HOUSING AND HUMAN SERVICES COMMISSION
SPECIAL POPULATIONS SUBCOMMITTEE

Thursday, February 23, 2023, at 5:00 p.m.
CALL TO ORDER / ROLL CALL
Subcommittee Chair Julie Martin called the Youth Subcommittee meeting to order at 5:18 p.m.
Housing and Human Services Commissioners and Subcommittee Panel Members present: David
Gonzalez, Greg Rodriquez, Jo-el Miller, Julie Martin, *Kathryn Kruithoff, and Megha Dholakia.
*Subcommittee Panel Member Kruithoff attended telephonically.
Housing and Human Services Commissioners and Subcommittee Panel Members absent: None.
Staff present: Karin Bishop, Community Development Senior Program Manager, Dylan Raymond,
Community Development Associate, and Monica Thompson, Community Development Associate.
Public Present: None.
DISCUSSION
1. Discussion of Fiscal Year 2023-2024 Special Populations Proposals; Determine if Additional
Questions are Necessary.
Community Development Associate Dylan Raymond provided an overview of the meeting. He
explained to commissioners and subcommittee panel members that they would have an
opportunity to identify outstanding questions before finalizing their individual scores. If staff could
not answer questions, additional information would be requested from the organization.
Subcommittee Chair Martin facilitated a discussion of each application to identify the need for
additional information from agencies. The Special Populations Subcommittee requested
additional information from the applicants listed below.

About Care, Inc. - Empowering Independent Living
1. Questions 6 and 7 indicate that the proposed program will serve 118 Chandler
residents with Chandler funds. Question 8 indicates serving 102 Chandler residents
with Chandler funds. Please clarify.

About Care, Inc. - Senior Community Wellness Collaboration
1. Questions 6 and 7 indicate that the proposed program will serve 118 Chandler
residents with Chandler funds. Question 8 indicates that 125 Chandler residents will be
served with Chandler funds. Please clarify.

AZCEND - Senior Nutrition Program
1. How many seniors can AZCEND feed through the congregate meal program if serving at
full capacity?

Brain Injury Alliance of Arizona - Suicide Intervention and Postvention

1. It appears the City of Chandler is the sole funder for the proposed JBox program. Is this
accurate? If not, please provide remaining program costs and fund sources.

1. Question 5 indicates that the proposed program will serve 20 Chandler households
with Chandler funds. Question 6 indicates that 20 Chandler persons will be served with
Chandler funds. Questions 7 and 8 indicate that 50 Chandler households will be served
with Chandler funds. Please clarify.
2. Please describe any fees charged to program participants, if any.

1. Do Family Support Specialists attend educational meetings, including but not limited to
IEP meetings? If so, please describe.
2. How does Raising Special Kids work with families to navigate IEP or 504 plan meetings?

Recreation and Athletics for Individuals with Disabilities (RAD) - Payment Assistance for
Individuals with Disabilities (PAID)

Resurrection Street Ministry, Inc. - Driving Our Chandler Veterans 2023
1. Question 5 indicates that the proposed program will serve 300 Chandler households
with Chandler funds. Question 6 indicates 150 Chandler residents will be served with
Chandler funds. Questions 7 and 8 indicate 300 Chandler residents will be served with
Chandler funds. Please clarify.
Community Development Associate Dylan Raymond provided the subcommittee with an estimated
amount available for allocation to the Special Populations Subcommittee for Fiscal Year 2023-2024.
Mr. Raymond cautioned that this is an estimated amount, with a finalized amount to be provided at a
later date. Commissioner Greg Rodriquez asked for the total request from all applicants. Mr.
Raymond informed commissioners and subcommittee panel members the total request from the
applicants was $485,370.
Mr. Raymond provided an overview of how to review and score the applications in ZoomGrants.
Additionally, he demonstrated to the subcommittee where to find the staff technical reviews and
agency responses to the subcommittee questions. The next meeting for the Special Populations will
be April 4, 2023, at 5:00 p.m. Subcommittee members should complete their scoring sheets, votes,
and recommended amounts by March 30, 2023.
