HOUSING AND HUMAN SERVICES COMMISSION
YOUTH SUBCOMMITTEE

Thursday, March 9, 2023, at 6:00 p.m.
CALL TO ORDER / ROLL CALL
Subcommittee Chair Magel called the Youth Subcommittee meeting to order at 6:12 p.m.
Housing and Human Services Commissioners and Subcommittee Panel Members present:
Amitesh Bharati, Tony Alcala, Cynthia Hardy, Heather Callis, Lillith Ayala, Lisa Loring, and Ryan
Magel
Housing and Human Services Commissioners and Subcommittee Panel Members absent: None.
Staff present: Riann Balch, Community Resources Senior Manager, Karin Bishop, Community
Development Senior Program Manager, Dylan Raymond, Community Development Associate, and
Monica Thompson, Community Development Associate.
Public Present: None.
DISCUSSION
1. Discussion of Fiscal Year 2023-2024 Youth Proposals; Determine if Additional Questions are
Necessary.
Community Development Associate Dylan Raymond provided an overview of the meeting and
application process. He explained to commissioners and subcommittee panel members that they
would have an opportunity to identify outstanding questions before finalizing their individual
scores. If staff could not answer questions, additional information would be requested from the
organization. Commissioner Lisa Loring asked for clarification regarding individual scoring and
funding recommendations and how they would factor into the meetings. Community
Development Senior Program Manager Karin Bishop informed Commissioner Loring that the
subcommittees would be provided with an estimated funding total to help guide their funding
recommendations. According to Ms. Bishop, the subcommittees should have the estimated total
at the next meeting. She explained that individual scoring and funding recommendations are
subjective and that each subcommittee, once they finish asking additional questions of the
agencies, the subcommittee will come together to finalize their initial funding recommendations.
Ms. Bishop further explained the initial funding recommendations from all three subcommittees
will be presented to the Housing and Human Services Commission. The Housing and Human
Services Commission will have the opportunity to review the initial recommendations of the
subcommittees and make any changes before taking those initial recommendations to the City
Council in June.
Subcommittee Chair Hardy facilitated a discussion of each application to identify the need for
additional information from agencies. The Youth Subcommittee requested additional information
from the applicants listed below.

East Valley JCC - Low Income Family Scholarships
1. No questions

East Valley JCC - Technology in Kindergarten
1. The application states the proposed program will serve 12 Chandler students with
Chandler funds. Is this accurate? Please clarify.
2. Question 3 in the Program Summary Section states “our Kindergarten day will be free of
charge for anyone who wishes to attend”, AND “With Chandler funding, we are able to
welcome families that might otherwise not be able to pay the tuition that we need to
charge in order to provide a high level of care.” Please clarify whether tuition is charged
for the Kindergarten program and if so, how much.
3. Question 4 indicates that the target population is children from low-income families,
especially children from single parent homes and those that need emotional support to
develop their confidence. Describe how this population is recruited and prioritized.
4. What other fund sources have been explored for the purchase of equipment and
supplies?

1. Please describe how you define “youth in crisis.”
2. How do you focus on behavioral health needs of youth?
3. Question 4 indicates that the target population is children from low-income families,
especially children from single parent homes. Describe how this population is recruited
and prioritized.
4. Is this a fee-based program? If so, what is the fee?
5. What other fund sources have been explored for camp scholarships?

For Our City-Chandler - For Our City-Chandler Projects
1. Question 6 indicates the proposed program will serve 650 Chandler residents with
Chandler funds. Question 7 indicates 3,000 Chandler residents will be served with
Chandler funds. Question 8 indicates 650 Chandler residents will be served with
Chandler funds. Please clarify.
2. What other fund sources (not in-kind) have been explored to support For Our City
projects?

1. Questions 6 and 8 indicate the proposed program will serve 400 Chandler residents
with Chandler funds. Question 7 indicates 500 Chandler residents will be served with
Chandler funds. Please clarify.
2. Explain the high percentage of students (21%) 81% and above AMI.

1. Is transportation to/from the program provided?
2. Do students have access to an academic counselor on-site? Are any other supportive
services provided?
3. Please describe in more detail the positions and expenses requested funds will support.
4. Does Chandler Unified School District support the program financially? If so, please
describe.
Mr. Raymond provided an overview of how to review and score the applications in ZoomGrants.
Additionally, he demonstrated to the subcommittee where to find the staff technical reviews and
agency responses to the subcommittee questions. Commissioner Loring asked how long agencies
would have to respond to the subcommittee questions. Ms. Bishop explained to Commissioner
Loring that agencies would have approximately a week to respond. The Subcommittee members
should complete their scoring sheets, votes, and recommended amounts by March 30, 2023.
MEMBERS COMMENTS / ANNOUNCEMENTS
Commissioner Magel announced to the subcommittee that the 2023 Chandler State of the City is on
February 16, 2023. Mr. Raymond added that everyone is invited to attend the event, which will be
held at Chandler Center for the Arts doors open at 5:30 p.m., and the event starts at 6:30 p.m.
