CALL TO ORDER / ROLL CALL   
Commission Chair Tony Alcala called the meeting to order at 6:00 p.m.  
 
Commissioners present: Tony Alcala, Heather Mattisson, Cynthia Hardy, Jeff Reynolds, Julie Martin, Lisa 
Loring, Karen Tepper and Ryan Magel. 
 
Commissioners absent: David Gonzalez (excused), Greg Rodriquez (unexcused) and Cecilia Hermosillo 
(excused). 
 
Staff present: Leah Powell, Neighborhood Resources Director, Riann Balch, Community Resources 
Senior Manager, Karin Bishop, Community Development Senior Program Manager, Dylan Raymond, 
Management Analyst Senior and Dawn Gingerich, Assistant City Attorney

CONSENT AGENDA 
Items listed on the Consent Agenda may be enacted by one motion and one vote.  If a discussion is 
required by members of the Board or Commission, the item will be removed from the Consent Agenda

Motion: Commissioner Ryan Magel made a motion to approve the Consent Agenda. Commissioner 
Cecilia Hermosillo seconded the motion.  
 
Discussion: None.

Results: The motion was approved 8-0. 
 
PUBLIC HEARING 
 
7. Fiscal Year 2023-2024 Annual Action Plan Including Community Development Block Grant (CDBG) 
Funding Recommendations 
 
Chair Alcala opened the public hearing at 6:04 p.m. and introduced Community Development Senior 
Program Manger Karin Bishop for a presentation. Ms. Bishop provided an overview of the Annual 
Action Plan process, the purpose of CDBG funds, and the CDBG funding recommendations and 
planned activities to address the Five-Year Consolidated Plan goals that were approved by the 
Chandler City Council on June 25, 2020. Ms. Bishop explained that the Fiscal Year 2023-2024 Annual 
Action Plan is the fourth year of the Five-Year Consolidated Plan. Ms. Bishop reported that as part 
of the development of the Annual Action Plan, the city released a survey (in English and Spanish) to 
the public seeking input on community development priorities in Chandler. The survey was widely 
distributed through several mechanisms such as social media, the city’s website, published in city 
departmental newsletters, posted in public facilities, and made available at a resident advisory 
board meeting. There were 488 survey responses received. Ms. Bishop stated that the United States 
Department of Housing and Urban Development (HUD) requires a 30-day public comment period 
and two public hearings.  Ms. Bishop noted that public comments are being accepted beginning 
Friday, March 17, 2023, through Monday, April 17, 2023, by mail, phone, or email at 
community.development@chandleraz.gov.  Ms. Bishop stated that tonight’s public hearing was the 
second of the two public hearings being held to ensure opportunity for public input.   
 
Chair Alcala asked if there were any comments from the public.  Ms. Bishop reported that no public 
comments were received to date.  
 
Chair Alcala asked if the survey is sent out each year. Ms. Bishop responded that staff plan to release 
a survey annually to continue to receive input on community development priorities.   
 
Chair Alcala closed the public hearing at 6:26 p.m.  
 
8. Fiscal Year 2023-2024 HOME Investment Partnerships Program (HOME) Funding Recommendations 
 
Chair Alcala facilitated a discussion to approve a Special Meeting date.   
 
Chair Alcala opened the public hearing at 6:26 p.m. and asked Ms. Bishop for an overview of the

Recommendations.  Ms. Bishop described the purpose of the HOME funds and the City of Chandler’s 
involvement in the Maricopa County HOME Consortium. Ms. Bishop provided an overview of the 
HOME funding recommendations that will be incorporated into the Maricopa County HOME 
Consortium’s Annual Action Plan for Fiscal Year 2023-2024. Ms. Bishop stated that HUD requires a 
30-day public comment period and two public hearings.  She said public comments are being 
accepted beginning Friday, March 17, 2023, through Monday, April 17, 2023, by mail, phone, or email 
at community.development@chandleraz.gov.  
 
Chair Alcala closed the public hearing at 6:38 p.m.

Chair Alcala shared that Galveston Elementary School was selected for a total rebuild and the 
process is going well.
