The meeting was called to order by Mayor Kevin Hartke at 6:02 p.m.

2. Proclamation – Drowning Impact Awareness Month

MAYOR HARTKE read the proclamation and invited Noah Dueker, Police Officer; Jessica
Chamberlain, Recreation Supervisor’ and Carlos Vargas, Fire Battalion Chief to accept.
MS. CHAMBERLAIN spoke briefly about Drowning Impact Awareness Month in Chandler and the
collaboration between aquatics, fire, and police to reduce drownings. The month includes annual
pool fence giveaways, 10,000 swimming lessons, adult supervision, and adult supervision for
children when swimming.
3. Proclamation – Suicide Prevention Week
MAYOR HARTKE read the proclamation and invited Dr. Paula McCall, Semicolon Society President
to accept.
DR. MCCALL thanked Mayor and Council for their recognition and urged community members to
join the first Chandler Suicide Prevention Day Gathering and Vigil on September 10 at the Chandler
Community Center to reduce stigma and encourage honest conversations.
4. Recognition – Congressional Gold Medal Recipient, Leena Khattab
MAYOR HARTKE read the proclamation and invited Leena Khattab to accept.
5. Recognition – Navajo Nation Award Recipient, Bob Dalpe
MAYOR HARTKE read the proclamation and invited Bob Dalpe, Veterans Commission Chair to
accept.
MR. DALPE expressed gratitude to the Mayor and Council for their recognition, stating that
working with the Navajo Nation has been a privilege.
Consent Agenda and Discussion

Approval of Minutes
Move City Council approve the Council meeting minutes of the Study Session of July 17,
2023, the Regular Meeting of July 17, 2023, the Work Session of July 20, 2023, and the
Regular Meeting of July 20, 2023.
Cultural Development

Final Adoption of Ordinance No. 5061 Authorizing the Provisions of a Development
Agreement and Purchase Agreement between JEMBJACD, LLC, and the City of Chandler for
the Sale and Development of .36 acres of City-owned Property Located at the Southwest
Corner of Chicago Street and Oregon Street
Move City Council adopt Ordinance No. 5061 authorizing the provisions of a Development
Agreement and Purchase Agreement between JEMBJACD, LLC, and the City of Chandler for

the sale and development of .36 acres of City-owned property located at the southwest
corner of Chicago Street and Oregon Street.
Consent Agenda Motion and Vote
Councilmember Poston moved to approve the Consent Agenda of the August 14, 2023, Regular
City Council Meeting; Seconded by Councilmember Stewart.
Motion carried unanimously (7-0).
