Chandler Police Department - Chief Memo No. 23-040 Date: July 11, 2023 To: Mayor and Council Thru: Josh Wright, Acting City Manager Sean Duggan, Chief of Police Bryan Cox, Assistant Chief of Police From: Jason Sieczkowski, Police Commander Subject: Annual Report Citizens’ Panel for Review of Police Complaints and Use of Force July 1, 2022 – June 30, 2023 The Citizens’ Panel for Review of Police Complaints and Use of Force, which is comprised of Chandler residents and police employees, was established to review police shootings and police incidents involving uses of force. The panel also reviews the internal investigation on police complaints when a citizen requests such a review of police department findings. There were no such requests this past fiscal year. The panel meets quarterly to review the utilization of force. Pursuant to Ordinance No. 3135, this annual report is a summary of the number of reviews conducted and the recommendations made during the past year. This memo shall be submitted once approved at the July 11, 2023, regular scheduled meeting. Date of Meeting #1: July 12, 2022 Minutes of the April 5, 2023, meeting was approved with no noted corrections. There was a review and discussion of the Use of Force summaries from the first quarter of 2022, which included twenty (20) incidents and thirty-four (34) applications of force. The panel members approved the summary review as presented. The panel reviewed and approved the 2021 Annual Use of Force Analysis. Memo No. 23-040 July 11, 2023 Page 2 Date of Meeting #2: August 2, 2022 A special meeting was held to ratify a past action of the July 12, 2022, meeting. All panel members approved the ratification of the July 12, 2022, Agenda of the Citizens’ Panel for Review of Police Complaints and Use of Force. Date of Meeting #3: October 4, 2022 Meeting was cancelled due to lack of quorum. Date of Meeting: November 8, 2022 A special meeting was called due to October 4, 2022, meeting not meeting quorum. Special meeting was cancelled due to lack of quorum. Date of Meeting: January 10, 2023 Minutes of the July 12, 2022, and August 2, 2022, meeting was approved with no noted corrections. Det. Ynclan gave a presentation on the 2021 officer-involved shooting related to Chandler Police report 2021-0772. The panel members approved the finding of the investigation. Det. Ynlcan gave a presentation of the 2021 officer-involved shooting related to Chandler Police report 2021-80290. The panel members approved the finding of the investigation. There was a review and discussion of the Use of Force summaries from the second quarter of 2022, which included twenty-four (24) incidents and eighty-nine (89) applications of force. The panel members approved the summary review as presented. The panel held their annual elections for the positions of Chair and Vice Chair. Panel member Fagen was elected as Chair, Ingersoll was elected as Vice Chair. Date of Meeting: April 4, 2022 Minutes of the January 10, 2022, meeting was approved with no noted corrections. There was a review and discussion of the Use of Force summaries from the third quarter of 2022, which included fourteen (14) incidents and twenty-seven (27) applications of force. There was a review and discussion of the Use of Force summaries from the fourth quarter of 2022, which included twelve (12) incidents and fifteen (15) applications of force. The panel members approved summaries from the third and fourth quarter of 2022, as presented. Panel Members: As of March 23, 2023. The Citizen’s Panel for Review of Police Complaints and Use of Force is full, with 15 citizen members. Panel members Gina Giammona, Jill Slavin, Diane Mardis, Debra Schinke, Flor Martinez, Jason Diefenbacher, and Joseph Yang were appointed on March 23, 2023. All newly appointed members will be in attendance at the July meeting. Commander Sieczkowski will be providing support to Chairman Fagen with the facilitation of the meetings. Sgt. Greene and Officer Bromund served as primary staff members. Commander Feyen and Lieutenant Prendergast will serve as alternate members.
