Neighborhood Subcommittee August 21 2023 Galveston Area Projects City Council Strategic Plan The Galveston Area Projects will meet the following priorities of the Chandler City Council Strategic Framework: • Unique and vibrant communities with amenities, infrastructure and services that support community safety and align with the needs of the people in the surrounding neighborhood. • Forward-thinking transportation and technology networks with safe, attractive and well-managed roadways, paths, and traffic systems connecting developments and neighborhoods. • Providing an exceptional quality of life through parks and open spaces with amenities and activities that cater to the needs of the surrounding areas. Galveston Area Project Scope and Timeline Estimated Construction Timeline: October 2023 – March 2024 Phase 1 • CMAR Construction Agreement GMP #1 in the amount of $10.2M: Council Meeting September 2023 • Storm water improvements along Erie St. from McQueen Rd to Arizona Ave. for: • Installation of 12”, 15”, 18”, 24”, 30” & 36” storm drain pipes, 34 manholes, and 36 catch basins • Water improvements along Erie St. from Hamilton St. to Nevada St. for: • Installation of 1”, 6” & 12” water lines with valves and fittings • Sewer improvements near the Gazelle Meadows Park area for: • Installation of 8” sewer line, CIPP 8” sewer line, 1 manhole, and 1 manhole rehabilitation Phase 2 • ST2101.401 CMAR Change Order #1 for GMP #2 : Council Meeting Fall 2023 • Streetscape improvements, alley improvements, Erie Street Paving/ADA improvements • Park improvements estimated to begin in Spring 2024 and be completed in Fall 204 Funding Sources Phase 1 Funding Sources • Maricopa County Flood District Grant- $5,850,000 • Water & Stormwater General Obligation Bonds • Water & Wastewater Operating Funds Phase 2 Funding Sources • ARPA Funding used to free up general fund for the park & streetscape- $ 4,000,000 • Streets General Fund-mill and overlay of Erie St. & alleyway construction Summer 2021, Envision Galveston kicked off Envision Purpose: •Empower residents to improve their neighborhoods •Improve the quality of life for Galveston Neighborhood residents •Facilitate opportunities for neighbors to meet and develop positive relationships with their local government •Provide opportunities for Mayor and City Council to meet neighbors •Enhance trust between the city and neighborhood Deliverables: •Visual representation of residents’ goals and dreams for the future of Galveston Neighborhood •Survey responses from residents who attended the event, including where they live, what they like most about their neighborhood, and whether or not they visit Gazelle Meadows Park •Identify individuals interested in continuing conversations about community visions and collaborating with neighbors to facilitate the next steps Public Outreach Fall 2021 Touch a Truck 500+ attendees Spring/Summer 2021/22/23 Live Love & Casa De Vida 100 attendees/event Fall 2022 Contigo 500+ attendees Spring/Summer 2021/22 Dia De Los Ninos 300+ attendees 2021-Present Galveston Stakeholder 8 meetings Summer 2021/22/23 Galveston Meet the Teacher 300+ attendees Streetscape Improvement Projects Streetscape Improvements Projects • Consultant studied Erie Street from Arizona Ave to McQueen Road for the following items: • Existing conditions • Traffic Circulation • On Street Parking • R.O.W Encroachment • Streetscape Improvements Ideas • Study made the following recommendations: • No additional on street parking is possible on Erie due to R.O.W. difficulties and street width. Additional parking will be added to park. • Use of stamped asphalt at key intersections to add interest and uniqueness to area • Addition of metal art fence along Gazelle Meadows Park • Uniform DG will be used from AZ Ave to railroad tracks • Install benches with shading • Street re-pavement and ADA improvements Streetscape Improvement Projects Gazelle Meadows Park Improvements Next Steps 1.
