Meeting Minutes Public Safety Police Personnel Retirement Board Regular Meeting February 1, 2023 | 9:00 a.m. City Hall, 2nd Floor, Training Room B 175 S. Arizona Avenue., Chandler, AZ Call to Order The meeting was called to order by Chairperson Turner at 9:00 a.m. Roll Call Board Attendance Staff Attendance Chairperson Steven Turner Rowena Laxa, Assistant City Attorney Citizen Member Valerie Remington Nichole Bombard, Medical Leave Coord. January 4, 2023, Chandler Local Police Public Safety Personnel Retirement Board Minutes Consent Agenda Motion and Vote Page 2 of 4 Citizen Member Crawford moved to approve the Consent Agenda of the February 1, 2023, Regular Public Safety Police Personnel Retirement Board Meeting; Seconded by Citizen Member Remington. Motion carried unanimously (3-0). Executive Session - Pursuant to A.R.S. Section 38-431.03 (A), the Chandler Local Police Public Safety Personnel Retirement Board may vote to convene in executive session to discuss or consider confidential records exempt by law from public inspection, and/or to consult with the Board’s attorney for legal advice and to consider the Board’s position and to instruct the Board’s attorney regarding its position on item 2. The Board will take action on those items in open session. Action Agenda Item No. 2 and Discussion 2. New Membership for Bailey, Vela, White Consideration, Discussion, and appropriate Action for New Membership for Nathan Bailey, Vanessa Vela, and Francisco White Executive Session – Chairperson Turner asked for a motion to end the Open Session and to move into Executive Session for legal advice. Citizen Member Crawford made a motion to end the Open Session and to move into Executive Session for legal advice in matter Action Agenda Item No. 2. Citizen Member Remington seconded the motion, and the vote was unanimous to end the Open Session and move into Executive Session at 9:02 a.m. Open Session – Chairperson Turner asked for a motion to end the Executive Session and move into Open Session. Citizen Member Crawford made the motion to end the Executive Session and to move into Open Session; Chairperson Turner seconded the motion, and the vote was unanimous to end the Executive Session and move into Open Session at 9:09 a.m. Action Agenda Item No. 2 Motion and Vote Citizen Member Crawford moved to find that the following employees met the applicable PSPRS membership definitions for service with the City of Chandler Police Department: Nathan Bailey (Police Officer Lateral-Certified) date of hire December 12, 2022, Vanessa Vela (Police Officer Lateral-Certified) date of hire December 6, 2022, and Francisco White (Police Officer Recruit) date of hire January 3, 2023 and Tier 3 service date of April 3, 2023.; Agenda Item No. 2 of the February 1, 2023, Regular Public Safety Police Personnel Retirement Board; Seconded by Citizen Member Remington. Motion carried unanimously (3-0). Page 3 of 4 Citizen Member Remington moved to declare one pre-existing condition listed on the pre-existing cover sheet for Nathan Bailey.; Seconded by Citizen Member Crawford. Motion carried unanimously (3-0). Citizen Member Remington moved to declare two pre-existing conditions listed on the pre-existing cover sheet for Vanessa Vela.; Seconded by Citizen Member Crawford. Motion carried unanimously (3-0). Citizen Member Remington moved to declare one pre-existing condition listed on the pre-existing cover sheet for Francisco White.; Seconded by Citizen Member Crawford. Motion carried unanimously (3-0). Action Agenda Item No. 3 and Discussion 3. Membership Termination for Moore, Rosenberger, and Bodell Consideration, Discussion, and appropriate Action regarding the voluntary resignation of employment and termination of PSPRS membership for Briston Moore (a Police Officer) effective January 21, 2023, Michael Rosenberger (a Police Officer), effective January 29, 2023, and Ian Bodell (a Police Officer) effective January 31, 2023. Action Agenda Item No. 3 Motion and Vote Chairperson Turner moved to terminate the PSPRS memberships for Briston Moore (a Police Officer) effective January 21, 2023, Michael Rosenberger (a Police Officer), effective January 29, 2023, and Ian Bodell (a Police Officer) effective January 31, 2023, the dates of their voluntary resignations.; Agenda Item No. 3 of the February 1, 2023, Regular Public Safety Police Personnel Retirement Board; Seconded by Citizen Member Crawford.
