Chief Tom Dwiggins – 25 Years, Fire Department  
 
1. Recognition – Chandler Innovation Fair Winner 
MAYOR HARTKE recognized Arizona College Prep Middle School, Arizona College Prep High School, 
Basha High, Knox Gifted School and Hamilton High School. 
 
2. Proclamation – National Library Week 
MAYOR HARTKE called Robert Lowry, Library Board member and Friends of the Library Board 
President; Tara Anglin, Library Community Engagement Program Manager; Jean Reynolds, Library 
Programming Manager; Susan Van Horne, Library Branch Manager; Kris Sherman, Library 
Manager; and Jo-el Miller, Library Branch manager to accept.

MR. LOWRY thanked Mayor and Council for the proclamation and expressed appreciation for the 
Chandler Public Library system.  
 
3. Proclamation – Earth Day 
MAYOR HARTKE called Derek Gerson, Recreation Supervisor to accept. 
 
MR. Gerson said it was an honor to accept the proclamation and work towards preserving the 
environment through conservation. 
 
4. Proclamation – Jazz Appreciation Month 
MAYOR HARTKE called William Doc Jones, International Jazz Day AZ Foundation Executive Director; 
Helen Daley, Arizona Classic Jazz Society President; and Dave Henning, Chandler Jazz Pianist to 
accept. 
 
MS. DALEY said the Arizona Classic Jazz Society has monthly events in Chandler and invited 
everyone to come to the Arizona Classic Jazz Festival on November 2, 2023. The Society has 
restarted Jazz Youth Programs and Cheryl Thurston, Pianist has joined Ms. Daley in supporting 
that program. 
 
MR. JONES said it was an honor to accept the proclamation and announced International Jazz Day 
is on April 30 and invited everyone to come celebrate at Scottsdale Center for the Arts. 
 
MR. HENNING shared the history of Jazz and its significance. Mr. Henning said Jazz teaches our 
youth to be confident and have a voice and invited everyone to give Jazz a try.

Approval of Minutes  
Move to approve the Council meeting minutes of the Work Session - Budget Workshop #2 
of March 20, 2023; the Regular Meeting of March 20, 2023; the Study Session of March 20, 
2023; the Work Session of March 23, 2023; and the Regular Meeting of March 23, 2023.

Board and Commission Appointments 
 
Move City Council approve the Board and Commission appointments as recommended. 
 
City Manager

Final Adoption of Ordinance No. 5048, Amending City Code Chapter 22 – Short-Term 
Rentals, Related to the Regulation of Short-Term Rentals

Move City Council adopt Ordinance No. 5048, amending the Code of the City of Chandler 
by amending Chapter 22 – Short-Term Rentals, providing for the repeal of conflicting 
ordinances; providing for severability; and providing for penalties. 
 
COUNCILMEMBER HARRIS asked if the new license fee is a new tax being added in the ordinance. 
 
RYAN PETERS, Strategic Initiatives Director, said no tax is in the ordinance being voted on but 
Council will consider establishing a fee upon request in the future. 
 
Community Services

Resolution No. 5667, Authorizing a Grant Agreement with the Arizona Department of 
Forestry and Fire Management (DFFM) for a Tree Inventory, Tree Asset Management 
Software System, and Urban Forest Management Plan 
Move City Council approve Resolution No. 5667 authorizing the City to enter into a grant 
agreement with the Arizona Department of Forestry and Fire Management, in an amount 
not to exceed $40,000, for a Tree Inventory, Tree Asset Management Software System, and 
an Urban Forest Management Plan, and authorize the City Manager or designee to execute 
the Agreement on behalf of the City and take all actions necessary or appropriate to carry 
out the terms of the Agreement. 
 
JOHN SEFTON, Community Services Director, introduced Ryan Mcartney as the City of Chandler’s 
first Urban Forester. Mr. Sefton reviewed the resolution and shared that it will allow them to 
achieve their mission to promote a safe, healthy, and diverse urban forest by preserving, 
managing and enhancing tree resources while promoting an active community participating in 
public education and outreach. 
 
COUNCILMEMBER STEWART said this resolution is important to help with preventing fallen trees, 
prevent wasting of water, and to promote healthy trees to help with the heat. 
 
VICE MAYOR ORLANDO asked about the duration of the study and if it will provide an action 
plan. 
 
MR. SEFTON said the timing of this request is so the funding can be available to start the project 
at the beginning of the fiscal year.  
 
VICE MAYOR ORLANDO asked if the timeline is immediate. 
 
MR. SEFTON said the plan is currently being prepared and will be ready to go at the start of the 
fiscal year.

Final Adoption of Ordinance No. 5050, PLH22-0065 Vivas Property, Rezoning from 
Agricultural District (AG-1) to Planned Area Development (PAD) for Single-Family 
Residential, Located at the Southwest Corner of Pecos and Cooper Roads 
Rezoning 
Move City Council adopt Ordinance No. 5050 approving PLH22-0065 Vivas Property, 
Rezoning from Agricultural District (AG-1) to Planned Area Development (PAD) for Single-
Family Residential, subject to the conditions as recommended by Planning and Zoning 
Commission. 
 
6.         Final Plat Approval for PLT21-0030 Serene Estates, located at the Northwest Corner of 
Galveston Street and Hartford Street. 
Move City Council approve Final Plat PLT21-0030 Serene Estates, as recommended by staff. 
 
VICE MAYOR ORLANDO confirmed these homes will not be rentals and that it will be 18 new owner 
owned homes in Chandler. 
 
Facilities and Fleet

Agreement No. BF1-910-4275, Amendment No. 2, for Roofing Repairs and Maintenance 
Move City Council approve Agreement No. BF1-910-4275. Amendment No. 2, with Five 
Oliver, LLC; Classic Roofing, LLC; and National Waterproofing & Roofing, LLC, for roofing 
repair and maintenance, in a combined amount not to exceed $1,600,000, for the period of 
one year, beginning April 1, 2023, through March 31, 2024. 
 
Human Resources

Agreement No. HR9-962-4000, Amendment No. 4, with Devau Human Resources, for 
Temporary Staffing Services 
 
Move City Council approve Agreement No. HR9-962-4000, Amendment No. 4, with Devau 
Human Resources, for temporary staffing services, in an amount not to exceed $1,001,000 
for the period of one year, beginning April 1, 2023, through March 31, 2024. 
 
Information Technology

Agreement No. 4506, Amendment 2, with WalkMe, Inc., for the Digital Adoption Platform 
Move City Council approve Agreement No. 4506, Amendment 2, with WalkMe, Inc., for the 
digital adoption platform, in an amount not to exceed $150,000, for the period of one year, 
beginning June 30, 2023, through June 29, 2024. 
 
Neighborhood Resources

Resolution No. 5670 Approving and Authorizing the Acceptance of Funds from Maricopa 
County to Support Comprehensive Heat Relief Services 
 
Move City Council pass and adopt Resolution No. 5670 approving and authorizing the 
Mayor to execute an Intergovernmental Agreement between the City of Chandler and

Maricopa County to accept $600,000 of American Rescue Plan Act funds to support Heat 
Relief Services in Chandler and Mesa from May through September 2023 
 
Police Department

Professional Services Agreement No. PD2302.101, with McClaren, Wilson & Lawrie, Inc., for 
the Detention Facility Study Consultant Services 
 
Move City Council award Professional Services Agreement No. PD2302.101 to McClaren, 
Wilson & Lawrie, Inc., for the Detention Facility Study Consultant Services, in an amount not 
to exceed $195,845. 
 
COUNCILMEMBER HARRIS asked for a brief overview of what the detention study is. 
 
SEAN DUGGAN, Police Chief, said last year 882 arrests were made and a majority of those needed 
to be held temporarily. City of Chandler does not have a detention facility, currently space is 
shared with the town of Gilbert. It is a joint detention facility and jointly staffed between Gilbert 
and Chandler. The study is to look at the existing partnership with Gilbert and how that can be 
improved and/or if in the future if need be for Chandler to have their own facility. 
 
COUNCILMEMBER HARRIS asked if this was for people that need to be immediately held for 24 
hours or less. 
 
CHIEF DUGGAN said it is to look at currently expanding what they do now with Gilbert.  
 
COUNCILMEMBER HARRIS asked if this was for a long-term incarceration facility in Chandler. 
 
CHIEF DUGGAN said no, this is only for a short-term detention facility, while people wait to be 
arraigned. 
 
COUNCILMEMBER HARRIS asked if this study would look at avoiding the need to build a facility in 
the future. 
 
CHIEF DUGGAN said it will look at the partnership with Gilbert and improving on that and if need 
be other options for a facility in the future. 
 
VICE MAYOR ORLANDO asked for clarification if it was for a 24 hour hold until the civilian can see 
a judge. 
 
CHIEF DUGGAN said yes. 
 
VICE MAYOR ORLANDO asked if technology is going to help with the volume in this facility.

CHIEF DUGGAN said yes, technology will be explored. Chief Duggan emphasized the numbers he 
shared do not include Gilbert’s volume for the detention facility and an option should be prepared 
for when a joint facility is no longer feasible. 
 
COUNCILMEMBER HARRIS asked if the new technology being explored included a virtual option 
for arraignment. 
 
CHIEF DUGGAN said that is being investigated.

Purchase and Relocation of Radio Consoles 
 
Move City Council approve the purchase and relocation of radio consoles, utilizing the State 
of Arizona Contract No. CTR046830, with Motorola Solutions, Inc., in an amount not to 
exceed $207,301. 
 
Public Works and Utilities  
13. 
Introduction of Ordinance No. 5047, Declaring Certain Real Property As No Longer 
Necessary for Use as a Public Roadway, Vacating a Portion of Old Roadway Lying within the 
Chandler Airport to the Abutting Property Owner 
 
Move City Council introduce and tentatively adopt Ordinance No. 5047 declaring certain 
real property as no longer necessary for use as a public roadway, vacating a portion of old 
roadway lying within the Chandler Airport to the abutting property owner, and authorizing 
the execution of all documents necessary to complete the abandonment.

Professional Services Agreement No. WW2001.204, with Carollo Engineers, Inc., for the 
Ocotillo Brine Reduction Facility Ion Exchange Outlet Waste & Wash Water Return Pump 
Capacity Improvements  Design Services 
Move City Council award Professional Services Agreement No. WW2001.204 to Carollo 
Engineers, Inc., for the Ocotillo Brine Reduction Facility Ion Exchange Outlet Waste & Wash 
Water Return Pump Capacity Improvements  Design Services, in an amount not to exceed 
$159,892.

Agreement No. SW2-100-4480, Amendment No. 1, with Sierra Container Group, LLC, for 
Refuse and Recycling Containers 
Move City Council approve Agreement No. SW2-100-4480, Amendment No. 1, with Sierra 
Container Group, LLC, for refuse and recycling containers, in an amount not to exceed 
$450,000, for the period of one year, beginning May 16, 2023, through May 15, 2024.

Construction Agreement No. ST2110.401, with Technology Construction, Inc., for the T

VICE MAYOR ORLANDO asked if this was a replacement for the pre-existing system.  
 
DANA ALVIDREZ, City Transportation Engineer, answered yes. 
 
VICE MAYOR ORLANDO asked if these cameras are only for traffic monitoring and not data 
storage. 
 
MS. ALVIDREZ said yes. 
 
VICE MAYOR ORLANDO asked if this would be increasing the quantity of cameras. 
 
MS. ALVIDREZ said there are updated models of current cameras and then the new type of 
camera (CCTV) will be added at 15 new locations.  
 
VICE MAYOR ORLANDO asked how the cyclist detection camera works.  
 
MS. ALVIDREZ said the new device will have visual and thermogenic detection for cyclists in the 
bike lane. 
 
VICE MAYOR ORLANDO asked how that impacts the cyclist and traffic. 
 
MS. ALVIDREZ said the detection triggers a change in the traffic signal. 
 
VICE MAYOR ORLANDO asked if this would work in a situation where there is a cyclist in the turn 
lane and there is right turn on red.  
 
MS. ALVIDREZ said having a camera may or may not prevent a situation like that, it is more to 
help the cyclist by eliminating the need to push a button or wait for a car to trip the sensor. 
 
COUNCILMEMBER STEWART asked for clarification that these are not traffic violation cameras. 
 
MS. ALVIDREZ said they are only for traffic management. 
 
COUNCILMEMBER STEWART asked if the update would help with the flow of traffic. 
 
MS. ALVIDREZ said it should help with signal delay, light progression, and overall traffic flow
