Call to Order/Roll Call Ms. Julie Trujillo called the meeting to order at 8:34 a.m. 2. Approval of Minutes Ms. Cecilia Ashe made a motion to approve the minutes from Wednesday, June 8, 2022. The motion was seconded by Mr. Mike Spangenberg. Minutes approved unanimously. 3. Action Items None Page 2 4. Briefing Items A. CHIPS and Science Act Update Joe Russell, Legislative Assistant for Senator Mark Kelly, provided the board with an overview of the CHIPS and Science Act. Mr. Russell walked the board through the evolution of the CHIPS Act as it passed through Congress. He continued by detailing what the final bill encompasses and the funding breakdowns of the programs available. He continued with an in-depth overview of the following programs: • Semiconductor Financial Assistance Program • Semiconductor Research and Development Programs • Department of Defense (DoD) National Networks for Microelectronics Research and Development Programs • CHIPS for America International Technology Security and Innovation Fund • CHIPS for America Workforce and Education Fund He concluded his presentation by providing the board with a summary of the implementation strategy and timeline for when funding documents and application guidance will be released. B. City of Chandler Drought Preparedness Plan Update Simone Kjolsurd provided an update on the City’s water resources and drought preparedness plan. Ms. Kjolsurd’s presentation included high-level information on Chandler’s water supplies, current conservation programs, how the City is planning for growth, regional surface water shortages, and the City’s Drought Plan. A few key takeaways included: • Chandler receives surface water from the Salt River and Verde River delivered by Salt River Project and Roosevelt Water Conservation District, and the Colorado River delivered by Central Arizona Project. • Groundwater and treated wastewater (reclaimed water) are also part of Chandler’s water supplies. • Chandler can rely on groundwater reserves during surface water shortages • 35 active wells provide redundancy • Infrastructure planning for Chandler’s reclaimed water distribution system started in the 1980’s • Reclaimed water reduces demand for other water supplies • Chandler water conservation measures have been effective with 25 years of declining residential water use Page 3 She concluded by providing the board with an overview of the City’s Drought Plan and how the City would respond to each of the four drought stages. 5. Advisory Boardmember Comments Ms. Trujillo invited the board to attend a ribbon cutting event celebrating the opening of the University of Arizona’s new Chandler location on Wednesday, November 2. Ms. Faggiano reminded the board about an opportunity to join SRP on an upcoming Watershed Tour. 6. Next Meeting Ms. Trujillo announced that the next Economic Development Advisory Board meeting will be held on Wednesday, December 14, 2022. A calendar invite will be sent to all board members in advance. 7.
