuire.; Seconded 
by Police Member Elect Shellum.  
 
Motion carried unanimously (3-0). 
 
Action Agenda Item No. 3 and Discussion 
3.  
Membership Termination Kimmerling 
Consideration, Discussion, and appropriate Action regarding the voluntary resignation of 
employment and termination of PSPRS membership for Kevin Kimmerling (a Police Officer), 
effective August 19, 2022. 
 
Action Agenda Item No. 3 Motion and Vote 
Police Member Elect Shellum moved terminate the PSPRS membership for Kevin Kimmerling 
(Police Officer), effective August 19, 2022, the date of his voluntary resignation; Seconded by 
Citizen Member Crawford.  
 
Motion carried unanimously (3-0)

Rae Lynn Nielsen, HR Director for City of Chandler, briefed the Local Board on new protocols and 
procedures adopted by the City of Chandler regarding the new 7-year DROP option.
