RESOLUTION NO. 5670 
 
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHANDLER, 
ARIZONA TO ACCEPT $600,000 OF AMERICAN RESCUE PLAN ACT 
FUNDS FROM MARICOPA COUNTY TO SUPPORT COMPREHENSIVE 
HEAT RELIEF SERVICES FOR THE CITIES OF CHANDLER AND MESA 
FROM MAY 1, 2023 THOUGH SEPTEMBER 30, 2023. 
 
WHEREAS, Maricopa County acting by and through the Maricopa County Human Services 
Department (“MCHSD”) notified the City of Chandler that it would receive up to $600,000 of 
American Rescue Plan Act (“ARPA”) funds to implement Heat Relief Services in Chandler and 
Mesa (the  “Parties”) from May 1, 2023 through September 30, 2023; and 
 
WHEREAS, the Parties seek to develop and implement a comprehensive Heat Relief Strategy to 
provide activities that reduce sunlight and heat exposure and/or mitigate the effects of sunlight and 
heat exposure for individuals experiencing homelessness, particularly underserved populations, 
within their geographic boundaries; and 
 
WHEREAS, the Parties desire to meet the varied needs of persons experiencing homelessness 
across jurisdictions while simultaneously creating cost efficiencies and consistency in service 
delivery through standard operating procedures and non-duplication of service; and  
 
WHEREAS, the City of Chandler will execute an Intergovernmental Agreement (“IGA”) with 
Maricopa County, serve as the primary recipient and fiduciary of ARPA funds from MCHSD, and 
administer funds to the City of Mesa; and 
 
WHEREAS, to implement the award, the Parties will issue a joint Request for Proposals for 
comprehensive Heat Relief Services in each jurisdiction resulting in contracts with non-profit 
agencies serving the East Valley. 
 
NOW, THEREFORE BE IT RESOLVED by the City Council of the City of Chandler, Arizona, 
as follows: 
 
Section 1. 
That the City of Chandler accepts American Rescue Plan Act funds in an amount 
up to $600,000 from Maricopa County acting by and through the MCHSD.  
 
Section 2. 
That the City of Chandler will be the primary fiduciary and administrator of the 
funds from Maricopa County. 
 
Section 3. 
That the IGA between the City of Chandler and Maricopa County acting by and 
through the MCHSD is approved in substantially the form attached hereto as 
Exhibit “A.” 
 
Section 4. 
That the Mayor of the City of Chandler, Arizona is authorized to execute the IGA 
with Maricopa County on behalf of the City of Chandler.
