ORDINANCE NO. 5045 
 
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CHANDLER, 
ARIZONA, AMENDING THE CODE OF THE CITY OF CHANDLER, 
CHAPTER 2, ADMINISTRATION, BY AMENDING SECTION 2-2, 
SALARIES OF MAYOR, VICE-MAYOR AND COUNCILMEMBERS, TO 
RESTORE ANNUAL SALARY ADJUSTMENTS TO BECOME EFFECTIVE 
IN FISCAL YEAR 2024/2025; PROVIDING FOR THE REPEAL OF 
CONFLICTING ORDINANCES; AND PROVIDING FOR SEVERABILITY. 
 
WHEREAS, in January 2008, Chapter 2, Section 2-2 of the Chandler City Code was amended to 
provide for annual salary adjustments for the Mayor, Vice Mayor, and Councilmembers based 
on the annual market-based adjustments made to the salaries of non-represented City employees; 
and 
 
WHEREAS, in March 2020, the subsection providing for annual salary adjustments for the 
Mayor, Vice Mayor, and Councilmembers was repealed; and 
 
WHEREAS, in light of changing economic conditions and the increasing demands of public 
service, the City Council believes it is necessary to help attract and retain qualified talent in public 
service by restoring annual salary adjustments beginning in Fiscal Year 2024/2025 based on 
either the percentage change applicable to non-represented City employee groups or the annual 
percentage change in the Consumer Price Index-Urban (CPI-U) for the Phoenix region for the 
preceding calendar year, whichever is lower. 
 
NOW, THEREFORE, BE IT ORDAINED by the City Council of the City of Chandler, Arizona, 
as follows: 
 
Section 1.  
That the Code of the City of Chandler, Chapter 2, Administration, is hereby 
amended by amending Section 2-2, Salaries of Mayor, Vice-Mayor, and 
Councilmembers, to read as follows (additions in ALL CAPS, deletions in 
strikeout): 
A. There shall be annual salaries, payable in equal monthly installments, paid to 
the Mayor, the Vice-Mayor, and each member of the City Council, as 
compensation for the services of said officials during their respective terms of 
office. The amounts of said salaries may be increased or decreased by appropriate 
amendments to subsection B of this section; provided, however, that no salary 
increase or decrease shall take effect in contravention of the provisions of section 
2.02 of the Chandler City Charter, nor in contravention of the provisions of the 
Arizona State Constitution, Article 4, Part 2, Section 17, and nothing herein shall 
be construed as permitting any Mayor and Council to pass an ordinance or 
resolution allowing them to receive an immediate increase or decrease in an 
existing salary or salaries.

B.  The annual salaries for the Mayor, Vice-Mayor and Councilmembers holding 
office on or after January 12, 2017, shall be as follows: 
1. The annual salary of the Mayor shall be fifty-five thousand five hundred 
dollars ($55,500.00) payable in equal monthly installments throughout the 
Mayor's term of office. 
2. The annual salary of the Vice-Mayor and each Councilmember shall be thirty-
two thousand five hundred dollars ($32,500.00) payable in equal monthly 
installments throughout the Vice Mayor and each Councilmember's term of 
office. 
3. The monthly installments of said annual salaries shall be payable to each 
official entitled to receive the same on the twentieth day of each month during 
each calendar year of their respective terms. 
4. Such officials may, in their discretion and upon their written notice to 
Management Services Department, elect to allow the Management Services 
Department to withhold such deductions from said salaries as they may wish in 
addition to any required deductions. 
5. Should any of the said officials resign, be removed, or otherwise fail to 
complete his or her term of office, his or her salary for the year in which such 
event occurs shall be prorated, and in no event shall such official be entitled to 
more compensation than that which covers the time actually served during that 
year. The replacement official selected to complete such term of office shall 
receive no more compensation than that which covers, on a pro-rata basis, the 
time actually served in that office. 
6.  BEGINNING JULY 1, 2024, AND EACH FISCAL YEAR THEREAFTER, 
THE SALARY FOR MAYOR, VICE-MAYOR, AND EACH MEMBER OF 
THE CITY COUNCIL SHALL BE ADJUSTED BY THE ONGOING 
MARKET-BASED PERCENTAGE CHANGE APPLICABLE TO NON-
REPRESENTED EMPLOYEE GROUPS FOR THAT FISCAL YEAR, OR THE 
ANNUAL (12-MONTH) PERCENTAGE CHANGE IN THE CONSUMER 
PRICE INDEX, ALL URBAN CONSUMERS (CPI-U), ALL ITEMS INDEX, 
FOR PHOENIX-MESA-SCOTTSDALE, AZ, FOR THE PRECEDING 
CALENDAR YEAR, WHICHEVER IS LOWER. 
 
Section 2.  
Providing for Repeal of Conflicting Ordinances.  
 
All ordinances or parts of ordinances in conflict with the provisions of this 
ordinance, or any parts hereof, are hereby repealed.

Section 3.  
Providing for Severability.  
If any section, subsection, sentence, clause, phrase, or portion of this ordinance is 
for any reason held to be invalid or unconstitutional by the decision of any court 
of competent jurisdiction, such decision shall not affect the validity of the 
remaining portions thereof.
