MINUTES OF THE
HOUSING AND HUMAN SERVICES COMMISSION
YOUTH SUBCOMMITTEE
235 S. Arizona Avenue, Chandler, AZ 85225
Monday, February 13, 2023, at 6:00 p.m.
CALL TO ORDER / ROLL CALL
Subcommittee Chair Cynthia Hardy called the Youth Subcommittee meeting to order at 6:15 p.m.
Housing and Human Services Commissioners and Subcommittee Panel Members present:
Amitesh Bharati, Tony Alcala, Cynthia Hardy, Heather Callis, Lillith Ayala, Lisa Loring, and Ryan
Magel
Housing and Human Services Commissioners and Subcommittee Panel Members absent: None.
Staff present: Karin Bishop, Community Development Senior Program Manager, Dylan Raymond,
Community Development Associate, and Monica Thompson, Community Development Associate.
Public Present: None.
DISCUSSION
1. Discussion of Fiscal Year 2023-2024 Youth Proposals; Determine if Additional Questions are
Necessary.
Community Development Associate Dylan Raymond provided an overview of the meeting and
application process. He explained to commissioners and subcommittee panel members that they
would have an opportunity to identify outstanding questions before finalizing their individual
scores. If staff could not answer questions, additional information would be requested from the
organization. Commissioner Lisa Loring asked for clarification regarding individual scoring and
funding recommendations and how they would factor into the meetings. Community
Development Senior Program Manager Karin Bishop informed Commissioner Loring that the
subcommittees would be provided with an estimated funding total to help guide their funding
recommendations. According to Ms. Bishop, the subcommittees should have the estimated total
at the next meeting. She explained that individual scoring and funding recommendations are
subjective and that each subcommittee, once they finish asking additional questions of the
agencies, the subcommittee will come together to finalize their initial funding recommendations.
Ms. Bishop further explained the initial funding recommendations from all three subcommittees
will be presented to the Housing and Human Services Commission. The Housing and Human
Services Commission will have the opportunity to review the initial recommendations of the
subcommittees and make any changes before taking those initial recommendations to the City
Council in June.
Subcommittee Chair Hardy facilitated a discussion of each application to identify the need for
additional information from agencies. The Youth Subcommittee requested additional information
from the applicants listed below.

1. Provide a description of each position for which funding is requested to
salary/wage/fringe, percentage of FTE, and job duties.
2. In the Program and Project tab, clarify the number of youth by zip code being
served and describe the intake process to identify youth by zip code.
3. Provide a report with the number of youth served July 1, 2022 to December 31, 2022
by zip code.

Chandler CARE Center Children's Medical and Dental Clinic - Chandler Children's Medical
Clinic and Building Blocks for Children

Chandler Cultural Foundation - Chandler Center for the Arts - Connecting Kids
1. Provide remainder of individuals served by Area Median Income to total 308
persons projected to be served.
2. Provide the number of youth served by the three zip codes listed in question
number 9.

Child Crisis Arizona - Emergency Placement Services for Homeless Foster Children & Youth
1. The proposal indicates one Chandler household composed of 5 persons will be
served with Chandler funds. Is this accurate? If not please clarify.
2. The application requests support for one Foster Care and Adoption Specialist. Will
this position exclusively support Chandler residents?

Child Crisis Arizona - FANS Diaper Bank for Families in Need
1. Describe the referral process.

Dignity Health Foundation East Valley - Chandler Children's Dental Clinic
1. Question 6 indicates the proposed program will serve 1,308 Chandler residents with
Chandler funds. Questions 7 and 8 indicate that 754 Chandler residents will be
served with Chandler funds. Please clarify.

Dress for Success Phoenix - Teen Workforce Initiative Mobile Unit - Job Training for
Chandler Youth

Mr. Raymond provided an overview of how to review and score the applications in ZoomGrants.
Additionally, he demonstrated to the subcommittee where to find the staff technical reviews and
agency responses to the subcommittee questions. Commissioner Loring asked how long agencies
would have to respond to the subcommittee questions. Ms. Bishop explained to Commissioner
Loring that agencies would have approximately a week to respond. The Subcommittee members
should complete their scoring sheets, votes, and recommended amounts by March 30, 2023.
MEMBERS COMMENTS / ANNOUNCEMENTS
Commissioner Magel announced to the subcommittee that the 2023 Chandler State of the City is on
February 16, 2023. Mr. Raymond added that everyone is invited to attend the event, which will be
held at Chandler Center for the Arts doors open at 5:30 p.m., and the event starts at 6:30 p.m.
