CITIZENS’ PANEL FOR REVIEW OF POLICE COMPLAINTS AND USE OF FORCE REGULAR MEETING MINUTES January 10, 2023 1. CALL TO ORDER/ROLL CALL Vice Chair Laurie Fagen called the meeting to order at approximately 6:03 p.m. via Webex. Jason Sieczkowski Ean White, Assistant City Attorney Det. George Arias Sgt. Daniel Greene Pamela Leon, Staff Liaison 2. CONSENT AGENDA - APPROVAL OF THE MINUTES a. Minutes of July 12, 2022, and August 2, 2022 Vice Chair Laurie Fagen moved to approve the minutes of the July 12 and August 2, 2022, Citizens’ Panel for Review of Police Complaints and Use of Force meeting. The motion passed unanimously. The minutes were approved by all Panel members present. 3. SCHEDULED/UNSCHEDULED PUBLIC APPEARANCES/CALL TO PUBLIC a. None 4. ACTION AGENDA a. Use of Force Summary Quarter 2 2022 There were questions and discussion, but no questions specific to the use of force. The motion was approved by all Panel members present. Vice Chair Laurie Fagen moved to approve the Use of Force summary. The motion carried unanimously. b. Review and discuss the Shooting Incident Summary of January 2nd of 2021. Panel member Bogert asked if Ofc. Bebak-Miller had reviewed the body worn camera footage of the incident prior to Ofc. Bebak-Miller making his statement of the incident to investigators. Det. Ynclan stated to the panel Ofc. Bebak-Miller did not review his body worn camera prior to making a statement to investigators. Vice Chair Fagen asked if Ofc. Bebak-Miller was the only officer who was present for the shooting incident or if any other officers were involved. Det. Ynclan stated Ofc. Bebak-Miller was the only officer present. Officers responded after the shooting incident had occurred. Panel member Wallace asked if the City of Chandler Police Department has a policy or procedure in pursuing non-violent or danger individuals who flee from Police. Det. Ynlcan explained the policy and statute of flighting from an officer while in pursuit. The findings of the investigation were approved by all Panel members present. c. Review and discuss the Shooting Incident Summary of July 24th of 2021. The findings of the investigation were approved by all Panel members present. d. Election of Chair and Vice Chair Panel member Wallace nominated Vice Chair Fagen as Chair. The vote carried unanimously. Panel member Bogert nominated Panel member Ingersoll for Vice Chair. The vote carried unanimously. 5. BRIEFING ITEMS None 6. ANNOUNCEMENTS None 7. CALENDAR/FUTURE AGENDA ITEMS Next meeting will be Tuesday, April 4, 2023. 8. INFORMATION ITEMS None 9. ADJOURNMENT Panel member Rooney moved to adjourn, seconded by Panel member Wallace. The motion was approved by all Panel members present, and the meeting adjourned at approximately 7:22 p.m.
