Narrative

Please structure your proposal to provide the following information in the order indicated. Provide the narrative in
paragraph form in the text field provided. Please be thorough but strive for brevity.

1. Briefly describe your organization’s history, mission and goals.

The City, incorporated on February 17, 1920, is located in the southeastern portion of Maricopa County, and
encompasses approximately 65 square miles. Chandler has been an innovative community shaped by
entrepreneurs and hometown traditions since being founded by Dr. AJ. Chandler as one of Arizona’s first
master-planned communities in 1912. A legacy of Chandler families and business enterprises has established
a foundation for our community to build upon. Their commitment to the pursuit of opportunity and
advancement of the community combined with decades of thoughtful, consistent planning and investments
have transformed Chandler into the Community of Innovation we know today. Chandler is the fourth largest
city in Arizona and is one of several major cities comprising the greater Phoenix metropolitan area, which is

the economic, political, and population center of the State of Arizona.

The City of Chandler’s continued goal is to provide the highest quality services to the community in the most
cost-effective manner. These services include Public Safety: Police and Fire; Community Services: Park and
Recreation and Libraries; Cultural Development: Center for the Arts and Museum; Public Works: Streets and
Traffic; Utilities: Water, Wastewater, Reclaimed Water and Solid Waste; Neighborhood Resources;

Development Services; Airport; Tax and Licensing and numerous internal services.

dedication in a professional and responsive manner. Our Vision, to make Chandler a world-class city by

3. Describe the proposed project, objectives, and your plan to implement.

We are requesting replacement of all 3 of our vehicles, which are 15+ years old that are used to transport our
youth participants from their home sites to off site activities such as computer lab, field trips, library reading
programs and general break programing. All Vechicles are reaching the end of their useful life, facing many
maintenance issues and are at an extremely high risk of failure. We have one 15 passenger van that we
would like to upgrade to something more modern and safe and 2 15 passenger buses that we can no longer
source manufacturer parts for when needing repairs. Seatbelts are no longer supported by the manufacturer,
causing us to have to retro fit lap belts in these vehicles. This presents challenges and can incur very costly
maintenance fees. Windows for the vehicles are also obsolete and if any more are damaged it will render the

entire vehicle unusable.

4. Describe how the proposed project satisfies one or more of the priority funding areas identified by the Gila River

Indian Community.

Transportation is a critical component of our housing programs and the priority funding area covered. We
would be ensuring we can continue providing transportation in our programs and operate to our full
capacity. We work in collaboration with local partners and having exposure in different areas of the city and

community events is imperitive to the success of our program.

5. Identify the needs/problems to be addressed, target population and number of people to be served by the

project.

The immediate need we need to address is the reliability of our 3 aging vehicles and to ensure our ability to
continue proving transportation to our youth participants and residents of Chandler. Our primary target
population resides in the 85225 zip code of Chandler, AZ and we anticipate serving a total of 250 low income

youth in Chandler.

6. Define the project as a new or continuing program. Has GRIC previously funded this project?

We are hoping to continue to deliver transportation in our long running program of 25+ years. In 2007 these

vehicles were purchased via GRIC funding of $114,000.

7. Provide a brief timeline including start and finish dates. Indicate if the timeline is flexible.

We have identified 3 Vehicles that would fulfill our needs with the help of our fleet services department and

plan to aqquire them as soon as possible. (By the end of 2023).

8. Identify other organizations, partners or funders participating in the project and their roles.

The city values the Public Housing Youth Program and is invested in the success of the program by providing
general funds. We also receive funding from the Community Development Block Grant that assists in direct
programmatic implementation as required by federal regulations. The flexibility of other grant sources helps

with different areas that need to be addressed.

9. Would you be able to implement the proposed plan if your organization received partial funding for this project?

Yes, if we are not able to secure funding for 3 vehicles, we would plan to purchase 2 if possible, or
alternatively just one. This is a very urgent need and just one new vehicle would have a great impact on our

program.

10. Describe your plan for project financial sustainability beyond the grant period. If this is a program/project
previously funded by the Gila River Indian Community describe efforts made towards the previously described

sustainability plan.

Our current vehicles are approximately 15 years old and we would hope that alongside regular care and
maintenance we would be able to prolong the life of the vehicles to get as many years of use as possible and

eventually switch to electric vehicles when readily available and affordable.

11. Describe your plan to document progress and results.

We currently track monthly, the number of low income youth living in public housing served in the program
along with demographics and this can be reported to GRIC. We track activities that require transportation.
We keep our transportation routes as short as possible to prolong the life of our vehicles, our trips primarily

take place within the chandler downtown area and almost all within the city limits.

12. Indicate any application to and/or awards made by a tribe other than the Gila River Indian Community for state
shared revenues for this and any other project for the past five (5) years. If this information is included in a

will be our ADA complient vehicle for use within the Chandler Housing Youth Program.

2. 2023 Transit-350 - $57,715 — Quote obtained from San Tan Ford in Gilbert, AZ. During breaks and special events, all of
our vehicles are needed to transport up to 60 Housing Youth program participants at a time, including multiple pick up

runs.
