Approval of Minutes 
Move Public Housing Authority Commission approve the Public Housing Authority 
Commission regular meeting minutes of June 26, 2023.

Agreement No. HO0-918-4191, Amendment No. 3, for Public Housing Environmental 
Review Consulting Services

Move the Public Housing Authority Commission (PHAC) approve Agreement No. HO0-918-
4191, Amendment No. 3, with SWCA, Inc., dba SWCA Environmental Consultants, for 
public housing environmental review consulting services, in an amount not to exceed 
$180,000, for a one-year term, July 6, 2023, through July 5, 2024. 
 
VICE CHAIR ORLANDO asked what was being done with the consultant.  
 
LEAH POWELL, Neighborhood Resources Director, said HUD requires an environmental review 
for any expenditure of CDBG money or federal funds. This assessment determines if there will 
be an environmental impact. Consulting services are available to assist with this process. All 
activities, from staff expenditures (which are exempt) to major construction projects, must go 
through this evaluation to ensure they are exempt. 
 
VICE CHAIR ORLANDO said it is something we must comply with and make sure a third party 
complies with the activity.   
 
MS. POWELL said yes, and they will work with any local organizations such as the State Historic 
Office on preservation to make sure there is nothing additional needed.  
 
Consent Agenda Motion and Vote 
Commissioner Harris moved to approve the Consent Agenda of the July 17, 2023, Regular Public 
Housing Authority Commission Meeting; Seconded by Commissioner Ellis.  
 
Motion carried unanimously (8-0).
