Narrative

Please structure your proposal to provide the following information in the order indicated. Provide the narrative in
paragraph form in the text field provided. Please be thorough but strive for brevity.

1. Briefly describe your organization’s history, mission and goals.

The City, incorporated on February 17, 1920, is located in the southeastern portion of Maricopa County, and
encompasses approximately 65 square miles. Chandler has been an innovative community shaped by entrepreneurs and
hometown traditions since being founded by Dr. A.J. Chandler as one of Arizona’s first master-planned communities in
1912. A legacy of Chandler families and business enterprises has established a foundation for our community to build
upon. Their commitment to the pursuit of opportunity and advancement of the community combined with decades of
thoughtful, consistent planning and investments have transformed Chandler into the Community of Innovation we know
today. Chandler is the fourth largest city in Arizona and is one of several major cities comprising the greater Phoenix
metropolitan area, which is the economic, political, and population center of the State of Arizona.

The City of Chandler’s continued goal is to provide the highest quality services to the community in the most cost-
effective manner. These services include Public Safety: Police and Fire; Community Services: Park and Recreation and
Libraries; Cultural Development: Center for the Arts and Museum; Public Works: Streets and Traffic; Utilities: Water,
Wastewater, Reclaimed Water and Solid Waste; Neighborhood Resources; Development Services; Airport; Tax and
Licensing and numerous internal services.

The Chandler Police Department, also established in 1912, is a highly successful, community service-oriented, proactive
agency, represented by 514 dedicated sworn and civilian staff. The mission of the organization is to provide a safe

_community where people can live, work, and thrive. We are committed to being a leader in law enforcement and will
pursue and engage the best trained, equipped, and committed professionals who demonstrate the highest performance
standards and best policing practices in partnership with the community.

3. Describe the proposed project, objectives, and your plan to implement.

The Chandler Police Department (CPD) Forensic Services Section (FSS) is requesting grant funds to purchase TruNarc
Handheld Narcotics Analyzers. The TruNarc is a handheld device that can quickly identify drugs often through the
packaging that the drug was confiscated in. It utilizes Raman spectroscopy to analyze the spectra of the drug and then

compares it to a library of known data to identify the drug. If the Forensic Services Section is awarded the grant funds,
we will purchase two TruNarc devices one to be used in the laboratory and the second to be deployed in the field to
provide officers with a rapid and reliable drug test within a few minutes.

4. Describe how the proposed project satisfies one or more of the priority funding areas identified by the Gila River

Indian Community.

This project will satisfy the Public Safety priority for funding. The TruNarc will enhance the drug identification
efforts of the Chandler Police Department and thus improve the ability to provide the necessary information
to the justice system. Within minutes the TruNarc can identify a large variety of drugs. Officers will be able to
use the device in the field to analyze the drugs they have confiscated. In the laboratory the device will be used
alittle differently. Laboratory standards require a combination of two tests to identify a drug. The TruNarc
will be used for the first of the two tests. With the information provided by the TruNarc the analyst will
proceed to a second confirmatory test to complete the analysis. Whether used in the field by a police officer
or in the laboratory by a scientist the TruNarc will provide an accurate and reliable result ultimately providing
a more efficient process thus enhancing public safety.

5. Identify the needs/problems to be addressed, target population and number of people to be served by the

project.

This project addresses multiple challenges that exist with drug analysis. The first challenge is the time laboratory
analysis takes. Most crime laboratories struggle with backlogs. At times the crime lab has many drug cases that need
analysis which results in delays throughout the criminal justice system. This device tackles the problem on two fronts.
When used in the laboratory the device provides a quick preliminary result which will then be used to perform a
targeted confirmatory second test. In the field the device can easily be used by an officer to provide a quick and
accurate field drug test that can be submitted to the prosecutor’s office for charging. Having this technology widely
available will help avoid unnecessary delays in providing drug identifications to the greater criminal justice system.

Another challenge to a field drug testing program is the risk of exposing an officer to a harmful drug. This device can
solve that problem. The TruNarc device uses a laser that can reach to the drug through clear packaging and collect the
data needed to identify the drug. Unlike a traditional field drug tests, in which the officer must open the packaging and
take a sample of the drug to mix with chemicals for analysis which means they have the potential to expose themselves
to both the drug and the chemicals used for the test. The TruNarc is a safe field drug test that minimizes the risk to the
officer performing the test.

Sometimes drug analysis can be challenging because of the limited quantity of the drug available to analyze. Traditional
field drug tests as well as many laboratory tests result in the drug being consumed in the analysis. The TruNarc is a
nondestructive analysis technique which means that sampling of the drug does not alter or use any of the drug
preserving the total amount of the drug for additional tests. Particularly for a field drug testing program this eliminates
the concern that the field test consumes some of the drug not leaving enough for future laboratory analysis.

The project will have a significant effect on the community. The effects of drug related violence and other crimes are far
reaching in our communities. A tool like this that will make the analysis of illegal drugs more efficient will improve the
criminal justice processes that can not proceed until these results are available.

6. Define the project as a new or continuing program. Has GRIC previously funded this project?

This is a continuing program. Currently, CPD has 2 TruNarc Handheld Narcotics Analyzers, which were purchased in
2016. One is used exclusively in the laboratory for preliminary analysis the other is assigned to the Narcotics Unit for

field drug testing. This project has not been previously funded by a Gila River Indian Community grant.

7. Provide a brief timeline including start and finish dates. Indicate if the timeline is flexible.

Upon approval of this project the Forensic Services Section will begin to identity officers to train on the use of the
TruNarc and create a training plan. These plans will be completed within the 30-to-60-day period following the grant
approval. Once the project has been funded the Forensic Services Section anticipates ordering the devices within 30
days. When received the laboratory staff will complete a performance check of the devices within two weeks of
delivery. Upon the successful completion of a performance check the TruNarc will be put into service for laboratory use.
Training for officers will begin within 30 days of the successful performance check of the device with the goal of
completing all necessary training within 4 months and deploying the device in the field within 6 months of its delivery.

carry out the plan or other unanticipated challenges.

8. Identify other organizations, partners or funders participating in the project and their roles.

This is a Chandler Police Department Project. There are no other organizations, partners or funders identified for this
project.

9. Would you be able to implement the proposed plan if your organization received partial funding for this project?

This plan could be partially implemented. If the grant funds were awarded for one device, it would be put into service
either in the lab or in the field based upon the greater need. Full project funding is preferred; however, the Chandler
Police Department would gratefully accept any level of funding for this project.

10. Describe your plan for project financial sustainability beyond the grant period. If this is a program/project
previously funded by the Gila River Indian Community describe efforts made towards the previously described

sustainability plan.

There are minimal on-going costs associated with the TruNarc Handheld devices. The department will use budgeted
funds for the devices H kits which are a needed for heroin analysis. Additionally, if there are costs required for repair,

software or library updates the department will incur those costs to support the program.

11. Describe your plan to document progress and results.

During the grant period any reports addressing the implementation status of the project will be completed as required
and provided to the Gila River Indian Community.

Internally the progress of the project will be tracked by the laboratory management who will oversee the procurement
process and monitor the progress of the previously described implementation plan and timeline. Documentation of the
progress of the project will be reported in the Forensic Services Section’s monthly report.

12. Indicate any application to and/or awards made by a tribe other than the Gila River Indian Community for state
shared revenues for this and any other project for the past five (5) years. If this information is included ina

separate attachment, please indicate that here.

The Chandler Police Department has not applied to or received any awards from any other tribe.

each). The total cost includes 4-year warranties for both devices as well as estimated shipping and sales tax.
This total is derived from the current purchase price of the two devices as of February 2023. This is the
breakdown: Thermo Scientific TruNarc Handheld Narcotics Analyzer, including 4 year warrany $36,200.00 per
unit. Subtotal for 2 units - $72,400.00, Estimated Shipping - $40.00 and Estimated Tax $5,650 for a total of
