MINUTES OF THE CHANDLER ARTS COMMISSION MEETING TUESDAY, JUNE 20, 2023 5:00 PM Commissioners Present: Michelle Hirsch, Caitlin Penny, Mahfam Moeeni-Alarcon, Rosanna Lantigua, Shachi Kale, Tim Wiant Commissioners Absent: Julie Ray Staff Present: Peter Bugg, Kim Moyers CALL TO ORDER The meeting was called to order at 5:04 PM by Michelle Hirsch UNSCHEDULED /SCHEDULED PUBLIC APPEARANCES / CALL TO PUBLIC a) Farhana Shifa was present at the beginning of the meeting to receive a plaque commemorating her six years of service. She thanked the commission for the recognition and told everyone how much she loves Chandler and serving the city. APPROVAL OF MINUTES FROM THE MAY 16 MEETING: a) Caitlin made a motion to approve the minutes as written. Shachi seconded the motion. The motion passed unanimously. ACTION AGENDA a) Approve vinyl artwork RFQ Peter clarified some questions about budgets and timelines. Rosanna made a motion to approve the RFQ, Caitlin seconded the motion. The motion passed unanimously. b) Approve Apache Park RFQ Shachi had a few questions regarding how the location was described, and suggested clarifying edits. She also caught an error in the number of artists the commission will select. Peter made note to adjust the RFQ accordingly. Shachi then made a motion to approve the RFQ as amended. Rosanna seconded the motion. The motion passed unanimously. c) Approve teaching artist RFQ Peter needs to get more information from Angela Storey at the CUSD before bringing this to the commission. Michelle Hirsch made a motion to table this item until the next meeting. Shachi seconded the motion. The motion passed unanimously. d) Approve Xeriscape Garden mural opportunity The commission discussed the opportunity and agreed that the wall was too low to provide a good opportunity for an artist and would be uncomfortable to paint. Mahfam made a motion to not fund the project. Rosanna seconded the motion. The motion passed unanimously. e) NEA Our Town Grant The commission discussed applying for an NEA Our Town Grant that could help fund a neighborhood project similar to the Pueblo Alto Mural. The grant is for $25,000 - $150,000 and the commission would need to provide matching funds. Michelle Hirsch asked if the commission could proceed with a project even if the grant is not awarded, and Peter assured the commission that was still possible. Caitlin made a motion to approve applying for the grant. Shachi seconded the motion. The motion passed unanimously. f) Select finalist for possible art purchase After last month’s meeting, Peter reached out to Cam DeCaussin, Jacob Meders, Daniel Nez and Michelle Emami to see if they had any artwork for purchase in the $1,000. Daniel, Cam and Jacob all sent back some options, but Michelle is preparing for an exhibition and doesn’t have anything for sale at the moment. Peter shared the available artworks with the commission, but they were unable to reach an agreement due to the high quality of the options. Michelle made a motion to table the purchase until a future meeting, Shachi seconded the motion, the motion passed unanimously. BRIEFING ITEMS a) Bloomberg Grant After discussing the Bloomberg traffic grant internally within the city, it was decided not to apply due to lack of time and a project that fit the parameters of the grant. b) Ongoing public art projects a. Over 100 people attended the reception for the Pueblo Alto mural including Councilmember Encinas. b. Peter brought up the possibility of finding a way to include an apprenticeship option for the Tumbleweed Rec Center project, which the commission was interested in hearing more about in the future. c. The traffic control box wraps that were installed in Gilbert have been relocated to Chandler. d. The CCA lobby project is moving along. Kaori Takamura has updated her design and is approved to begin fabrication. e. There has been some slow progress on the INFLUX payment to artist Lily Reeves from the insurance company but we are still waiting on documents. c) Outside Public Art Projects a. The City Hall Median contract has been signed and the artist Zach Valent is working on the project. b. The DCCP has received permission to wrap two utility boxes in downtown Chandler, which they will pay for, but would like assistance finding artists. Peter included them in the vinyl artist RFQ approved above. d) Maintenance Projects a. The Turbulent Shade structure at the Museum will have a first round of repairs done tomorrow to two of the fins. After the repair, we will assess to see if we would like to continue on this route or change course. MEMBERS COMMENTS /ANNOUNCEMENT - Peter shared that he was selected by Chandler Lifestyles Magazine as a 2023 Man of Chandler. CALENDAR a) The next regular meeting will be on August 15 via webex.
