RESOLUTION NO. 5685 
 
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHANDLER, 
ARIZONA, APPROVING THE RENEWAL OF AN INTERGOVERNMENTAL 
AGREEMENT BETWEEN THE CITY OF CHANDLER AND MARICOPA 
COUNTY TO CONTINUE THE CITY’S PARTICIPATION IN THE 
MARICOPA HOME CONSORTIUM FOR THE PURPOSE OF RECEIVING 
FEDERAL HOME FUNDS FOR THE PERIOD BEGINNING ON JULY 1, 2023 
THROUGH JUNE 30, 2026 AND FOR ANY SUBSEQUENT AUTOMATIC 
RENEWAL PERIODS; AND AUTHORIZING THE CITY MANAGER OR HIS 
DESIGNEE TO SIGN ALL RELATED DOCUMENTS ON BEHALF OF THE 
CITY OF CHANDLER. 
 
WHEREAS, the City of Chandler has determined that the health and welfare of its citizens may 
benefit from increasing the availability of safe and affordable housing; and 
 
WHEREAS, a cooperative approach to providing housing within Maricopa County will avoid 
duplication of effort and promote effective delivery of housing services; and  
 
WHEREAS, a consortium of local governments may be entitled to receive funds from the United 
States Department of Housing and Urban Development that each municipality may be unqualified 
to receive individually; and 
 
WHEREAS, the Cities and Towns of Avondale, Chandler, Gilbert, Glendale, Peoria, Scottsdale, 
Surprise, and Tempe, and Maricopa County entered into Intergovernmental Agreement C-22-20-
033-3-00 on May 21, 2020 (“IGA”) to renew the Maricopa HOME Consortium in order to receive, 
distribute, and administer HOME funds; and  
 
WHEREAS, the City of Chandler desires to continue participation in the consortium for the 
purposes of receiving an allocation from the HOME Program to undertake or assist in undertaking 
affordable housing under Title II of the Cranston-Gonzalez National Affordable Housing Act. 
 
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Chandler as follows: 
 
Section 1. 
Approving the City of Chandler’s continued participation in the Maricopa HOME 
Consortium for the three-year period beginning on July 1, 2023 through June 30, 
2026 and for any subsequent automatic renewal periods as agreed to in the IGA. 
 
Section 2. 
Authorizing the City Manager, or designee, to sign all contracts, grant agreements, 
documents, or certifications as may be required to carry out activities of the 
consortium.
