RESOLUTION NO. 5706 
 
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHANDLER, 
ARIZONA TO EXECUTE AN INTERGOVERNMENTAL AGREEMENT 
WITH THE CITY OF MESA TO SUPPORT COMPREHENSIVE HEAT RELIEF 
SERVICES FOR THE CITIES OF CHANDLER AND MESA FROM MAY 1, 
2023 THROUGH SEPTEMBER 30, 2023. 
 
WHEREAS, Maricopa County acting by and through the Maricopa County Human Services 
Department (“MCHSD”) notified the City of Chandler that it would receive up to $600,000 of 
American Rescue Plan Act (“ARPA”) funds to implement Heat Relief Services in the Cities of 
Chandler and Mesa (“the Parties”) from May 1, 2023 through September 30, 2023; and 
 
WHEREAS, the City, pursuant to the authority of Resolution 5670, entered into an 
Intergovernmental Agreement with MCHSD (“MCHSD IGA”) to receive the ARPA funds on 
behalf of the Parties and carry out a Heat Relief Services program; and 
 
WHEREAS, pursuant to the MCHSD IGA, the City was designated to act as the primary fiduciary 
and administrator of the ARPA funds; and 
 
WHEREAS, the Parties seek to enter into an Intergovernmental Agreement (“Mesa IGA”) to 
develop and implement a comprehensive Heat Relief Strategy to provide activities that reduce 
sunlight and heat exposure and/or mitigate the effects of sunlight and heat exposure for individuals 
experiencing homelessness, particularly underserved populations, within their geographic 
boundaries; and 
 
WHEREAS, the Parties desire to meet the varied needs of persons experiencing homelessness 
across jurisdictions while simultaneously creating cost efficiencies and consistency in service 
delivery through standard operating procedures and non-duplication of service; and  
 
WHEREAS, the Parties issued a joint Request for Proposals (“RFP”) for comprehensive Heat 
Relief Services in each jurisdiction; and 
 
WHEREAS, the Cities of Chandler and Mesa selected two contractors, The Salvation Army 
Chandler Corps and Resurrection Street Ministries, to deliver comprehensive Heat Relief Services 
in the Cities of Chandler and Mesa, and 
 
WHEREAS, under the Mesa IGA the City of Chandler will serve as the primary recipient of ARPA 
funds from MCHSD, and will act as the contract administrator and fiscal agent for the City of 
Mesa.

NOW, THEREFORE BE IT RESOLVED that the City Council of the City of Chandler, Arizona, 
as follows: 
Section 1. 
Authorizes the City of Chandler to enter into the Mesa IGA with the City of Mesa 
to provide Heat Relief Services and act as the contract administrator and fiscal agent 
for the City of Mesa. 
Section 2. 
Approves the Mesa IGA in substantially the form attached hereto as Exhibit “A.” 
Section 3. 
Authorizes the Mayor of the City of Chandler, Arizona to execute the Mesa IGA 
with the City of Mesa on behalf of the City of Chandler.
