BASIC NEEDS SUBCOMMITTEE

CALL TO ORDER / ROLL CALL 
Subcommittee Chair Heather Mattisson called the Basic Needs Subcommittee meeting to order at 
6:10 p.m.  
 
Housing and Human Services Commissioners and Subcommittee Panel Members present: Phillip 
Hubbard, Heather Mattisson, Rori Minor, Jeff Reynolds, and Karen Tepper. 
 
Housing and Human Services Commissioners and Subcommittee Panel Members absent: Cecilia 
Hermosillo (excused). 
 
Staff present: Riann Balch, Community Resources Senior Manager, Karin Bishop, Community 
Development Senior Program Manager, Dylan Raymond, Management Analyst Senior.

DISCUSSION 
1. Evaluation, Discussion, and Development of Recommendations for Funding for Fiscal Year 2023-
2024 General Fund Basic Needs Proposals.  
 
Management Analyst Senior Dylan Raymond provided an update on the funds available for 
allocation for FY 2023-2024 General Fund Basic Needs proposals and the $10,000 minimum for 
allocation.  
 
Subcommittee Chair Mattisson facilitated a discussion of each of the following FY 2023-2024 
General Fund Basic Needs proposals. Commission and Subcommittee Members made initial 
funding recommendations to be presented to the Housing and Human Services Commission at 
the next special meeting scheduled for Wednesday, May 31, 2023, at 6:00 p.m.

Subcommittee member Jeff Reynolds left the meeting at 7:30 p.m. 
 
Motion: Subcommittee member Rori Minor made a motion to approve the initial funding 
recommendations, including the contingency plan, for FY 2023-2024 General Fund Basic Needs 
proposals. Subcommittee member Phillip Hubbard seconded the motion.  
 
Discussion: None. 
 
Results: Motion passed 4-0. 
 
Subcommittee Chair Mattisson thanked everyone for their time and commitment during this process.
