RESOLUTION NO. 5658 
 
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHANDLER, 
ARIZONA, APPROVING AN INTERGOVERNMENTAL AGREEMENT 
BETWEEN THE CITY OF CHANDLER FIRE DEPARTMENT AND THE 
MARICOPA COUNTY DEPARTMENT OF EMERGENCY MANAGEMENT 
FOR REGIONAL EMERGENCY OPERATIONS MANAGEMENT AND 
DISASTER SERVICES. 
WHEREAS, the 2018 Intergovernmental Agreement (“IGA”) for Regional Emergency Operations 
Management and Disaster Services previously entered into by the City of Chandler Fire 
Department (“CFD”) and Maricopa County Department of Emergency Management (“MCDEM”) 
is set to expire on June 30, 2023; and  
 
WHEREAS, CFD and MCDEM wish to enter into a new intergovernmental agreement to continue 
their regional emergency operations management and disaster services that assure the coordinated 
preparation and execution of emergency management programs and plans for the preservation of 
life and property when disasters occur in accordance with the guidance set forth in the Robert T. 
Stafford Disaster Relief and Emergency Assistance Act, Public Law 93-288, as amended, 42 
U.S.C. 5121-5207; Post Katrina Emergency Management Reform Act of 2006, Public Law 109‐
295; applicable Federal Emergency Management Guides and Directives; and applicable State of 
Arizona Emergency Plans; and  
 
WHEREAS, CFD’s participation in the IGA allows for the development and maintenance of local 
and regional emergency management plans, access to training, use of emergency management 
software, and assistance during a local emergency, thereby directly advancing its interest in 
protecting the health, safety and welfare of its citizens. 
 
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Chandler, Arizona 
as follows:  
 
Section 1. 
Approving the Intergovernmental Agreement for Regional Emergency Operations 
Management and Disaster Services with an effective date of July 1, 2023. 
 
Section 2. 
Authorizing the Mayor to execute the Intergovernmental Agreement on behalf of 
the City of Chandler. 
 
Section 3. 
Authorizing City staff to perform all acts necessary to give effect to this Resolution 
and comply with the terms of the Intergovernmental Agreement.
