CITIZENS’ PANEL FOR REVIEW OF POLICE COMPLAINTS AND USE OF FORCE REGULAR MEETING MINUTES April 4, 2023 1. CALL TO ORDER/ROLL CALL Chairman Fagen called the meeting to order at approximately 6:12 pm. APPROVAL OF THE MINUTES a. Minutes of January 10, 2023 Panel member Fagen moved to approve the minutes of the January 10, 2023, Citizens’ Panel for Review of Police Complaints and Use of Force meeting. Panel member Ingersoll seconded the motion. The minutes were approved by all Panel members present. 3. SCHEDULED/UNSCHEDULED PUBLIC APPEARANCES/CALL TO PUBLIC a. None 4. ACTION AGENDA a. Presentation by the Training Unit on the BolaWrap b. Review, discuss, and approve the Use of Force Summary of the third quarter of 2023 There were questions and discussions, but no questions specific to the use of force. Panel member Wallace moved to approve the Use of Force summary, seconded by Panel member Enoch. The Use of Force Summary of the third quarter of 2023 was approved by all Panel members present. c. Review, discuss, and approve the Use of Force Summary of the fourth quarter of 2023 Panel members asked a number of questions regarding the use of a sage gun and what a sage gun is. Cmdr. Feyen described what a sage gun is which was in reference to Summary 9. Panel members asked a number of questions regarding body worn camera usage, with particular attention to incidents in which an officer’s camera fell off their person. Det. Arias described situations such as that in Summary 11, in which the officers’ camera is still picking up demands and recordings even though it was no longer attached to their person. Cmdr. Feyen stated the department is currently researching better mounts to avoid cameras falling off. Panel member Harris moved to approve the Use of Force Summary of the fourth quarter, seconded by Panel member Bogert. The Use of Force Summary of the fourth quarter of 2023 was approved by all Panel members present. 5. BRIEFING ITEMS None 6. ANNOUNCEMENTS None 7. CALENDAR/FUTURE AGENDA ITEMS Next meeting will be Tuesday, July 11, 2023. 8. INFORMATION ITEMS Panel member appreciation for outgoing members Shadow Asgari, Bill Wallace, Jen Rooney, and Aaron Harris Sr. 9. ADJOURNMENT Panel member Ingersoll moved to adjourn, seconded by Panel member Bogert. The motion was approved by all Panel members present, and the meeting adjourned at approximately 6:57 p.m.
