RESOLUTION NO. 5669 
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHANDLER, 
ARIZONA, APPROVING AN AGREEMENT BETWEEN THE MARICOPA 
ASSOCIATION OF GOVERNMENTS AND THE CITY OF CHANDLER TO 
CONSENT TO AN UNCREWED AIRCRAFT SYSTEMS PILOT PROJECT 
CONDUCTED BY AIRSPACE LINK; AND APPROVING A RELATED 
PILOT PROJECT AGREEMENT BETWEEN AIRSPACE LINK AND 
THE CITY OF CHANDLER. 
WHEREAS, the Maricopa Association of Governments (MAG) has entered into agreements with 
various consultants as part of MAG’s Emerging Technology Field Pilots On-Call Program; 
including, Airspace Link, which is an aviation services and consulting firm that supports the 
development and implementation of uncrewed aircraft systems (UAS, a/k/a “drones”) services; 
and  
WHEREAS, MAG has agreed to fund a UAS pilot project by Airspace Link contingent upon 
consent of a host city to support the development of MAG’s regional transportation plan and 
provide information for future infrastructure investments in the region (the “UAS Project”); and 
WHEREAS, Airspace Link desires the City of Chandler to be the host city for the UAS Project 
where Airspace Link will conduct a short-term pilot of drone delivery flights between a 
pharmaceutical distributor and an assisted living facility to explore the efficacy of transporting 
urgent medical supplies; and  
WHEREAS, to facilitate coordination by all parties involved in the UAS Project and to best 
understand community impacts, a non-monetary Consent Agreement between the City of Chandler 
and MAG is required by MAG before it will fund the UAS Project; and 
WHEREAS, a UAS Pilot Project Agreement between the Airspace Link and the City of 
Chandler is desired to govern the terms of the City’s participation with, and Airspace Link’s 
responsibilities in, the UAS Project and ensure a safe and legally compliant operation of the UAS 
Project. 
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Chandler, Arizona 
as follows:    
Section 1. 
Approving the Consent Agreement with MAG and authorizing the Mayor or his 
designee to sign said agreement on behalf of the City of Chandler. 
Section 2. 
Approving the UAS Pilot Project Agreement with Airspace Link and authorizing 
the Mayor or his designee to sign said agreement on behalf of the City of Chandler. 
Section 3. 
Authorizing the City Manager to take all actions necessary to implement the 
provisions of the Consent Agreement and UAS Pilot Project Agreement and 
perform all acts necessary to give effect to this Resolution.
